The History of Pandemics

Pan·dem·ic /panˈdemik/ (of a disease) prevalent over a whole country or the world.
As humans have spread across the world, so have infectious diseases. Even in this modern era, outbreaks are nearly constant, though not every outbreak reaches pandemic level as the Novel Coronavirus (COVID-19) has.
Today’s visualization outlines some of history’s most deadly pandemics, from the Antonine Plague to the current COVID-19 event.

A Timeline of Historical Pandemics

Disease and illnesses have plagued humanity since the earliest days, our mortal flaw. However, it was not until the marked shift to agrarian communities that the scale and spread of these diseases increased dramatically.
Widespread trade created new opportunities for human and animal interactions that sped up such epidemics. Malaria, tuberculosis, leprosy, influenza, smallpox, and others first appeared during these early years.
The more civilized humans became – with larger cities, more exotic trade routes, and increased contact with different populations of people, animals, and ecosystems – the more likely pandemics would occur.
Here are some of the major pandemics that have occurred over time:
Note: Many of the death toll numbers listed above are best estimates based on available research. Some, such as the Plague of Justinian, are subject to debate based on new evidence.
Despite the persistence of disease and pandemics throughout history, there’s one consistent trend over time – a gradual reduction in the death rate. Healthcare improvements and understanding the factors that incubate pandemics have been powerful tools in mitigating their impact.

Wrath of the Gods

In many ancient societies, people believed that spirits and gods inflicted disease and destruction upon those that deserved their wrath. This unscientific perception often led to disastrous responses that resulted in the deaths of thousands, if not millions.
In the case of Justinian’s plague, the Byzantine historian Procopius of Caesarea traced the origins of the plague (the Yersinia pestis bacteria) to China and northeast India, via land and sea trade routes to Egypt where it entered the Byzantine Empire through Mediterranean ports.
Despite his apparent knowledge of the role geography and trade played in this spread, Procopius laid blame for the outbreak on the Emperor Justinian, declaring him to be either a devil, or invoking God’s punishment for his evil ways. Some historians found that this event could have dashed Emperor Justinian’s efforts to reunite the Western and Eastern remnants of the Roman Empire, and marked the beginning of the Dark Ages.
Luckily, humanity’s understanding of the causes of disease has improved, and this is resulting in a drastic improvement in the response to modern pandemics, albeit slow and incomplete.

Importing Disease

The practice of quarantine began during the 14th century, in an effort to protect coastal cities from plague epidemics. Cautious port authorities required ships arriving in Venice from infected ports to sit at anchor for 40 days before landing — the origin of the word quarantine from the Italian “quaranta giorni”, or 40 days.
One of the first instances of relying on geography and statistical analysis was in mid-19th century London, during a cholera outbreak. In 1854, Dr. John Snow came to the conclusion that cholera was spreading via tainted water and decided to display neighborhood mortality data directly on a map. This method revealed a cluster of cases around a specific pump from which people were drawing their water from.
While the interactions created through trade and urban life play a pivotal role, it is also the virulent nature of particular diseases that indicate the trajectory of a pandemic.

Tracking Infectiousness

Scientists use a basic measure to track the infectiousness of a disease called the reproduction number — also known as R0 or “R naught.” This number tells us how many susceptible people, on average, each sick person will in turn infect.

Measles tops the list, being the most contagious with a R0 range of 12-18. This means a single person can infect, on average, 12 to 18 people in an unvaccinated population.
While measles may be the most virulent, vaccination efforts and herd immunity can curb its spread. The more people are immune to a disease, the less likely it is to proliferate, making vaccinations critical to prevent the resurgence of known and treatable diseases.
It’s hard to calculate and forecast the true impact of COVID-19, as the outbreak is still ongoing and researchers are still learning about this new form of coronavirus.

Urbanization and the Spread of Disease

We arrive at where we began, with rising global connections and interactions as a driving force behind pandemics. From small hunting and gathering tribes to the metropolis, humanity’s reliance on one another has also sparked opportunities for disease to spread.
Urbanization in the developing world is bringing more and more rural residents into denser neighborhoods, while population increases are putting greater pressure on the environment. At the same time, passenger air traffic nearly doubled in the past decade. These macro trends are having a profound impact on the spread of infectious disease.
As organizations and governments around the world ask for citizens to practice social distancing to help reduce the rate of infection, the digital world is allowing people to maintain connections and commerce like never before.

خیبر پختونخوا میں کرونا وائرس سے شرح اموات زیادہ اور ریکوری کم کیوں ہے؟

حکومتی اعدادوشمار کا جائزہ لینے پر یہ بات سامنے آتی ہے کہ صوبے کے کل 865 کیسز میں شرح صحت یابی 21 فیصد اور شرح اموات 4 فیصد ہے۔ ہلاکتوں کی یہ تعداد پورے ملک میں سب سے زیادہ ہے۔

پاکستان میں کرونا (کورونا) وائرس سے متاثرہ افراد کی مجموعی تعداد میں تیزی سے اضافہ ہو رہا ہے، تاہم اگر تمام صوبوں کا الگ الگ جائزہ لیا جائے تو معلوم ہوتا ہے کہ شرح اموات اور شرح صحت یابی (ریکوری) کچھ صوبوں میں نمایاں طور پر کم یا زیادہ ہے۔
یہ وجوہات جاننے سے پہلے ضروری ہے کہ ہر صوبے میں شرح اموات اور صحت یابی کا تفصیل کے ساتھ مطالعہ کیا جائے۔
کووڈ 19 کے حوالے سے اعداد و شمار دینے والی حکومتی ویب سائٹ کے مطابق صوبہ پنجاب کے مجموعی کیسز کی تعداد 2945 ہے جس میں شرح 
صحت یابی 17 فیصد اور شرح اموات ایک فیصد ہے۔
دوسری جانب صوبہ سندھ میں کرونا وائرس سے متاثرہ افراد کی کُل تعداد 1518 ہے، جس میں شرح صحت یابی 28 فیصد اور شرح اموات دو فیصد ہے۔ یعنی اس صوبے میں صحت یاب ہونے والے مریضوں کی شرح پنجاب سے زیادہ ہے، جب کہ شرح اموات بھی پنجاب کی نسبت زیادہ ہے۔
بلوچستان میں اب تک رپورٹ ہونے والے کیسز کی تعداد 240 ہے، جس میں شرح صحت یابی 57 فیصد اور شرح اموات ایک فیصد ہے، جو کہ صوبہ سندھ اور صوبہ پنجاب کی نسبت بہت زیادہ ہے۔
اسی طرح صوبہ خیبر پختونخوا کا جائزہ لیا جائے تو معلوم ہوتا ہے کہ کل 865 کیسز میں شرح صحت یابی 21 فیصد اور شرح اموات 4 فیصد ہے۔
اگر اس تناسب کا پاکستان کے دیگر صوبوں کے ساتھ موازنہ کیا جائے تو خیبرپختونخوا میں اموات کی شرح کافی زیادہ ہے۔

خیبر پختونخوا میں کرونا وائرس سے صحت یابی کی شرح کم ہونے اور اموات کی تعداد زیادہ ہونے کی وجوہات جاننے کے لیے انڈپینڈنٹ اردو نے وزیر صحت تیمور جھگڑا سے رابطہ کرنے کی متعدد مرتبہ کوشش کی لیکن انہوں نے جواب نہیں دیا۔
وزیر صحت تیمور جھگڑا سے کیے گئے سوالات یہ ہیں:
1۔ خیبر پختونخوا میں باقی صوبوں کی نسبت کرونا وائرس سے زیادہ اموات اور کم شرح صحت یابی کی وجہ کیا ہے؟
2۔ کہیں ایسا تو نہیں ہے کہ اس صوبے میں متاثرہ افراد کی تعداد درحقیقت زیادہ ہے لیکن ٹیسٹ کم ہو رہے ہیں؟
3۔ کیا خیبر پختونخوا میں وائرس سٹرین کی جانچ پڑتال کی گئی ہے، تاکہ معلوم ہو سکے کہ کہیں یہ وائرس کی وہ قسم تو نہیں، جو زیادہ مہلک ہے؟ 
4۔ خیبرپختونخوا میں کرونا ٹیسٹ کی روزانہ کی استعداد صرف 500 تک  ہے جبکہ سندھ اور پنجاب میں روزانہ دو سے چار ہزار تک ٹیسٹ ہورہے ہیں۔ یہ تعداد کیوں بڑھائی نہیں گئی؟
5۔ صوبے میں اس وائرس سے اب تک 38 اموات واقع ہو چکی ہیں، کیا پبلک ہیلتھ اور دیگر متعلقہ اداروں کو مختلف عوامل، مشاہدوں اور تجزیوں سے اس وائرس کا رویہ معلوم کرنے کے لیے ریسرچ سٹڈیز کے احکامات جاری کیے گئے ہیں؟
طبی ماہرین کیا کہتے ہیں؟
خیبر میڈیکل انسٹی ٹیوٹ کے پبلک ہیلتھ ڈیپارٹمنٹ کے ڈین پروفیسر ضیا الدین نے انڈپینڈنٹ اردو سے گفتگو میں یہ اعتراف کیا کہ ابھی تک حکومت کی جانب سے ان کے ڈیپارٹمنٹ کو کرونا وائرس سے متعلق سوالات و مشاہدات پر ریسرچ کرنے کے لیے کسی قسم کے احکامات نہیں ملے ہیں۔
تاہم ڈاکٹر ضیا نے بتایا کہ انہوں نے خود ہی پہل کرتے ہوئے ہسپتالوں کی مدد سے کرونا وائرس کے حوالے سے مختلف زاویوں پر ریسرچ کرنی شروع کر دی ہے۔
واضح رہے کہ پبلک ہیلتھ ڈیپارٹمنٹ کا کام ریسرچ اور مشاہدہ کرکے ریسرچ سٹڈیز تیار کرنا ہوتا ہے، جو کسی بھی مسئلے سے نمٹنے کے لیے انتہائی ضروری ہوتی ہیں۔
ڈاکٹر ضیا نے خیبر پختونخوا میں شرح اموات زیادہ اور صحت یابی کی شرح میں کمی کی وجوہات کچھ یہ بیان کیں۔
پہلی وجہ
 خیبر پختونخوا میں جن علاقوں میں کرونا وائرس کے مثبت کیسز سامنے آئے وہاں زیادہ سے زیادہ ٹیسٹ ہونے چاہیے تھے، لیکن ایسا نہیں ہوا۔
بقول ان کے: 'اس کا اندازہ آپ خیبر پختونخوا کے کل کیسز  سے لگا سکتے ہیں۔ مثال کے طور پر اگر 10 ہزار کیسز ہوتے تو اس میں 38 اموات اتنی زیادہ نہ ہوتیں۔'
دوسری وجہ
دور دراز علاقوں کے رہائشی ٹیسٹ کی سہولت نزدیک نہ ہونے کے باعث یا تو تاخیر سے جاتے ہیں یا پھر جاتے ہی نہیں۔
تیسری وجہ
لیبارٹریز کی بہت کمی ہے۔ ابھی تک صرف خیبر میڈیکل یونیورسٹی پورے صوبے کا کام سنبھال رہی ہے۔
چوتھی وجہ
ڈاکٹر ضیا سے جب پوچھا گیا کہ کہیں ایسا تو نہیں کہ خیبر پختونخوا کے وائرس سٹرین اور دوسرے صوبوں کے وائرس سٹرین میں فرق ہو تو انہوں نے بتایا کہ ایسا نہیں ہے۔ 'وائرس کے طریقہ واردات سے پتہ چل رہا ہے کہ یہ ایک ہی وائرس سٹرین ہے۔'
تاہم وہ اس بات کا کوئی تسلی بخش جواب نہ دے سکے کہ یہ محض ایک اندازہ ہے اور اس پر ابھی تک کوئی عملی تحقیق نہیں ہوئی ہے۔
پانچویں وجہ
ڈاکٹر ضیا سمجھتے ہیں کہ حکومت اور ہیلتھ ڈیپارٹمنٹ کا کام یہ تھا کہ قرنطینہ مراکز کی بجائے فیلڈ ہسپتال قائم کیے جاتے۔
اس کی وضاحت کرتے ہوئے انہوں نے بتایا کہ ’80 سے 85 فیصد مریض مائلڈ یا موڈریٹ علامات کا شکار ہوتے ہیں۔ ان کا علاج فیلڈ ہسپتالوں میں ہوتا تو صرف شدید بیمار مریضوں کو ہسپتال کے آئی سی یو میں رکھا جاتا۔لیکن اس وقت صرف قرنطینہ مراکز ہیں جہاں سب کو ایک ساتھ رکھا جاتا ہے، نتیجتاً سب میں وائرس پھیلنے کا خطرہ ہوتا ہے۔'
گلگت بلتستان میں شرح صحت یابی زیادہ اور شرح اموات کم کیوں؟
گلگت بلتستان میں اس وقت کرونا وائرس سے صحت یابی کی شرح تمام ملک سے زیادہ یعنی 74 فیصد اور شرح اموات ایک فیصد ہے۔ آج بھی گلگت بلتستان میں 20 افراد صحت یاب ہو چکے ہیں۔ یہاں کرونا کے مجموعی کیسز 234 ہیں۔
اس کی وجوہات جاننے کے لیے دیامیر کے ڈسٹرکٹ ہیلتھ آفیسر ڈاکٹر صلاح الدین سے رابطہ کیا گیا تو انہوں نے بتایا کہ گلگت بلتستان کو جانے والی تمام سڑکوں کے انٹری پوائنٹس پر سکریننگ کے عملے کی ڈیوٹی لگا دی گئی ہے۔
انہوں نے بتایا: 'ان پوائنٹس پر تین گاڑیاں بھی کھڑی ہوتی ہیں۔ جوں ہی کسی کا درجہ حرارت زیادہ یا علامات مشکوک ہوں، اسے فوراً وہاں سے قرنطینہ مرکز لے جایا جاتا ہے۔ پورے گلگت بلتستان سے ٹیسٹ گلگت کی لیبارٹری میں جارہے ہیں اور 24 گھنٹے میں نتائج آ جاتے ہیں۔'
ڈاکٹر صلاح الدین نے بتایا کہ ان کے پاس روزانہ 30 سے 40 ٹیسٹس کرنے کی صلاحیت ہے۔
ساتھ ہی انہوں نے بتایا کہ 'ابھی تک اس بات کا تعین نہیں کیا جاسکا کہ گلگت بلتستان میں شرح صحت یابی زیادہ اور شرح اموات کم کیوں ہے۔ ہوسکتا ہے کہ اس کی وجہ اچھی آب وہوا ہو یا پھر پہاڑی علاقے کے لوگوں کی قوت مدافعت بہتر ہو۔'
ایک نئی امریکی طبی تحقیق نے سوال اٹھایا ہے کہ کیا کرونا وائرس کی وجہ سے پھیپھڑے تھک کر نظام خون پر اثرانداز ہوتے ہیں یا پھر خون میں سرخ خلیات جسم میں آکسیجن پہنچانے میں ناکام ہوجاتے ہیں؟ کیونکہ کرونا وائرس کی دیگر علامات میں سب سے بڑا مسئلہ سانس لینے میں دشواری کا ہوتا ہے۔
چونکہ پہاڑی علاقوں کے لوگوں کی اکثریت میں سرخ خلیات زیادہ ہوتے ہیں لہذا خیال کیا جا رہا ہے کہ اسی وجہ سے وہاں صحت یابی کی شرح بھی زیادہ ہو۔

Special flight brings VIPs back to Pakistan from London, 400 citizens remain stranded in UK


 

After the VIPs were accommodated in the special flight, the remaining seats were kept empty to maintain social distancing, says a Geo News report.

A Pakistan International Airlines (PIA) flight has brought back nearly 150 ‘dignitaries’, including three family members of a Pakistani minister, from London to Islamabad even as 400 other citizens still remain stranded in the UK with no means to come home amid the coronavirus pandemic.
According to a Geo News report, the special PIA flight was arranged on 9 April to bring back the stranded VIP members. After the VIPs were accommodated in the aircraft, says the report, the remaining seats were kept empty to maintain social distancing.
“All the plugs were pulled out and special arrangements were made for that flight to take passengers from the Heathrow Airport in London to Islamabad Airport in Pakistan because family members of a minister and some other dignitaries wanted to leave London on an urgent basis,” Geo News reported, quoting sources.
The national carrier has since not flown back with any other passenger stranded in the UK. But there have been many ferry flights to Pakistan from London after 9 April to bring back people who are allegedly well-connected.
A spokesman of the Pakistan High Commission confirmed that it had passed lists of stranded passengers to the PIA and only those names were added who were recommended by Pakistan’s Ministry of Foreign Affairs and the PIA head office.

Short-term travellers, vulnerable people stranded

Pakistan had closed its airspace on 21 March due to increasing threat of the coronavirus pandemic. The country’s civil aviation authorities planned to close the airspace till 4 April but flight operations have remain terminated since.
According to the report quoted above, many Pakistanis stranded in Britain were short-term travellers, including elderly and the sick, whose flights got cancelled due to airspace closure.
The Pakistani government has been criticised for flying empty planes back to the country when one single aircraft could have been enough to accommodate all stranded citizens.

’لاک ڈاؤن نرم نہیں مزید سخت ہوا ہے‘ - وزیراعلیٰ سندھ مراد علی شاہ

وزیراعلیٰ سندھ مراد علی شاہ نے کہا ہے کہ لاک ڈاؤن نرم نہیں
مزید سخت ہوا ہے جو مستثنیٰ ہیں ان کے لیے بھی قواعد وضوابط سختی سے فالو کرنا ہوں گے۔
بدھ کو کراچی میں پریس کانفرنس سے خطاب کرتے ہوئے ان کا کہنا تھا کہ ’نیک نیتی سے کام کر رہے ہیں بے جا غلطیاں پکڑنے سے اجتناب کیا جائے، معاف کیا جائے۔‘
مراد علی شاہ کا مزید کہنا تھا وزیراعظم سے ملاقاتوں میں جو تجاویز دیں ان کو مانا گیا جس پر ان کا شکرگزار ہوں۔
انہوں نے کہا کہ کسی چھوٹی سی بات پر کل پرسوں سے طوفان بدتمیزی جاری ہے۔
ہم کہتے ہیں، غلطیاں ہوئی ہیں، غلطیاں ہوں گی لیکن کچھ نہ کرنے کی غلطی ہم نہیں کریں گے۔‘
سندھ حکومت کی کارکردگی کے حوالے سے ان کا کہنا تھا کہ اس بارے میں جلد سپریم کورٹ  میں اپنا جواب داخل کرائیں گے۔
شاید ہم چیف جسٹس کو پوری طرح سے اپنا نقطہ نظر سمجھا نہیں سکے، تحریری طور پر جواب میں قائل کریں گے۔‘
مراد علی شاہ نے لاک ڈاؤن میں نرمی کے حوالے سے کہا کہ سیکٹر کے بجائے جغرافیے پر توجہ دی جائے زیادہ بہتر ہو گا۔
جو علاقہ وائرس سے پاک ہو، اس کو دوسروں سے بچا کر بے شک کھول دیں، اسی طرح دوسرے علاقے بھی کھولے جا سکتے ہیں بشرطیکہ ان کو محفوظ رکھا جا سکے۔‘
ان کا کہنا تھا کہ کبھی 12 ارب اور کبھی آٹھ ارب روپے کے خرچ کے حوالے سے الزامات لگائے جاتے ہیں۔
ہم نے کیا کیا ہے میرے بھائی، ایک ایک پیسے کا ریکارڈ موجود ہے، جو آڈٹ کرنا چاہے اسے دیا جا سکتا ہے۔‘
انہوں نے کہا کہ وہ لوگ جو پریشان ہیں کہ ہمارا نام کیوں نہیں آ رہا، ہر جگہ کیوں لوگ محترمہ کا نام لے رہے ہیں
ایسے لوگوں کا کوئی علاج نہیں، ان کو کچھ نہیں دکھائیں گے، گھومتے رہیں۔‘ انہوں نے کہا کہ یہ ایمرجنسی کا وقت ہے چھوٹی چھوٹی باتوں پر لڑنے کا نہیں۔
ان کا مزید کہنا تھا کہ اس وقت ہماری سب سے پہلی ترجیح انسانوں بچانا ہونا چاہیے۔
’کسی کو جانوں سے کھیلنے نہیں دیں گے، یہ وقت بھی گزر جائے گا، باقی چیزیں پھر کر لیں، ہاتھ جوڑ رہا ہوں، اس وقت معاف کر دو۔‘
ان کا عوام کو مخاطب کرتے ہوئے کہا رمضان آ رہا ہے، دو ہفتے مزید اپنے گھروں پر رہیں، دنیاوی چیزوں کو بھول جائیں، اللہ کی طرف رجوع کریں۔
مراد علی شاہ نے کل علما کی جانب سے ہونے والی پریس کانفرنس کا حوالہ دیتے ہوئے کہا ہمیں ان کا احترام ہے، دو وزرا ان سے مل کر معاملات کو دیکھیں گے۔
ان کا کہنا تھا کہ وزیراعظم سے گزارش کی تھی کہ تیرہ اپریل کو اعلان نہ کریں جسے انہوں نے تسلیم کی۔
’میٹنگ میں آٹو موبائل انڈسٹری کھولنے کی بات بھی ہوئی تھی جس کی ہم نے مخالفت کی اور اسے چھوڑ دیا گیا۔‘
انہوں نے صوبے میں کورونا وائرس کے حوالے سے اعدادوشمار بتاتے ہوئے کہا کہ عالمی ادارہ صحت کی جانب سے کہا گیا ہے کہ اس وقت صرف سندھ ہی اس کے معیار کی پیروی کر رہا ہے۔
ان کا کہنا تھا کہ جو کنسٹرکشن سائٹس اور فیکٹریاں کھولی جائیں گی ان کے لیے قواعدوضوابط وضع کیے گئے ہیں ان پر سختی سے عملدرامد یقینی بنایا جائے گا۔
جو کوئی بھی گھر بنائے یا بڑی عمارت، اسے پہلے انتظامیہ سے اجازت لینا ہو گی اور ایس او پیز کے مطابق کام کرنا ہو گا
 انہوں نے ایک بار پھر یاد دلایا کہ اب لاک ڈاؤن مزید سخت ہو گا کیونکہ یہ نہیں کہا جا سکتا کہ آنے والے دنوں میں بیماری کیا صورت اختیار کرتی ہے۔
انہوں نے کہا کہ اگر کسی کا خیال ہے کہ ہمارے ہاں کورونا کم ہے تو وہ غلط ہے۔
پاکستان میں کیسز کی شرح کم و بیش دنیا کے برابر ہی ہے تاہم ہمارے ہاں اب تک کم ٹیسٹ ہوئے ہیں
ان کا کہنا تھا کہ ڈبل سواری پر پابندی ہو گی، لوگ مرض سے لڑنے میں حکومت کا ساتھ دیں۔

#Pakistan #PPP - Sherry Rehman calls for Senate to steer Pakistan from Crisis

After the House Business Advisory Committee of the Senate, the PPP Parliamentary Leader, Sherry Rehman urged going forward with making the rules and arrangements for an online session as well as the regular session of standing committees. She said that Parliament’s urgent role of scrutinizing government, authorizing spending, making laws, and providing leadership during difficult times must be upheld. She said, “while Pakistan faces a risk of increased cases and casualties, the federal government’s decision-making, effectiveness of lockdowns as well as its health and economic policies remain questionable. The need for a consensus on effectively managing this state of emergency is greater than ever. The Senate of Pakistan, while ensuring no province is left behind in the decision-making process, needs to advocate for unity and cohesion to cope with this pandemic in the best interest for the public of Pakistan”.
“The Senate has to urgently address five big issues related to the Corona crisis. The federal government must look towards coordinating and aligning policies across the board. A coherent strategy among all provinces is the need of the hour to tackle and contain the growing COVID-19 challenge. A provincial government or a city alone cannot stamp out this deadly contagion. “Secondly, health infrastructure deficits must be discussed in what we see is a daily evolving situation. Parliamentary committees must not function without data. Even civil society has questions about our capacity to protect the frontline. Discord on numbers, management over testing, provision of protective gear to doctors and health workers, all must be our priority.” the Senator added.
“Thirdly, we must face down the challenges our most vulnerable communities face, without exposing them to the life-threatening virus. Like most countries, Pakistan is facing key issues of charting a consensus-based policy which creates a workable balance between protecting lives while managing a lifeline to livelihoods, with huge impacts for the informal sector, daily wage-labour and SMEs. So far, the government has shown a disregard for the federal system by ignoring the views of political parties that run a province. Changing the name of the Benazir Income Support Program into the Ehsaas program has left a bad taste in the mouth of those who advocate maturity.The design, delivery and even branding of social protection packages driven by federal and provincial governments, including public philanthropy and state relief in terms of ration-delivery to vulnerable households has raised several issues that should have been directed through parliament”.
The fourth issue Rehman raised was about broad human security. Pointing to the UN’s alarming warnings about food security for developing countries, the Senator said, “Containment-driven lockdowns have raised acute concerns for Pakistan’s rural economy, while cities have already registered “epicentre” transmission concerns for provincial governments. The dangers to lives and public order are grave. The supply chains have to be well managed and monitored. For a country with one of the highest levels of water usage-per capita in the world, impacts on water and food security, as well as availability of sanitizing potable water and low-cost soap compounds at key community points have to be made on urgent basis”.
Fifth, she asked for transparency on resource-allocations by adding that out that, “rising worries about Pakistan’s mushrooming public debt continue to surface, while alarming multilateral predictions of negative growth are surfacing for contracting economies, where resources are too stretched to provide stimulus packages across the board. Terms of renegotiating Pakistan’s rising debt with the IMF are key concerns to us, especially after red flags raised by the World Bank point to serious downturns in projected growth. Given that Pakistan’s total debt and liabilities stand at Rs 41 trillion, which is almost 94 % of the country’s GDP, the magnitude and gravity of public finances merits a clear need of scrutiny”.
While concluding Senator Rehman said, “The risk to Pakistan is compounded by rising tensions in the region. What is worrying is the ongoing tension between India and Pakistan, particularly with Indian shelling on the Line of Control, and PM Modi’s exclusionary policies as well as his unacceptable abuse of population in IOK, where risk of disease is clearly high with no transparency or access to fundamental rights”.
 نائب صدر پیپلز پارٹی سینیٹر شیری رحمان نے کورونا وائرس کے دوران پیدا ہونے والے بحران کو نمٹنے کے لئے پارلیمانی کردار پور زور دیتے ہوئے کہا ہے کہ یہ ایک ایسے وقت میں جب پاکستان شدید بحران سے دوچار ہے، اور فیصلہ سازی، لاک ڈاﺅن، صحت اور اقتصادی پالیسی کی افادیت پر اہم سوال اٹھ رہے ہیں ۔ اس وقت میں پارلیمنٹ کا حکومت کی جانچ پڑتال، اخراجات کو مجاز بنانے ، قانون سازی، اور مشکل اوقات کے دوران قیادت فراہم کرنے کے انتہائی اہم کردار کو نظرانداز نہیں کیا جا سکتا۔ موجودہ ہنگامی صورتحال میں بحث و مباحثہ ، گفتگو اوراصلاحات کرنے کے مطالبات بڑھ رہے ہیں۔
اپنے ایک بیان میں سینیٹر شیری رحمان نے کہا کہ بجا طور پر ہر طرف سے اتحاد کی پکار بڑھ رہی ہے ، جسے ہم نظرانداز نہیں کرسکتے ہیں۔ پارلیمنٹ، خصوصا سینیٹ آف پاکستان کا پہلا کام بحران کے وقت ہم آہنگی اور اتحاد پیداکرنا ہے اوراس بات کو بھی یقینی بنانا ہے کہ فیصلہ سازی کے عمل میں کوئی بھی صوبہ پیچھے نہ رہے۔ یہ کام ابھی تک کسی بھی پارلیمنانی فورم یا مشترکہ مفادات کونسل جیسے اہم آئینی فورموں کے ادارہ جاتی کے بغیر ایگزیکٹو اجلاسوں میںہو رہا ہے۔
انہوں نے کہا کہ متعلقہ قائمہ کمیٹیاں بحران میں ہونے والے فیصلوں کا مشورہ یا آڈٹ نہیں دے سکی ہیں، جس کی وجہ سے ملک بھر میں حکومتوں کے ذریعہ جمع کردہ اعداد و شمار کی شفافیت پر تنازعہ کھڑا کردیا ہے۔معلومات اور حقائق کی عدم موجودگی ، صحت کے بحران کی ناتجربہ کاری ، انفراسٹرکچر کی عدم موجودگی عوامی سطح پر خدشات میں اضافہ کررہے ہیں جس کی وضاحت ، سمت اور قیادت کی ضرورت ہے۔
سینیٹر شیری رحمان نے کمیٹیوں کے غیر فعال ہونے پر اپنے بیان میں کہا کہ قائمہ کمیٹیوں کو علم اور اطلاعات کی ضرورت ہے۔ صحت کے اعداد و شمار ، اپنے موجودہ ادارہ جاتی اور مالی خلیج کے ساتھ صوبوں کے مابین تنازعات کی ہڈی بن چکے ہیں ، جو باخبر رائے کی عدم موجودگی میں اکثر ایک دوسرے کے ساتھ فیصلے اور منصوبہ بندی کرنے کی کوشش کر رہے ہیں جو قرنطین اور بارڈر مینجمنٹ جیسے معاملات میں ناقص فنی نگرانی کا باعث بنتے ہیں۔
شیری رحمان نے کہا کہ اس سے عوام میں پالیسی اور اس کے نظم وضبط کے بارے میں تفتیش ، ڈاکٹروں کو حفاظتی پوشاک کی فراہمی ، عوامی اجتماعات کی نگرانی اور ریاستی یکسانیت کے بارے میں سنجدہ سوالات کھڑے ہوئی ہیں۔
ٹائیگر فورس کے حوالے سے انہوں نے کہا کہ رضاکارانہ گروہوں جیسے “ٹائیگر فورسز” کو امدادی فراہمی کے لئے متحرک کیا جارہا ہے ، اسی طرح صوبوں کی قیادت کے مابین مقابلہ کرنے والے عمل نے ہم آہنگی کی پالیسی کے بجائے تنازعات جنم لے رہے ہیں ۔اس کے نتیجے میں ریاست اور عقیدے کے مابین خلاءبڑھ رہا ہے ، لوگ نماز کے اجتماعات کے لئے ریاستی قواعد و ضوابط بغیرعبادات کے مقامات کا رخ کررہے ہیں جو وائر کو پھیلاﺅ کا سبب بن سکتا ہے۔
شیری رحمان نے کہا کہ بیشتر ممالک کی طرح ، پاکستان کو بھی اتفاق رائے پر مبنی پالیسی کی تشکیل دینے میں مسائل کا سامنا کرنا پڑرہا ہے جس سے معاشیات اور زندگی کی حفاظت کے مابین قابل عمل توازن پیدا ہوتا ہے ،اور جس سے غیر محفوظ غیر رسمی شعبے ، یومیہ اجرت مزدوری اور ایس ایم ایز پر بہت زیادہ اثر پڑتا ہے۔
وفامعاشی پیکج کے حوالے سے انہوں نے کہا کہ وفاقی اور صوبائی حکومتوں کے ذریعہ چلائے گئے معاشی تحفظ کے پیکیجز، جن میں کمزور گھرانوں کو راشن کی فراہمی کے معاملے میں عوامی خدمت اور ریاستی ریلیف شامل ہے ، ان کے ڈیزائن ، ترسیل اور یہاں تک کہ برانڈنگ نے کئی ایسے معاملات اٹھائے ہیں جن کی پارلیمنٹ کو نگرانی کرنی چاہئے تھی۔ آئینی طور پر بنایا گئے بینظیر انکم سپورٹ پروگرام کو بغیر کسی ترمیم کے احسان پروگرام نام دے کر پیپلز پارٹی کو مثبت پیغام نہیں دیا گیا۔
شیری رحمان نے کہا کہ ترقی پذیر ممالک کے لئے غذائی تحفظ کے بارے میں اقوام متحدہ کی انتباہات نے پاکستان کی دیہی معیشت کے لئے شدید خدشات کو جنم دیا ہے ، جبکہ شہری مراکز کو پہلے ہی صوبائی حکومتوں نے وائرس کاایپی سینڑکا درجا دیا ہے۔ زندگی اوعوام کو لاحق خطرات سنگین ہیں۔ باضابطہ معیشت کے ساتھ ساتھ سپلائی چین کو بھی ایسی صورتحال میںیقینی بنانا ہوگا جہاں معاشرتی دوری کی ضرورت نے معیشت کے ہر حصے میں غیر معمولی رکاوٹیں پیدا کردی ہیں۔ ایک ایسے ملک کے لئے جو دنیا میں فی کس پانی کے استعمال کی اعلی ترین سطح میں شامل ہوتا ہے ، پانی اور کھانے کی حفاظت پر اثر انداز ہونے کے ساتھ ساتھ کلیدی کمیونٹی پوائنٹس پر پینے کے صاف پانی کی فراہمی اور کم لاگت والے صابن کو بھی یقینی بنانا ہوگا۔
گرتی ہوئی شرح نوم پر انہوں نے کہا کہ پارلیمنٹ کو ملک کے ان تمام شعبوں کو ان پٹ اور بصیرت فراہم کرنے کی ضرورت ہے جہاں عوامی قرضوں میں اضافہ ہوتا جارہا ہے اور منفی شرح نمو کی خطرناک پیش گوئیاں بڑھ رہی ہیں ۔۔ آئی ایم ایف کے ساتھ پاکستان کے قرض کی سخت کی شرائط ہمارے لئے کلیدی خدشات میں شامل ہیں ، خاص طور پر جب عالمی بینک نے شرح نمو میں سنگین کمی کی طرف اشارہ کیاہے۔ یہ دیکھتے ہوئے کہ پاکستان کا مجموعی قرض اور ذمہ داری 41 کھرب روپے ہے ، جو ملک کے جی ڈی پی کا تقریبا 94 فیصد ہے ،عوام اور ملک کی مالیاتی وسعت اور موجودہ بحران میں اس کی نظرثانی کی ضرورت ہے۔
خطے پر بات کرتے ہوئے شیری رحمان نے کہا کہ خطے میں بڑھتی کشیدگی سے پاکستان کو بھی خطرہ بڑھتا جارہا ہے۔ ایک ایسے وقت میں جب بھارت نے جنگ کا طبل بجانے کے بعد اچانک سارک ملاقاتیں طلب کی ہیں ، پاکستان کوعلاقائی اعتماد سازی کے راستوں پر بات چیت کرنے کی تیاری کرنی چاہیے۔ پریشان کن بات یہ ہے کہ بھارت اور پاکستان کے مابین جاری کشیدگی خصوصا لائن آف کنٹرول پر ہندوستانی گولہ باری سے ، اور وزیر اعظم مودی کی خارجی پالیسیوں کے ساتھ ساتھ مقبوضہ کشمیر میں لوگوں کے ساتھ ناقابل قبول زیادتی کے واقعات جاری ہیں ، وہاں بیماری کا خطرہ واضح طور پر زیادہ ہے جس میں شفافیت یا رسائی نہیں ہے۔دوسری طرف کابل کی امریکی انخلا کے تناظر میںکورونا وائرس کو سنبھالنے کی صلاحیت بھی تشویش ناک ہے۔
شیری رحمان نے کہا کہ دستورکا آرٹیکل 67 1پارلیمنٹ کو اپنے طریقہ کار اور اس کے کاروبار کو چلانے کے لئے قواعد بنانے کا اختیار بھی دیتا ہے۔ آئین پاکستان ایک زندہ دستاویز ہے جو بین الاقوامی بحرانوں میں اپنے لوگوں کی ضروریات پوری کرتا ہے۔ کورونا وائرس دوسری عالمی جنگ کی شدت کے پیمانے پر پورا اترتا ہے جس نے ہر چیرکے ساتھ جمہوری طریقہ کار کوبھی متاثر کیا ہے۔

#Pakistan #PPP - Bilawal Bhutto warns against hasty lock down exit



Chairperson Bilawal Bhutto Zardari fears that if the federal government eases lockdown restrictions in haste, then the coronavirus infestation would spread exponentially and there would be a steep uptick in cases, which would be catastrophic for the country’s fragile healthcare system.
“If they could deal with the possible upsurge in COVID-19 cases, then they should upgrade the country’s healthcare system so that we could prepare for that,” the young chief of Sindh’s ruling party said in an interview with anchorperson Javed Chaudhry on Express News show Kal Tak on Tuesday.
Bilawal said a national strategy is needed to tackle this gigantic challenge as a provincial government, or a city alone cannot stamp out this deadly contagion which has proliferated to almost every country and territory on the global map since its emergence in the central Chinese city of Wuhan.
He said his party wasn’t only advocating an extension in lockdown but it also wants the government to enhance the capacity of all provincial governments to identify infected people, trace their contacts, and conduct more tests in order to stem the spread of this highly infectious pathogen.
“We know our healthcare system is too weak to handle such massive crisis, therefore it should be strengthened on a war footing,” he added.
To a question as to what sort of lockdown he wanted to have in the country, Bilawal said his party did not advocate a lockdown for the sake of it. “We demand that the government take all the steps which are necessary to protect the health and lives of our people.”The PPP chairman said Pakistan should act according to the facts, reality and science and also keep in mind recommendations of the World Health Organisation (WHO). “The WHO recommends that lockdowns should continue to prevent the virus spread and should not be lifted in haste,” he added.When asked to comment on the government’s decision to lift restrictions on the construction sector in order to provide jobs to daily wagers, Bilawal said such a decision would send out a wrong message that while the rich and powerful could stay in the safety of their houses, the poor must toil.“We know that the coronavirus could have more devastating effect on the poor. If it spreads in the poor areas, then it could become a global crisis as the poor areas are overpopulated,” he added.
Bilawal said the construction industry is not declared an essential service in the rest of the world. He said if the government is going to give such relaxations, then it should also support the provincial governments to bolster the health infrastructure, so that they may tackle the resulting surge in infections.
Commenting on recent statements of some federal ministers against the PPP government in Sindh, he lamented that some ministers seemed to be fighting with the Sindh government instead of fighting the pandemic that he said is a global crisis.He said he had made it clear that his party does not want to politicise the coronavirus pandemic. “When the disease had turned into a pandemic, I said we are looking to our prime minister to play a leading role during this crisis. I gave that statement and tried to follow this,” he added.“The Sindh government is in reality trying to fight against the coronavirus but when we see the statements of some federal ministers it seems that they are fighting the Sindh government, and not the coronavirus.”The PPP chief said the current situation demands national unity. “We want a joint strategy, a national policy. The Centre should play its role. It is its responsibility to lead the country; take all the provinces along and take those steps which could protect the lives and health of the people,” he added.
When asked to comment on the Supreme Court’s Tuesday order in the coronavirus suo motu case and its disappointment over the Sindh government measures to stem the virus, Bilawal said he believes that constitutional role of the court remains the same as it was in the days of the former chief justice.
The PPP chairman did not comment on the SC’s remarks but said he appealed to the apex court to reconsider its last week’s decision to set aside high courts and provincial governments’ orders to release under-trial prisoners and vulnerable convicts in view of the pandemic.
Bilawal cited the example of Iran where thousands of prisoners have been pardoned or temporarily released in view of the contagion and said “our court should also reconsider its decision on humanitarian grounds”.
“All prisoners in jails are not condemned to death and leaving them in prison at the mercy of the infectious disease would be like subjecting them to uncalled for suffering,” he said.
When asked why he as a leading opposition leader does not convene an all parties’ conference (APC) to forge national unity, the PPP chief said his party was the first to call an ACP on the crisis and agreed to attend consultations initiated by the National Assembly speaker.
Bilawal criticised Prime Minister Imran Khan for not trying to develop a national strategy in consultation with the opposition parties and said the premier did not even bother to call the National Assembly’s Leader of Opposition Shehbaz Sharif to forge national consensus on the issue.
“The biggest hurdle to a national consensus was the prime minister’s ego,” he said.
He said it is the responsibility of the federal government and the Centre to develop consensus on national issues – a responsibility which, he said, the federal government has failed to perform – in case of Kashmir as well as coronavirus pandemic.
He also rejected the claim that the opposition was divided or that the PPP has failed to propose a plan of action to fight the pandemic. “I think the PPP has consistently presented its opinion, suggestion and policies before people and is also trying to implement it at the provincial level.
The PPP chief expressed apprehension that if the situation continued and the federal government does not take urgent steps, the number of infections in the country could exponentially increase. He said the federal government has not taken enough measures to tackle the disease and the provinces are not provided with the support required to test and treat the people getting infected.“We should be on a war footing since the emergence of the viral disease and expand our healthcare system. But unfortunately, the federal government did not take the steps that the situation demands. No provincial government can do this alone. All provinces would need the Centre’s help to deal with the crisis. “The federal government has not given a single penny to any provincial government to bolster its healthcare system in the wake of the pandemic. We need urgent steps to increase our healthcare beds, critical care beds, protective equipment, doctors, nurses, and healthcare professionals.” When asked how much of the federal budget should be allocated for the healthcare system, he said right now when a global pandemic is raging, the country’s topmost priority should be saving the lives of its citizens.
He said the provincial governments can handle their health system in normal conditions but not in this situation when the healthcare infrastructure of even the developed nations is under stress. “We [provinces] are not sovereign states and the federal government will have to come forward to support us in dealing with this extraordinary situation,” he said.
Bilawal agreed that a commission should be formed to probe into the spending of Rs8 million by the Sindh government to provide food rations to the poor but said right now our focus should be on fighting the disease.
He also quipped that once the pandemic is over inquiry commissions should also be formed to know “what had happened at Taftan border crossing [that led to spread of the virus in the country] and who allowed Tableeghi Jamaat to hold its congregation [despite the pandemic.]”
