The critical ingredient that remains missing from Pakistan's Covid response strategy

The focus in Pakistan must shift from policy to mass education, from analysis to practice.
 We drive cars but don’t venture to fly a plane. Why? Because we are not trained pilots.
That’s how it is. Managing our personal Covid realities is like driving a car; carrying a nation through a mercurial pandemic requires trained pilots. But when non-professionals try to fly planes, nations end up with confusion and chaos.
That’s what may have happened with Covid-19 in Pakistan where June 5, 2020 marked the 100th day of the outbreak. And during those 100-days, who educated the country about the disease? Politicians, anchors, doctors, bureaucrats, and others. And what was the focus of those communications? Policy debates, boilerplate analysis, and a potpourri of treatment plans. Our national discourse largely revolved around a single word: lockdowns.
This needs to change. The focus must shift from policy to mass education, from analysis to practice. This requires a panel of experts endorsed by the government and the local medical bodies. They should study the evolving science of this novel coronavirus, then communicate its symptoms, diagnosis, treatment, and preventive strategies to laypeople, daily. The goal is to train a nation on how to tackle this pandemic.
Imagine if, during those first 100 days, a panel of experts answered questions from the general public every night on TV? Instead of fueling conspiracy theories or allowing folklore to muddle the conversation, imagine if these experts were regularly dispelling myths? How far along would Pakistan be?
That’s public health 101. Outbreak breed rumors. Having managed many outbreaks, I know why calm, honest, communication is vital. Sadly, on February 15, as the World Health Organisation (WHO) was warning the world about the risks of an "infodemic", Pakistan was veering into one.
Today, Covid-19 is going viral, literally. The total number of cases has crossed 120,000. And since our testing is almost 20 times less than many developed countries, it's plausible that the real number of cases might be manifold.
So, where do we go from here?
I believe a unified messaging about Covid-19 itself should be a top priority. Some may argue that it’s too late; the virus is already widespread. I disagree. According to the WHO, coronavirus might never go away — i.e., we don’t know how many 100-day cycles Pakistan will face. Others believe so many educational campaigns already exist, through apps, websites, TV ads, social media. I agree. But it's one-way communication. People don’t have a forum to ask their questions and see the experts. When armies attack countries, people find solace in hearing from their generals. Why shouldn’t Pakistanis hear from an expert medical panel during a pandemic?
Here is a suggested structure: based on competence, this three-person expert medical panel should constitute of specialists in epidemiology, infectious disease, and outbreak management. They should be coached in principals of mass communications and then provided with an hour on prime-time TV, across all channels, daily. TV channels should solicit questions from viewers ahead of time and allow the experts to give rapid-fire, data-driven answers. Be bold to reject urban legends. Be kind while listening to a difficult situation that may not have a solution. A good session should answer around 50 questions/hour. Let this panel become the face of Covid-19 defence in Pakistan. The idea is not to compete against the existing health structure but to complement it.
This system works. We implemented it in our hospitals after experiencing the first Covid-19 patient. Every day, we answered 30-40 questions from our team members on a 30-minute conference call. Despite being in an affluent country, we struggled with tests and supplies, but we never struggled with messaging. Witnessing our 3500+ strong team quickly adapted to a new reality was like watching a teenager quickly learn to drive.
And drive we must because nations cannot remain under lockdowns. Just like we learn the rules and risks of the road before getting our license, we should learn the rules and risks of driving through this pandemic. Accidents will happen, but they won’t paralyse us. With time we will become safe drivers. The panel should also be cognisant of four things: politics, trust, credibility, and expectations. Remain apolitical. Don’t lionise the government and/or criticise the opposition (or vice-e-versa). Earn people’s trust that the effort is sincere and not self-serving. Anchor your recommendations with WHO wherever possible. This will infuse discipline and credibility in the process. Yes, WHO has made some controversial decisions, but its core strategy has allowed many countries to contain the virus. Set the expectation that this panel will make errors, that they will backtrack some of their statements. That’s the nature of evolving science.
Gradually, this may shape a culture where mass communication practices deference to expertise. It costs very little. The government should opine on policy, economists should explain financial risks, and medical experts should talk about the virus itself.
People say, "how can a large resource-limited country like Pakistan win against Covid-19?" I ask, how did Vietnam — a third world country of nearly 100 million people — stop the pandemic in its tracks by limiting the number of infections to 332? How come they had zero Covid-19 deaths? Because they trusted the science, effectively communicated, and mounted a unified defence against a unified virus.
Maintaining the status quo will breed more confusion in the coming days. Misinformation loves a vacuum. Fill it with expertise or accept chaos. Each case, each death will fuel further panic.
If this plan is executed correctly, the next 100-days may look like this: Millions become engaged and educated through a daily question-answer session on TV. Within 1-2 months, they learn the rules of this disease and start following policies, instead of debating them. Pakistan’s economy opens, and Pakistanis carefully drive through this pandemic until we reach the destination of mass vaccination.

Boredom or Apathy: The most uneventful Budget of the last two decades



 


It looks like the work of an accountant, who was tasked to ‘balancing’ the books without giving much thought to underlying economic rationale.

We are living through a once in a century pandemic, and there is no flattening that proverbial curve in the near term. A tail-risk which has wiped out economic activity across the globe, pushing policy makers to choose between lives, and economic growth. No one knows when its going to end – people are willing to sacrifice their lives for the sake of partisan politics, and here we are with a Federal Budget, which is the most boring, and uneventful budget of the last two decades.
It looks like the work of an accountant, who was tasked to ‘balancing’ the books without giving much thought to underlying economic rationale. The budget does not give any clear economic direction. The policy makers are either fatigued, or just too bored to even think, or bother with managing the economy anymore. This isn’t a pandemic coupled with a locust attack budget – this is a ‘lets wrap this up and go to Nathiagali for the weekend’ kind of budget.
In a time when all guns need to be loaded, all tools whether conventional or unconventional need to be leveraged – but here we are with copy-paste of a template driven prescriptive approach of one of our major lenders. Pakistan got its first economic contraction in the last 68 years, but it is being presented like a new normal. This is the time for unconventional policies to stimulate Aggregate Demand, to spur economic activity, to put cash in the pockets – the budget fails to do any of that.
Going into specifics, little to no effort has been put into expanding revenue base – a large chunk of economic activity happens outside the tax net, and despite efforts in the last few years, the incumbent government has most likely given up on expanding the tax net. A 73 percent increase in Petroleum Levy seems like probably the only thing the policy makers have control over. A silver lining is absence of any tax increases for the salaried segment, although real wages will be going down significantly, dampening Aggregate Demand in the process.
It is even futile to talk about military expenditure because that is the bare Minimum required to maintain a formidable military in a hostile environment. We have a revenue problem, and successive governments have failed to crack this problem
Expenditure has been squeezed, pointing towards austerity, at a time when austerity is the last thing that is required for stimulating the economy. Even welfare payments through BISP have been cut down. Austerity will further dampen Aggregate Demand, which means lower economic activity, and consequently lower tax collection. Do we really want to be stuck in a low-growth loop – because this is what everything is pointing towards.
Some may call this a business-friendly budget, some compromised by partisan politics may even call it a great budget, but it got a very status quo feel to it – its not a crisis budget. The country is going through a crises, a rare combination of health and economic crises – but policy makers seem to be as calm as a cucumber. Setting a target of real growth rate close to, or less than population growth rate is not an ambitious feat, it just reeks of apathy, and a lack of ambition resulting in a festival of mediocrity.

Rebellion against the tyranny of America’s white supremacy

America has become a crucible of civil unrest over the past few weeks. Demonstrations against police brutality have erupted across the United States following the death of George Floyd, a black man who died in Minneapolis after he was placed in a chokehold by police. The US is in turmoil over Floyd's killing, exposing the reality of America's abject racism and its predominant culture of white supremacy.
The epidemic of systemic racism and discrimination against people of color has long poisoned the US political atmosphere under the patronage of white supremacists and with their tacit connivance. They have perpetuated discriminatory laws and legitimized racial segregation by giving immunity to convicted police officers. An African American is far more likely to be arrested or killed by police than a white man in the United States. This rings terrifying alarm bells of a deep-seated hate. America has been in chaos for decades. From Martin Luther King to Eric Garner and George Floyd, racist killings are an echo of the past. The pattern of racial discrimination is chiseled into its political creed and laws. Police in the US intentionally use lethal force such as chokeholds when arresting black people - much of it is based on the incorrect assumptions that come from the same racist patterns. As police brutality is rarely subjected to scrutiny, racial violence continues to abound.
Racial discrimination and subjugation are the antithesis of all that humanity stands for, and now, millions of the oppressed are countering that racist rhetoric in America . The fight for racial and social equality is interwoven in recent American history. George Floyd is the latest of a string of victims of racial violence. In 2018, another black man, Stephon Clark, was shot 20 times by police in Sacramento, igniting a wave of protests all over the country. Incidents of murder perpetrated by police and the ensuing unrest before and after such incidents create a tragic vicious cycle.
The US administration’s response to civil unrest has been terrifyingly chaotic and utterly totalitarian. Donald Trump has responded to demonstrations against police brutality with more brutality. There have also been assaults against journalists, with dozens arrested and some even having projectiles and tear gas shot at them by police in the ongoing protests. These are clear violations of human rights.
This wave of anti-government feeling seems insurmountable. The chaos on US streets is the outcome of a crippling anxiety over the senseless tragedies and violations of civil rights that continue to happen, and which need to be rectified, not abetted and exacerbated. Tens of millions of people who live under the curse of injustice are now frustrated and upset at the tyranny of the police and the country’s leadership.
But xenophobic alienation and racial discrimination in the US goes beyond police brutality. Segregation has its roots in history. American leaders have continuously turned a blind eye to racism and partly fuelled it by allowing rampant segregation in the legal, economic and social systems to thrive. The entire system subjugates Americans of African descent. The legal system is plagued by racial injustice. The healthcare system is rigged against African-Americans. The state-regimented economic system marginalizes minorities, and deliberately hinders upward social mobility. Once again, the sanctimonious guardians of human rights have destroyed the tenets of civil liberty and freedom.
Americans want justice, just like any 21st century human being who is living under the tentacles of the United States' intrusion, deadly expansionism, proxy wars and cold wars that have unleashed destruction upon millions.
US governments have seldom been reticent in giving condescending advice to other governments on how to deal with dissidents. The Trump administration, and the entire American political apparatus, have been the agitators of terrible conflicts in the Middle East, Latin America, South Asia and many other tumultuous regions for decades. Their destructive interference all over the world has bred misery and death to an unfathomable degree. All the countries that have been at the receiving end of the US’s atrociously pompous homilies about democracy and freedom are suffering under their imperialist and expansionist whims - which have caused wars and conflicts. The turmoil in the Hong Kong Special Administrative Region of China was a result of the direct interference of the United States. Unrest in Afghanistan, Syria, Iraq, Libya and other countries is happening only because of US interference and its pursuit of global hegemony.
American leaders seldom remember the principles of human rights in dealing with lawful demonstrations on their own soil. They are committing similar atrocities by trying to deprive millions of their right to seek social equality. Indignant protests and civil unrest are creating a revolution that has embedded itself in America’s narrative. This all signals an urgent need for structural administrative and police reforms. US policymakers should quickly end the pattern of police violence and unconstitutional acts by reforming laws and bringing an end to police impunity. Legal justice is needed as desperately as economic justice. Long overdue economic and health reforms are also needed to raise up minorities. Racial inequalities should be rectified. Violent police behavior should be outlawed. This must be an era of change and action for civil rights, and of an end to America’s interventions overseas. 

US Intel complains foreign adversaries are criticising ‘hypocritical’ America over George Floyd. Duh! So are its foreign friends!

A Washington intelligence report says Russia, Iran and China have been critical of the US government on social media in the aftermath of the death of George Floyd. Must have been a quiet day over at Homeland Security. Surely there was a time when being a US intelligence officer was hard, and you actually had to go out and find information? Well, these days, as long as you have a Twitter login, you can bash out all the BS reports you need and the suckers in the mainstream media will regurgitate it for you.
This time around, the sucker comes in the form of ABC News, which not only read the report, but then implausibly deemed it worthy of writing about.

Among the string of hard-hitting scoops is the line “China, Russia, and Iran have criticized the United States as hypocritical.” That little gem was deemed good enough to be the main subheading, so you know you’re in for a treat from the journalistic school of stating the bloody obvious. 
After that little scene setter, let’s look at some of the text itself: “America's foreign adversaries have flooded social media with content meant to sow division and discord in the wake of George Floyd's death, according to a U.S. government intelligence bulletin obtained by ABC News.”
Well firstly, soz America, but your foreign friends are doing it as well, because it’s hard to ignore the shit show that is going on over there. Oh, and so are many of your own citizens. 
To decode some of ABC’s language here, “flooded” just means “posted,” and to “sow division and discord” is another way of saying that other countries are reporting things Washington would rather they didn’t.
I’m not saying tweets won’t bring down a nation (Trump seems to be experimenting with that one), but I think police officers crushing people to death under their knees is more likely to blame.
The ABC report goes on: “These ‘malign actors’ also appear intent on drawing attention to alleged hypocrisy in the Trump administration's handling of protesters.”
Well, that’s called journalism – you guys should try it some time.
All this tweeting by those “malign actors,” ABC reports, is “part of an ongoing effort to weaken Washington's image on the international stage.” Er, not sure any outside help is needed on that front.
The report goes on: “These actors criticize the United States as hypocritical, corrupt, undemocratic, racist, guilty of human rights abuses and on the verge of collapsing.”  
Maybe that’s because the US has shown definite signs of actually being hypocritical, corrupt, undemocratic, racist and guilty of human rights abuses. On the verge of collapse? I think that’s going too far, personally. Too many people have too much money at stake to let that happen.
The Homeland Security bods have been keeping up the click counts on RT (thanks guys) and included in their report that “Russian state-run media outlets Ruptly, RT France and Going Underground on RT ... [are] applauding Americans for being ‘justified in rioting against the 'corrupt American capitalist system.’”  It’s just an opinion, but I reckon some of them do feel pretty justified.
And also: "Russian state-media-affiliated social media accounts shared imagery of police responses to the protests, the use of tear gas by the National Guard and called the protests a ‘revolt’ that 'has reached the front door of the US empire.’” They were reporting the story!! If a country the US likes does this, it’s called journalism, but when anyone else does it, then it’s trying to bring down the White House.
So to sum up, the intelligence service checks Twitter, leaks it to ABC News, who report it, and people apparently get scared by something other than their trigger happy police force. It’s not these so-called “malign actors” I would be worried about if I was in America.

Bilawal Zardari disappointed with PTI Govt's second budget

Bilawal Bhutto Zardari, while reacting to today’s announcement of budget 2020-21, has said that Pakistan People’s Party rejects it completely. He said that the Pakistan Tehreek e Insaaf (PTI)’s government has presented a very disappointing budget.
The statement issued by Bilawal Zardari said that these days, Pakistan is facing challenges of historic proportions. Every Pakistani’s life is in danger due to the coronavirus pandemic and on top of that, the biggest locust attack on the country in 25 years is a major threat to our agriculture, food security and economy.
The PPP chairman said that the PTI’s budget, calling it an anti-people ‘PTIMF’ budget, did not give any importance to the challenges facing the country and instead presented a traditional budget.
He said that no relief has been given to the common man, all of it has gone to the rich class. He also criticized the absence of any salary and pension increase in the budget for government employees.
He said that in these dangerous times of the coronavirus outbreak, we do not want our senior citizens leaving their homes and exposing themselves, the government should have given relief to them by increasing their pensions.
Bilawal Bhutto said that special announcements should have been made in the federal budget for the medical personnel fighting at the front lines but unfortunately, there was no such relief in the budget. We had also hoped that a special health package would be announced for each province to combat the corona virus, he added.
He said that every Pakistani should reject this budget and announced that PPP along with other opposition parties of the country, will soon hold an APC in this regard.

#BudgetPakistan - #PPP and JI reject the PTI anti-labour budget

The chief of Jamat-e-Islami, Siraj ul Haq telephoned Chairman Pakistan Peoples Party Bilawal Bhutto Zardari to discuss the current situation in the country.

Bilawal Bhutto Zardari talking to Siraj ul Haq said that we were expecting that the government will prepare the budget keeping in mind the crisis of Covid-19. He said that this anti-people budget will be exposed at every forum. He also said that the absence of any clear policy to protect our crops from locust attacks is also a matter of concern. He said that last year speaking on budget, President Zardari had warned about the issue of locusts but the government remained unmoved. Chairman Bilawal said that due to the government’s irresponsible attitude towards the locust issue, it could become a greater crisis than Covid-19.


The Ameer of JI, Siraj ul Haq said that it is very disappointing that the budget is silent over employment for youth. He said that JI rejects the PTI government’s budget.


Chairman PPP Bilawal Bhutto Zardari said that the budget instead of giving relief to the common people has given subsidy to pharmaceutical companies. At the same time, the construction sector has been given a package but no relief is given to the laborers. The people of Pakistan reject this anti-labor budget and PPP will also not accept any budget which does not give relief to the common people.
The Ameer of Jamat-e-Islami enquired about President Zardari’s health and also prayed for his recovery.

Chairman PPP Bilawal Bhutto Zardari suggests APC on Covid-19 and locust issues

Chairman Pakistan Peoples Party Bilawal Bhutto Zardari telephoned former speaker national assembly Sardar Ayaz Sadiq and enquired about his health.


Ayaz Sadiq was tested positive of Covid-19. Talking to Ayaz Sadiq on the telephone, Chairman Bilawal said that he hopes and prays for his early recovery. Chairman PPP suggested Sardar Ayaz Sadiq that the opposition leader Shahbaz Sharif should call an all parties’ conference regarding the Budget, Covid-19 and locusts because the virus has threatened human lives and locusts are a threat to the country’s agriculture.


Ayaz Sadiq assured Chairman PPP that he will convey the suggestion to Shahbaz Sharif.

Imran Khan tweets a swipe at India, hits mute on Pak economy. Here is why

Prime Minister Imran Khan is facing challenges on multiple fronts including from the army, which has driven much of Pakistan’s response to Covid-19
Just a little over two hours after Prime Minister Imran Khan tweeted an acerbic offer to India, his government put out a status check of Pakistan’s economy. PM Khan’s adviser on finance and revenue Dr Abdul Hafeez Shaikh released the economic survey that estimates Pakistan’s debt will rise to 88% of the GDP and the economy will shrink for the first time in 68 years by 0.4%. And that is an optimistic picture. The IMF and World Bank have projected that Pakistan, which closes its financial year this month-end, will contract by up to 2.6%.
Dr Shaikh apportioned much of the blame for the state of the economy between Nawaz Sharif’s Pakistani Muslim League-N governments that had been in power from 2013 to 2018 before Imran Khan came to power with his promise of a ‘Naya Pakistan’, and the coronavirus pandemic.
Imran Khan, who has been active on social media hurling barbs at India, hasn’t tweeted on his government’s report card on the economy.
“PM Imran Khan is finding himself boxed in… by his political detractors, the army that is closing in, the economy and the Kashmir agenda,” a Pakistan watcher in New Delhi said.
In just two years, PM Khan’s influence within and without the government has dropped sharply. That includes the army too, Pakistan’s most powerful institution whose backing was credited to have helped PM Khan mobilise support from smaller coalition partners.
A Bloomberg report published this week underscored that the army has tightened its grip on PM Khan’s government, placing more than a dozen former and serving military officials in prominent roles.
Like former retired Lt General Asim Saleem Bajwa, who was already chairman of the China-Pakistan Economic Corridor Authority, was given a second job. From April this year, Lt Gen Bajwa who headed ISPR - the military’s propaganda department between 2012 and 2016 - was appointed PM Khan’s communication adviser.
There have been indications that the Pakistan army, which had embedded itself in the civilian structure, hasn’t been on the same page as PM Khan.
That Imran Khan had been sidelined was clearly visible in March when the army declared that the army would oversee a shutdown to halt the spread of infection, less than 24 hours after Prime Minister Khan told the country in a televised address that he didn’t support a lockdown since it would put millions out of work and hurt the poor. The army went ahead to deploy troops and enforce the lockdown.
Indian intelligence agencies believe that the army is increasingly looking at foreign minister Shah Mahmood Qureshi for a bigger role in the government.
There is some disappointment over Imran Khan’s not-so-successful attempts to put the focus on Kashmir, in Pakistan and globally, one Indian official said. “Kashmir has long been used by Pakistan to distract people from the domestic upheavals, political, economic or otherwise. But this hasn’t happened over the last year or so despite several attempts,” the official said.Because of pressure from multilateral bodies such as the terror funding watchdog FATF where it faces the risk of being placed in the blacklist, the Imran Khan government has been unable to go all out to openly support Kashmir.
Besides, the 2016 Uri surgical strike and the 2019 Balakote air strikes have sent a message that New Delhi’s response to a terror strike would be unpredictable and could lead to a counter strike.
The bleak outlook for the economy makes PM Khan’s troubles so much bigger. US Report On Religious Freedom Blames Pakistan For Targeted Killing Of Minorities



NGOs expressed concern that authorities have often failed to intervene in instances of societal violence against religious minorities due to fear of the perpetrators, inadequate staff, or apathy.
An annual American report on religious freedom has voiced concern over the targeted killing in Pakistan of Shia Muslims, including ethnic Hazaras, who are largely Shia, and Ahmadi Muslims in attacks believed to be driven by faith.
The US '2019 International Religious Freedom Report' that documents major instances of the violation of religious freedom across the world, released by Secretary of State Mike Pompeo at the State Department on Wednesday, said human rights activists reported numerous instances of societal violence related to allegations of blasphemy; of efforts by individuals to coerce religious minorities to convert to Islam; and of societal harassment, discrimination, and threats of violence directed at members of religious minority communities.

NGOs expressed concern about what they stated was an increasing frequency of attempts to kidnap, forcibly convert, and forcibly marry young women from religious minority communities, especially young Hindu and Christian women. "There also continued to be reports of attacks on holy places, cemeteries, and religious symbols of Hindu, Christian, and Ahmadiyya minorities," the report added.
According to Ahmadi civil society organizations, the State Department said, Islamabad failed to restrict advertisements or speeches inciting anti-Ahmadi violence, despite this responsibility being a component of the NAP. Civil society groups continued to express concerns about the safety of religious minorities.
The report said that visiting US government officials met with minority community representatives, parliamentarians, human rights activists, and members of the federal cabinet to highlight concerns regarding the treatment of religious minority communities, the application of blasphemy laws, and other forms of discrimination on the basis of religion. But still no coercing action has been taken.
According to civil society reports, there were at least 84 individuals imprisoned on blasphemy charges, at least 29 of whom had received death sentences, as compared with 77 and 28, respectively, in 2018, the State Department said in the report.

"Perpetrators of societal violence and abuses against religious minorities often faced no legal consequences due to a lack of follow-through by law enforcement, bribes offered by the accused, and pressure on victims to drop cases. In some cases of alleged kidnapping and forced conversions of young religious minority women, however, government authorities intervened to protect the alleged victim and ascertain her will," the report stated.
On November 9, the government opened a newly refurbished Sikh holy site, the Gurdwara Darbar Sahib, along with a visa-free transit corridor for Sikh pilgrims traveling from India. However, minority religious leaders stated members of their communities continued to experience discrimination in public schools and tertiary education, which resulted in very few religious minority applicants competing and qualifying for private and civil service employment.
Pakistan is a well-known perpetrator of such human rights violations. On several occasions, it has promised to safeguard the interest of minority communities in the nation. However, continuing attacks on minorities narrate a different story.
Islamabad has been discriminating against its religious minorities. This is manifested in various forms of targeted violence, mass murders, extrajudicial killings, abduction, rapes, forced conversion to Islam, etc., making Pakistani Hindus, Christians, Sikhs, Ahmadiyyas, and Shias the most persecuted minorities in the region.

THE writing was on the wall from the start. Only the government refused to see it. Now, the WHO’s letter to the provinces, expressing concerns over the steep spike in Covid-19 infections across the country owing to easing the lockdown without effective disease transmission control or surveillance systems, has only confirmed our worst fears. The government had erred in lifting restrictions and opening up the economy after two months of closure. Its actions have caused infections to spike and overwhelm the country’s already overstressed public health infrastructure. Every call for extension in the virus lockdown was dismissed as an ‘elitist plan’. The lockdown was lifted on the plea that Pakistan could ill afford a longer closure as the shuttered economy would kill more poor people than would Covid-19 infections. Consensus was missing as the centre berated Sindh for pursuing stricter measures, and encouraged businesses to demand the removal of restrictions. It was also troubling to note the superior judiciary’s view that Covid-19 “apparently is not a pandemic in Pakistan”.
A month after the government ordered the easing of virus restrictions, the country has confirmed more than 115,000 infections and some 2,300 deaths, with each day recording a higher number of cases. Now Pakistan ranks 15th on the list of countries with the most Covid-19 infections and is among the top 10 reporting the highest number of new cases. The disease has spread to every corner of the country and hospitals are reportedly turning away patients because they don’t have enough beds. The health authorities say the outbreak will not peak before August. And yet, despite this grim situation, the government continues to send out confusing messages to the public, with politicians often seen without a mask and not observing social distancing guidelines.
The WHO letter says that the disease transmission is steep, and the health system isn’t capable of detecting, testing, isolating and treating every case, and tracing every contact. It also points out that a high positivity rate of 24pc, which is above the required level of 5pc, underlines the seriousness of the situation and the poor efforts of the government in this regard. It urges the provinces to enhance daily testing capacity to 50,000 to assess the actual prevalence of the coronavirus besides strengthening the surveillance system (identification, testing, isolation, care for the ill including identification and the follow-up of contacts and quarantining). Lastly, it has recommended the imposition of a ‘two weeks on, two weeks off’ lockdown to contain the virus transmission. The government disregarded expert advice when doctors called for banning congregations and ensuring the strict implementation of social distancing guidelines to halt transmissions. It didn’t consider their opinion when lifting the lockdown. And it has consistently ignored violations of social distancing guidelines with the result that few have bothered to make the necessary adjustments to lifestyles. It is doubtful then that it will heed the WHO’s advice.

Perils Of Proxy Wars In Afghanistan: A Comparative Study Of The ISI Of Pakistan And The IRGC Of Iran – Analysis



Proxy wars have been used by the powers to serve their national security and long term interests without being involved directly. The general syndrome is that a powerful country supports a state or even non-state actor who has mutually shared goals in a particular area or zone. But the history of proxy wars in our times is wrought with numerous debilitating moral consequences, threats to security and stability in the theatre of proxy war. In addition, it can simply drag the power into an unending stream of conflagration with a heavy cost of manpower and material. It may also cost the power in terms of credibility and aura of power.
Even in our contemporary times, proxy wars are tearing countries and regions apart with immensely destructive consequences for the population. A simple and cursory overview is enough to suggest that proxy wars suffer from several perceptible limitations. Besides the moral deficiency they run the risk of escalation, control over the arms and ammunition supplied and the risk of their slipping into bad hands and therefore violence continues in the post-settlement period with spiraling cycles. Proxy wars defy any intervention of peace measures and settlement. 
There is worldwide attention towards Iran’s growing influence in the whole of the West Asian region with its very effective network of proxies across the region. This has caused huge consternation among its regional rivals — Saudi Arabia and Israel in particular and the interests of the US and its allies. The IRGC of the Islamic Republic of Iran has created a network of proxies through its Quds Force in the region and beyond, especially in Afghanistan. This has caught the attention of security professionals and academics. The activities of the ISI of Pakistan has adopted the proxy syndrome and has had devastating consequences for the countries of South Asia, including Afghanistan and Iran at large and India in particular owing to its historically hostile background.
A comparative study of the two — IRGC and ISI — and their proxy wars in Afghanistan will provide a necessary insight for an effective Indian strategy for dealing with this menacing national security threat and the adoption of a resilient and pragmatic policy towards West Asia, a region of extreme strategic and geo-economic significance. A critical perusal of the two will be a sure route to unravel their future pattern and their concomitant consequences.
The Directorate of Inter-Service Intelligence, generally referred to as ISI, is a ruthless separate entity of Pakistan, almost independent of its military and beyond any meaningful oversight of the civilian government.[1] It has huge political influence and around 25,000 personnel manned by motivated army personnel, including some members who are retired. Its Afghanistan operation is India-centric, and viewed from its India policy that the policy of Afghanistan towards India must be in line with Pakistan and adopts punitive approach and action in the wake of Kabul’s tilt towards India.[2] ISI’s coercive policy and proxy war in Afghanistan to attain its geopolitical goals has resulted in an unending stream of violence in the post 9/11 period, to remain relevant in the face of US presence and competition from other regional powers mainly Iran’s IRGC has assumed Jihadi route of unprecedented scale.
Besides the Taliban, ISI has promoted and supported the Haqqani Network, officially under the larger Taliban umbrella, and it maintains distinct command, control and lines of operations. A section of the Pakistan military view the network better as an ally proxy force for its Afghan interests, as the network has repeatedly targeted the Indian interests — infrastructure projects and construction sites in Afghanistan.[3]
The Network is based in Pakistan’s North Waziristan and comprised mainly of the Zardan tribe. The group has been very lethal and sophisticated in its targets against the US coalition forces and Afghan government security apparatus. It has demonstrated a high level of coordination in its operation and targets with small arms, rocket attacks, IEDs, suicide attacks and bomb-laden vehicles.[4] The US coalition has suffered considerably and has not been able to manage the affairs with the Pakistan government as these proxies are functioning under the directions of the ISI. The ISI has been able to manoeuvre successfully in their mission with these proxies in Afghanistan by disguising itself as friend of the US strategy in the country.
However, the most notable element in the Afghan imbroglio is the steady rise and spread of influence of Iran’s IRGC activities. Iran has a historical interest and stake in the affairs of Afghanistan. It also shares intimate ethnic, linguistic and religious with the Afghan Shia minority Hazaras in the central and northern region of the country. Its historical roots can be traced back to the Treaty of Paris, 1857 when Iran abandoned its historic claim on Herat, but reserved the right to send forces into Afghanistan if its frontier is violated.[5]
Given this background, Iran is firm with its policy direction towards Afghanistan — stable and friendly or at least, not an inimical government in the country to have stable border, and ensure the safety of its Shia minority, while maintaining cultural relations and economic engagements particularly in the Herat region.
Iran’s policy therefore, has been firmly ruthless, but evinces a pragmatic flexibility and dynamism to adjust in the changing geopolitical condition and security ecosystem of Afghanistan. The violent excesses of the Taliban against the Shia population and bloody raid of Iranian Consulate in Mazar-e-Sharif killing eight officials made the IRGC to cooperate and coordinate with the invading American army in 2001 by providing intelligence and even included IRGC elements fighting on the ground. This “alliance” soon dissipated, with the two parting their ways when Iran was declared as part of the “Axis of Evil” by the US. 
The IRGC is an ideological driven entity and uses it ideology pragmatically to serve the larger interests of the Islamic Republic of Iran. The Quds force of the IRGC is particularly assigned with its task abroad. The changing security and power dynamics in Afghanistan has made the IRGC to coordinate with the Taliban based on their shared Islamic ideology and common enemies — the foreign occupiers in the country. The continued presence of the Taliban and their control over large parts of Afghanistan has reduced their dependency on Pakistan for a safe haven.
The contact and cooperation between the Taliban and the IRGC has become a lethal combination against the US and allies in Afghanistan. For the IRGC it was a clever move to maintain leverage with the Afghan government. Through its special Quds force the IRGC has supplied considerable weapons, explosives, roadside bombs to the Afghan Taliban. The IRGC has a very farsighted vision and strategy behind such an unlikely alliance. A critical perusal leads to the fact that though it is against a hostile regime on its eastern border, the alliance is able to obtain gains for the Islamic Republic in many ways. 
Using this leverage to escalate violence in Afghanistan can limit the constraining of Iran’s policy by the West. It also allows Iran to maintain its sphere of influence in Herat while Taliban violence continues in other parts of the country and to have strategic advantage for its transport linkages of the Gulf with Central Asia and the Far East. One of the Taliban governing councils or Shura is the Mashhad Shura in the Iranian province of Khorasan-e Razavi, initially opened as a liaison office between the Taliban and IRGC in 2007. The Ansar Corps was established by Gen. Qassem Suleimani and commanded by the current head of the Quds Force, Esmail Qaani for supervision and coordination of the IRGC-Taliban relations.[6]
The IRGC has used its ideological fervor to manage dynamically all its proxy theaters by creating network and mobilizing them across the sectors. The IRGC mobilized its military and advisors to Syria to prop up the regime of President Assad.
This included Afghan war hardened  veterans of the Fatemiyon Brigade who created a revolutionary niche during the Iran-Iraq war of the 1980s.[7] The Fatemiyon Division is an affiliate of the IRGC composed of the Afghani Shia. Its formation was initially mobilized to defend the shrine of Sayyed Zeinab in the outskirt of Damascus. Later on, the IRGC began cultivating the Afghan resistance narrative to the growing transnational Sunni jihadism. Their number has been expanding and has become an important factor in the Syrian battlefield.[8]
The pattern of the Fatemiyon in the Syrian conflict is going to be further expanded under the leadership of Esmail Qaani of the Quds Force. Esmail Qaani has long association with the Fatemiyon Brigade and has been nurturing the group for a substantial period of time. Even in 2018 he visited the country with an Iranian delegation and had talks with President Ashraf Ghani and Mr Abdullah Abdullah, the Chief Executive of the country.[9]
The IRGC has grown in strength in Afghanistan and adopting its old tested tactics used in Iraq by the Quds force, the tactics of abduction. This tactic has put the Afghan government under strain and all other actors in the country — the US coalition and the Pakistani proxies operating in the country. To expand its support base and ideological penetration among the populace, the Iranian region with its IRGC network has opened a TV station and is promoting Islamic fundamentalism with regular programs. It is thus apparent that the influence of the IRGC in Afghanistan is on the constant rise, which makes the conflict in the country further complicated.
The Islamic State-Khorasan (IS-K) group was formed in 2015 with estranged and defected members from many terror groups based in Pakistan, such as Tehrik-e Taliban Pakistan (TTP), Lashkar-e-Taiba, Lashkar-e- Islam, Jamaat-ud-Dawa, the Haqqani group and Islamic movement of Afghanistan under the leadership of Hafiz Saeed Khan, a veteran of Tehrik-e Taliban Pakistan (TTP).[10] The membership and leadership of this additional group hardly leaves any doubt about its patronage of the ISI and it project of targeting against Indian interests in Afghanistan. The recent gruesome attack on Gurudwara in Kabul killing 28 innocent worshippers by the IS-K and the claim by the perpetrators that the attack was aimed at avenging Indian action in Kashmir and the report disclosed by the NDS that the arrested leader of the IS-K, Abdullah Orazkai alias Aslam Farooqi has revealed his close relations with Haqqani Netwrk and Lashla-e Taiba (LeT) and having links with “Regional Intelligence Agency” a euphemism for the ISI.[11]

The ISI wants to have an unchallenged influence in Afghanistan and does not want the rise of increasing Shia power in the country — an apparent syndrome of global competition between the Shia and Sunni. With its loosening control over the Afghan Taliban, the ISI wants to disrupt the growing proximity of the Afghan government with the Islamic Republic of Iran along with India through their joint project of Chabahar that sits strategically on the Indian Ocean. The port is considered as a gateway to opportunities for trade with Central Asian countries.
Besides supporting both the Afghan Taliban and the Haqqani Network to conduct attacks on India and Afhanistan, the ISI is responsible for attacks on the Islamic Republic by the Pakistan-backed terror group, Jaish al-Adl particularly in Chabahar zone.[12] The pattern is not new rather it appears to be a regular and planned activity as there has been similar attacks on the IRGC elements in that area. The attack which killed 27 members of the elite force (IRGC) in December 2019, and the beginning of such attacks on the Iranian border guards, can be traced since 2013. In October 2018, the Jaish al-Adl operation led to the abduction of 12 Iranian security personnel near Zahedan along the Iran-Pakistan border.[13] It seems that  the IRGC and ISI tussle for influence and their proxy pursuit in Afghanistan is being played out in this new sector as well.
Chabahar is the convergence point of geo-economic and geopolitical interests of India and Iran in Afghanistan. For Afghanistan it provides the much needed strategic relief from its dependence on Pakistan to get access to the Indian ocean. Such developments are at loggerheads with Pakistan’s Afghan policy which has made the Pakistani deep state, ISI to create an atmosphere of disruption through its proxies. There was a similar attack in the port city of Chabahar by Pakistan-based Ansar al Forghan with links with the outlawed Jaish-e-Mohammed (JeM).[14] Such developments has brought the IRGC and ISI face to face to the detriment of the possible peace and security in Afghanistan and the larger atmosphere of peace in the region.
The IRGC has for a long time nurtured its ideological entity inside Pakistan among the poorer and discriminated Shia population. The Zaynabiyon or Zainiboun Brigade is recruited by IRGC from the Pakistani Shia immigrants in Iran. As per intelligence reports, Shia men are recruited in Karanchi, Gilgit, Quetta and Prachinar to fight in Syria. Major General Qassem Soleimani was training them for years to participate in the Shia jihad in the region.[15] This group has been used by the IRGC to counter the ISI designs against the interests of the Islamic Republic in the area and their extended face off in Afghanistan. As per the Quds Force strategy, Zaynabiyon fighters are expected to be used in the strategic Syria-Iraq border — a necessary corridor link for these two countries in the overall strategy of the IRGC.[16]
The US-Taliban Agreement signed on February 29 amidst this devastating proxy war propelled by IRGC and ISI doesn’t appear to be bringing any semblance of peace in the country. The intra-Afghan talks are going to be a very rough road to reach any point of agreement. The Taliban office in Doha, the seat of talks between the US and the Taliban seems to suggest that Taliban has grown in autonomy from its early backers — Saudi Arabia, and ISI influence. The role of Saudi Arabia in the blockade of Qatar and the latter’s growing proximity with the Islamic Republic seem to have helped clear the misunderstanding and mistrust between the Taliban and the Islamic Republic of Iran.
The IRGC has stitched together this alliance through its spreading networks in Afghanistan based on their common vision of political Islam and the expulsion of the foreign occupiers from Afghanistan in particular and entire West Asia. Thus behind the scenes, the IRGC is sure to play a considerable role in the ongoing intra-Afghan negotiations. The IRGC and the Taliban share common interests and common threat perceptions, and therefore this will remain a strong factor in the Afghan politics and its peace and security.[17] The withdrawal of US troops from Afghanistan can thus create a potential power vacuum that may lead to the increased influence of these proxy actors and IRGC as happened when the US left Iraq in 2011.[18] 
The proxy wars of IRGC and ISI have compounded the Afghan conflict. Such policy pursuit in the garb of religious fervor and ideological competition by IRGC and ISI has pushed Afghanistan in an unending track of violence and turmoil. Its dangerous spill-overs are the natural corollary that is proved by the increasing entangling of the Afghans elsewhere, such as the Fatemiyons in the far away Syrian conflict in West Asia. History bears the fact that the end-result of such proxy war games are also devastating for the peace and security of the sponsor countries. Currently, there is a risk that such a scenario is bound to have a dangerous syndrome in Afghanistan, with its spilling over in the region of South Asia and West Asia. Such a dose of religious fervor and ideology in proxy wars based on narrow national interests determined by regime interests and organizations like the ISI and the IRGC will have far deeper dangerous implications for global security and order. India has strong strategic interests in Afghanistan and Iran and assumes it to be of a paramount significance to realize those goals. Therefore India must tread carefully in the wake of these proxy war games between the ISI of Pakistan and the IRGC of Iran to pursue its interests in Afghanistan and beyond. India must device and pursue a policy based on pragmatic national interests and a larger requisite of global peace and security as a responsible democratic country.
