Leopards never change their spots. With a seemingly unstoppable onslaught of gender-specific restrictions and a notorious obsession with meddling into the everyday affairs of Afghans, the Taliban have clearly picked up where they had left two decades ago. Or had they ever gone missing, the elusive question hangs heavy in the air. While international agencies keep ringing the bells to warn of the impending starvation of over a million children, the new Kabul has decided to focus on a rather different issue: barbershops.
New guidelines regarding the trimming of beards have been issued where the government spokespersons are hell-bent on making parallels with the Sunnah. Facial hair is the new fault line as the young generation is finding it increasingly hard to comply with the new normal. Meanwhile, restrictions on soap operas and slapping the guardianship requirement on females are ushering in a terrifying deja vu of the nineties marked by a tightened noose around the necks of anyone who dared defy the patriarchal order. Disturbing revelations about summary killings and forced disappearances made by Human Rights Watch have already smeared egg all over the Taliban’s claims of turning a new leaf over. But there appears no sign of any steps designed to take care of the optics problem. Failing to deliver on promises, especially those pertaining to an inclusive, gender-balanced government and bringing Afghanistan into the 21st century, would land Kabul in a sticky spot, considering the underway deliberations with the US.
Clearly, the West is in no mood to release its grasp over the frozen assets, paying no heed to unprecedented hunger levels, raging drought conditions amid lingering nonpayment of salaries.
But the grand scheme to force the Taliban to mend their ways through the hard bargain is to date gross failure because they do not plan to give even the Afghan men–let alone women and minorities–a chance at leading a free life.
Defeating a superpower at its own game so crushingly that President Biden hung his head in resignation in his response to questions about $2.3 trillion and 6,500 American lives gone to waste was a phenomenal, almost magical, feat. However, a country cannot be run on bravery alone. It needs finances, and that is something Afghanistan needs the West for. The sooner Kabul wakes up to its reality, the better, because war-hardened Taliban might know a thing or two about surviving on pennies, but what about the 3.5 million pushed under open skies and millions more praying for a single loaf of bread?

Pakistan: Climate Change, Food, and Geopolitics

The country’s vulnerability to natural disasters and adverse effects on labor productivity will add to its existing challenges and concerns.
A recent report by the Office of National Intelligence (U.S.) has identified the 11 countries most vulnerable to sociopolitical and geopolitical instability due to climate change – and Pakistan is one of them.
According to different estimates, climate change could cost Pakistan a staggering $3.8 billion annually. Given the importance of agriculture in Pakistan – it contributes 22 percent of its GDP and provides employment for almost 39 percent of its workforce – along with soaring food price inflation, exacerbating climate change can jeopardize its energy, food and national security.
Drawing attention to the asymmetrical effects of climate change on the Global South in his book “The Divide: A Brief Guide to Global Inequality and its Solutions,” economic anthropologist Jason Hickel points out that 83 percent of deaths related to climate change happened in countries with the lowest carbon emissions, whereas out of 588 billion tons of carbon emissions (figures until 2017), 70 percent came from industrial economies. Pakistan is illustrative of this.
The future holds some tough choices for the country. On the one hand, the need to shift to cleaner sources of energy is necessary and extraordinarily important. On the other, as I have argued elsewhere, the inherent limitations of these systems make such a shift challenging, to say the least.
Reality jeers at the ideal. More than 40 million of Pakistan’s population lack electricity and more than 50 percent are deprived of “clean cooking facilities.” Unemployment is worrisome as one out of 10 people in Pakistan is unemployed with a total rate of around 4.65 percent in 2020. Pakistan’s per capita income was $1,465 in 2020. Recently, the country’s total liabilities reached $283 billion (2021), the highest ever recorded. Finally, a reality check: fossil fuels still account for 64 percent of Pakistan’s energy mix with renewables providing a paltry 4 percent.
The exacerbating climate situation underscores the need for Pakistan to pay urgent attention to several issues. One such issue is that of food. Recently, the U.N.’s Food and Agriculture World Food Price Index touched 134.4, the highest since 2011. People in Pakistan spend almost 39 percent of their income on food and 24 percent on other basic provisions such as rent, gas, and water. According to a 2017 estimate, around 68 percent of households receive inadequate nutrition. This recent rise in food prices will only exacerbate this situation as the Sensitive Price Index registered a 37 week high with an increase of 17.4 percent, while food is roughly 48 percent more costly than in 2018.
This rise in food prices, inter alia, has a direct correlation with social unrest and political instability. Research shows that between 2005 and 2011, food riots jumped 250 percent, triggering protests in Egypt, Libya, and Syria. The Arab Spring was also a result of rise in food prices.
This issue spills over to the geopolitical domain as well. It is instructive to note here that India is building a food corridor, called the India-Middle East Food Corridor, under the auspices of a wider India to Europe Arab-Mediterranean Corridor. According to recent study by the Singapore-based Institute of South Asia Studies, Saudi Arabia and the UAE are providing billion dollar investments to help India create integration in the whole value chain from technologies to food production. There is already in place a platform, Agriota, which is assisting Indian farmers link up with companies in the UAE.
The food corridor is expected to create 200,000 jobs with more than 2 million Indian farmers as beneficiaries. The overall aim remains to build higher value added production that integrates farms to retail outlets.
As pointed out above, given the extreme significance of agriculture in Pakistan’s economy and the threat to food security, which can easily trigger social unrest or become a geopolitical flashpoint, the need for Pakistan to work on a similar corridor is both obvious and logical.
While financial and administrative help by the UAE and Saudi Arabia to India seemingly violates its principle of identity, however, it makes perfect diplomatic and strategic sense. Pakistan has a palette of other options – Turkey, Qatar, China, and Russia, for example, with whom it has stable or friendly relations – to build a similar corridor. A food corridor with Russia and China could be especially beneficial to us in terms of volume, technological assistance, and knowledge transfer. Such an initiative could help Pakistan to be food secure.
Besides this dimension, there are steps to be taken on the domestic front too. There is a need to introduce congestion charges for vehicles entering busy areas. Improving the public transport system is also required. Tree plantations are good; making factories energy efficient is better. Brick kilns need to go. Climate change should be taught in schools.
Studies show a drastically negative impact on Pakistan’s crop yields as temperatures continue to rise. Pakistan’s vulnerability to disasters and the adverse effects on labor productivity will add to the already existing worries. As always, the suffering of the poor will be highly asymmetrical to that of the upper class.
Research says that the average temperature in Pakistan is already at such high levels that any further increase in consumption will adversely affect standards of living owing to the environmental consequences.
Finally, South Asia is expected to deal with 36 million “internal climate migrants” in the wake of climate crisis by 2050. This would increase the existing migrant/refugee burden on Pakistan.
There is a need to prioritize climate change. The issue goes beyond improving the air quality index and being able to enjoy al fresco dinners; it relates to social unrest, political instability, and geopolitical issues feeding into a country’s foreign policy, and diplomatic and economic prowess.

Militant attacks rise in Pakistan after Taliban offensive in Afghanistan: report
Attacks in Pakistan attained their highest spike in August 2021. Khyber Pakhtunkhwa and Balochistan are heavily affected due to these militant activities.The rise in militant attacks in Pakistan reached the highest point in August 2021, according to a study that stated that this spike coincided with the Taliban's offensive that started in May last year.
This research, conducted by the Pakistan Institute for Conflict and Security Study (PICSS), said that the highest number of attacks in a single month in 2021 was recorded in August when 45 attacks were carried out by militants.
The institute said in its report said the overall number of militant attacks could not drop despite a one-month ceasefire from November 10 to December 10, Dawn newspaper reported.The Pakistan publication said that the average number of militant attacks per month in Pakistan rose from 16 in 2020 to 25 in 2021, which was the highest after 2017.
The database highlighted that Balochistan is the most turbulent province where 170 deaths were recorded in 103 attacks. According to the report, the highest number of injured were also reported from Balochistan where more than 50 per cent of the total injured were recorded.
Khyber Pakhtunkhwa was the second most affected region next to Balochistan, the report said.
Experts are wary of Pakistan's role in Afghanistan, publicly supporting an end to the regional conflict but ultimately undermining any kind of peace that interferes with the self-interest of its leaders.
They warn that such an act could backfire on Pakistan, especially on its military and intelligence establishment.

The Opposition said Saturday it would have been better if Prime Minister Imran Khan resigned from his office rather than ringing in the New Year by dropping a "petrol bomb" on the Pakistani nation.
In separate statements, PPP Chairman Bilawal Bhutto-Zardari and Leader of the Opposition in the National Assembly and PML-N President Shahbaz Sharif criticised the government's decision of moving up the price of petroleum products.
"Governments across the world celebrate festive occasions by bringing down prices, but on the contrary, Imran Niazi has dropped an inflation bomb on the masses," he said.
The PML-N president asked the prime minister to step down instead of "punishing" the masses due to his "incompetency".
Shahbaz hoped that the new year would rid the masses of inflation, economic disruption, hunger, diseases, and injustice.
For his part, Bilawal said the increase in prices of petroleum products was Imran Khan's New Year's gift to the citizens and the only way to end inflation is to oust PTI's government.
“Imran Khan claimed that 2021 would be the year of prosperity, but 2022 has arrived, where have the claims gone,” asked the PPP chairman.
He stated that the country witnessed higher inflation than a year prior during the PTI's tenure, but they continue to blame previous governments and try to portray them as incompetent.
Bilawal claimed that the PPP faced the worst economic crisis in the world's history but did not let the citizens bear the brunt of the inflation.
He urged the federal government to reduce the rates of petroleum products in line with international prices.
The PPP chairperson stated that the only way to end inflation is to "oust Imran Khan."
Pakistan rings in the new year with Rs4 hike in petrol price
On the eve of the new year, the federal government announced yet another hike in the prices of petroleum products.
According to a notification issued by the Finance Division on Friday, the price of petrol and high-speed diesel(HSD) will rise by Rs4 per litre for the first 15 days of January 2022.
The new prices would come into effect from January 1.
The increase has been announced to meet the petroleum levy target agreed with the International Monetary Fund (IMF).
As per the notification, the price of kerosene has been increased by Rs3.95, and light diesel oil (LDO) by Rs4.15 per litre.

Smog-choked Pakistanis demand urgent action on air pollution from PM
Lahore has repeatedly topped its ranking as the most polluted city in the world.

The air quality levels (AQI) in the city had remained hazardous and unhealthy for the whole of November and December, according to IQ Air monitoring platform.
“My children frequently experience breathing and coughing issues because of this killer smog. I feel like there’s no option but to leave this city” Sarah Rashid, a resident of Lahore, told Gulf News. But not everyone can afford to leave the megacity of more than 11 million people.
Citizens appeal to PM to take action
To make the city livable, some concerned citizens are making every effort such as installing air quality monitoring devices and judicial activism to compel Punjab authorities to take action. Dismayed by the response of the provincial government, a group of young climate activists and experts took their desperate appeal to the front page of mainstream newspapers with a half-page ad titled “Air Apocalypse, mask-clad Lahore looks for answers.”
They appealed to Prime Minister Imran Khan to take immediate actions and implement policies to improve air quality following the letdown by the Punjab government that resulted in toxic air in and around Lahore.
“We need urgent action”
Environmental lawyer Ahmad Rafay Alam who has been campaigning for clean air since 2016 told Gulf News that the concerned citizens of Lahore are making every effort to raise alarms about air pollution. “This massive public health crisis cannot be avoided anymore,” he said. PM Imran Khan’s Pakistan Tehreek-e-Insaf (PTI) is the country’s first political party to include green agenda on its manifesto.
But the climate activists say that policies on air pollution have been “all talk and no action.” Alam says that sealing the factories and arresting the violators is “not enough” action. “What I care about is actual improvement in quality of air that we breathe.” He urged the government to focus on “science-based policy” to gradually improve air quality. “We need urgent action.”
THESE ARE SOME OF THE SHORT AND LONG TERM MEASURES TO ACHIEVE AIR POLLUTION REDUCTION IN PAKISTAN:

• Shift from coal and gas power stations and diesel generators to renewables such as solar, wind and hydropower.
• Replace diesel and gasoline-powered vehicles with electric vehicles through a mix of policies such as subsidies.
• Stricter standards for vehicle emissions and fuel quality control in trucks, buses, cars, bikes, rickshaws and chingchi. Move up to Euro V standards to remove air pollution and CO2 levels.
• Preventing crop burning and switching to the latest technologies.
• Focus on awareness and capacity building of key sectors such as transport, agriculture, industries, urban waste management.
• Create green spaces in cities and prioritise walking, cycling and public transport over cars in urban areas

What causes air pollution in Lahore?
The main sources of air pollution in Lahore are vehicle and industrial emissions, smoke from brick kilns, the burning of crop residue and general waste, and dust from construction sites. The air quality in Lahore is bad throughout the year but people only realise it in winter months when warm air traps all the pollutants leading to low visibility, inter-city traffic disruption and frequent health issues.
Major public health crisis
The problem is worsening in Lahore in the populous Punjab province but the situation in other major cities such as the coastal city of Karachi is not better either. Pakistan is the world’s fourth most polluted country where air pollution shortens the average life expectancy by 4.3 years, according to Air Quality Life Index.
The provincial Environment Protection Department is tracking and reporting air quality data but some experts claim that the data is unreliable which leads to downplaying the severity of the issue. However, a community-driven effort has been launched by the citizens under Pakistan Air Quality Initiative (PAQI) to monitor air quality data by installing 50 monitors across Pakistan, including 30 in Lahore.
Measures taken by government
Climate Change Minister Malik Amin Aslam in a recent interview said that the government is taking significant steps to curb air pollution. These measures include installing more monitoring devices, shifting to fuel-efficient brick kilns, curbing open crop stubble by replacing it with happy seeder machines, moving up to Euro V standards to reduce vehicle emissions, launching vehicular fitness testing, and introducing electric cars and electric buses in public transportation.
Pakistan needs “drastic steps or the cities would become unlivable” Aslam warned. “We need to create livable zones and pedestrian zones, increase the use of public transport, and also introduce congestion charges at peak times,” he said, citing the example of city of London where congestion fees led to some reduction in traffic jams and pollution. He also called for a regional framework to control the transboundary pollution flow as crop fires from India sweep into Pakistan, worsening the situation.
Recommendations
Experts have suggested that Pakistan should learn lessons from China which made tremendous progress by declaring a war against pollution in the last decade, cutting its particulate pollution by about 30 per cent and improving life expectancy.

The PPP Chairman made the announcement while addressing a massive public gathering in Garhi Khuda Bakhsh, Larkana, which was held to mark the 14th death anniversary of his mother and former prime minister Benazir Bhutto. “We will now be based in Lahore as the campaign to get rid of the present government will start from the same city where our [political party] was established,” said Bilawal. He said for the same purpose, a meeting of the central executive committee of the PPP will be held in Lahore on January 5 - which is also the birthday of the founder of the party and former PM Zulfikar Ali Bhutto, who was hanged by the military government of Pakistan in 1979. He mentioned that the Opposition had defeated the ruling party in the recently held by-elections, Senate, and local government elections in the country. He predicted that the next PM and chief ministers of the provinces after forthcoming general elections in the country would belong to the Peoples Party. Federalism, principle of equality, and Islam Bilawal said the PPP had always believed in power of the masses as its politics in Pakistan always stood for federalism, principle of equality, and Islam. He said the PPP had never attempted to seek any undemocratic mean to strike a deal with anyone to come to power. The PPP Chairman said he had plans to visit areas in every province of Pakistan to spread the message of late leaders of the party, Zulfikar Ali Bhutto and Benazir Bhutto. He said the top leaders of the PPP, including himself, former president Asif Ali Zardari, Faryal Talpur, and Aseefa Bhutto Zardari, would go to each part of the country for the purpose.
He recalled that the former PPP-led federal government had come to power when there had been global economic recession but even then, the Party’s regime had been able to stabilise the national economy while projects like the Benazir Income Support Programme, China Pakistan Economic Corridor, and Pakistan-Iran gas pipeline were launched. He lamented that the high taxation rate, unprecedented hike in the prices of essential commodities, increasing unemployment, and poverty during the present regime had made labourers, farmers, and middle-income families in the country suffer. Bilawal declared that only the manifesto and ideology of the PPP would act as a saviour for the suffering masses in the country.

Pakistan and Taliban forces clash at Durand Line again over border fencing issue
For the second time in a week, the Taliban and Pakistani forces clashed at the Durand Line border after the latter allegedly tried to extend the barbed wire fences into the Afghanistan territory.
According to local media reports, the clash took place on Thursday in Afghanistan’s southeastern Nimroz province at Charborjak district.
It is being reported that the Pakistani forces tried to extend the border fences 10 kilometres into the Afghanistan territory, prompting the Taliban personnel to tear down the barbed wires.
On December 22, both the forces had clashed in the eastern Nangarhar province over the fencing issue.
According to the Afghanistan-based Khama Press (KP) news agency, the Taliban forces uprooted barbed wires erected by the Pakistan security forces and brought it to Afghanistan.A video of the incident had gone viral, showing Afghanistan forces threatening their Pakistani counterparts with harsh repercussions if another attempt was made to erect barbed wires along the border.
Durand Line—the 2,600-km international border between Afghanistan and Pakistan, often witnesses periodic skirmish between the two forces.Previous Afghan governments and the new Taliban regime have often objected to Pakistan fencing its border, saying that they have never approved its legitimacy.In September, this was asserted by the Chief Spokesperson of the Taliban, Zabiullah Mujahid after the formation of the Taliban’s caretaker government. The border is named after British civil servant Sir Henry Mortimer Durand who signed an agreement with Amir Abdur Rahman, then the Afghan ruler, on November 12, 1893, to establish an international border between British India and Afghanistan.

مسترد کرتے ہوئے کہا ہے کہ عالمی مالیاتی فنڈ (آئی ایم ایف) سے مزید ایک ارب ڈالر لینے کے لیے عمران خان نے منی بجٹ پیش کرکے عام آدمی کو دیوار سے لگادیا۔

انہوں نے کہا کہ آئی ایم ایف سے مزید ایک ارب ڈالر لینے کے لیے عمران خان نے منی بجٹ پیش کرکے عام آدمی کو دیوار سے لگادیا۔
ان کا کہنا تھا کہ ہم پہلے دن سے کہہ رہے تھے عمران خان کی آئی ایم ایف ڈیل ملک کو تباہی کے دہانے پر پہنچادے گی۔
چیئرمین پی پی پی نے کہا کہ پی ٹی آئی کی آئی ایم ایف سے غلط ڈیل کی بھاری قیمت پاکستان کے عوام ادا کر رہے ہیں۔
بلاول بھٹو زرداری کا کہنا تھا کہ بیکری اشیاء سے نومولود بچوں کے دودھ تک پر عمران خان نے ٹیکس بڑھا کر سفاکیت کی انتہا کردی ہے۔
انہوں نے کہا کہ عمران خان نے ڈبے کا دودھ اور ماچس بھی مہنگی کرکے عوام دشمن ہونے کا ثبوت دیا ہے۔
چیئرمین پی پی پی کا کہنا تھا کہ موبائل فون کالز کے پیسے بڑھا دیے، کتابوں تک پر ٹیکس عائد کردیا گیا ملک میں اندھیر نگری کا راج نہیں چلے گا۔

کے منی بجٹ کو مسترد کرتے ہوئے کہا ہے کہ آئی ایم ایف سے مزید ایک ارب ڈالر لینے کے لئے عمران خان نے منی بجٹ پیش کرکے عام آدمی کو دیوار سے لگادیا، میڈیا سیل بلاول ہاؤس سے جاری اپنے ایک بیان میں پی پی پی چیئرمین نے یاد دلایا کہ وہ پہلے دن سے کہہ رہے تھے کہ عمران خان کی آئی ایم ایف ڈیل ملک کو تباہی کے دہانے پر پہنچادے گی،

نہیں چلے گا۔
