Why PM Imran's use of religion to achieve political objectives is a great leap backward - Resetting the system?

THE move speaks volumes about Prime Minister Imran Khan’s politics of religiosity. The man he has chosen to head the newly established National Rehmatul-lil-Aalameen Authority (NRA), as part of his effort to build a ‘Riyasat-i-Madina’, does not appear to believe in democracy, and instead, wants to prop up the “elite of the elite” to run the affairs of the state. His views about regional and global politics too are extremely bizarre.

Last month, the president through an ordinance established the NRA with the prime minister as its patron-in-chief. This body is mandated to work towards making the “dream of a just and welfare state a reality”. Besides sponsoring research on the Prophet’s (PBUH) teachings, the NRA is also to monitor the country’s education system and the media to see whether they are conforming to Islamic values. One of its tasks is to work for “the character-building” of youth.

Such a sweeping mandate for the authority raises several questions about its objectives. The very fact that it is established through an ordinance and not an act of parliament makes the body questionable. A brainchild of the prime minister, it seems to be an extension of Gen Zia’s legacy of using religiosity to achieve political objectives. The appointment of Dr Ejaz Akram with his highly controversial views supporting authoritarianism reinforces worries on this count.

Among the members of the authority are also some highly respected scholars like Seyyed Hossein Nasr. He is an Iranian philosopher and professor of Islamic studies at George Washington University. Given his scholarship, it’s highly doubtful that he would share the retrogressive ideas espoused by the chairman of the authority.

One wonders where are we heading with the kind of worldview espoused by Dr Ejaz Akram.

Dr Akram’s obvious contempt for democratic values and enlightenment is evident in his writings and speeches. In his article published in Global Village Space he said, “…the idea of a republic, nationalism, capitalism, feminism, absolute freedom of speech, are all false consciousness that must be abandoned for things that work for us”.

Calling Pakistan’s political leadership “coward, stupid, and sold out for many decades”, he says that the “only hope this country has now is if the whole principle and structure of governance is completely dismantled”. He wants the creation of a new system of governance led by an elite “that have an upright character and espouse a much deeper understanding of ideologies, religions, civilisations, and principles of statecraft”.

According to him “a few hundred good people should replace the rule of a few hundred bad people”. Surely this view is not very different from those espoused by fascists.

His liking for military rule is evident in his writings. He believes that only the military can clean up the “mess”. “A deeply infested and infiltrated country mired by mafia rule cannot be cleaned up without the help of intelligence agencies, the best of whom are under military control,” he says in his article titled ‘The Global Reset: What Should Pakistan Do?’ “The institutions of the military should help the state to expand its arteries and tentacles deep inside the society by a greater level of civil society-military cooperation”.

He, however, laments that the “military continues to believe in the supremacy of civilian rule (Bajwa Doctrine), therefore one cannot help but think that our military knowingly or unknowingly supports the rule of corrupt people and is guilty of propping up the kakistos while keeping down the aristos”.

Earlier, he had called upon Pakistan to pursue an ‘expansionist policy’ and claim some parts of India including Junagadh and West Bengal that he believes should have been given to Pakistan. He is of the view that Pakistan has been the victim of international conspiracies being hatched by India and the ‘forces of global Zionism’. He has also accused some rights groups and regional nationalist parties of being funded by foreign powers.

He seems to support conspiracy theories defining global politics — for instance, 9/11 was a false flag operation by the US. In his article in Global Village Space, he is of the opinion that “the global politics of coronavirus is fraudulent. Since its kill rate is less than the ordinary flu, closing down the world economy cannot be justified”.

Dr Akram often stresses on correcting the ‘direction of Qibla’. It reminds us of Gen Zia’s rhetoric when he imposed retrogressive laws in the name of faith. The country has never been the same with the rise of faith-based extremism. Now we are hearing the same narrative from a person who would be heading a body that is mandated to work for Imran Khan’s vision of turning Pakistan into a ‘Riyasat-i-Madina’. “To use our local logic, the state should shift their qibla towards Sirat al Mustaqim, a straight path that doesn’t suffer from the convolutions of the current path of disaster that we are comfortably treading,” he said in his article. One wonders where are we heading with this kind of worldview.

It’s not very surprising that Imran Khan has appointed a person like Dr Akram to head the NRA that is supposed to determine the ideological direction of this country. On various occasions, the prime minister has aired the same views. What is most worrisome is the monitoring of education and the media.

Given the chairman’s controversial and retrogressive narrative about state and society, one must raise serious concerns about the possibility of further restrictions on the freedom of expression under the cover of Islam. The PTI government has already done huge damage to education by introducing the Single National Curriculum. The so-called uniform system appears to have reinforced a closed mindset and has nothing to do with the requirements of a modern education system. Additional measures to ‘Islamise’ the system could lead to a further decline in educational standards.

Most worrisome is the move to undermine the democratic process in the country and encourage authoritarianism under cover of resetting the system. It is extremely dangerous for the country. More troubling is that it is all being done in the name of faith. Imran Khan’s vision of ‘Riyasat-i-Madina’ is in fact an effort to further Gen Zia’s obscurantist legacy. It is a great leap backward.

Asif Zardari said that these terrorists will never be forgiven. He promised the families of the martyrs that if given the opportunity, the ruthless terrorists will be brought to justice and given exemplary punishment. He said that the homeland will be cleansed of enemies and terrorists like the PPP had done in Swat during its government.

Pakistan skipped the US Summit for Democracy. Why?

In a surprise move, Pakistan, one of the 110 countries invited to U.S. President Joe Biden’s Summit for Democracy, skipped the event. Its Ministry of Foreign Affairs offered an oblique statement, thanking the administration for the invitation, and saying that it looked forward to engaging with the U.S. on democracy “at an opportune time in the future.”
WHY PAKISTAN WAS INVITED
Pakistan is the fifth largest country in the world — and has a functioning, albeit flawed democracy. The shortcomings primarily stem from the dominance of its military, which exercises influence over key elements of the country’s security and foreign policy. But in a break from periods of military rule in the past, since its 2008 election Pakistan has had successful transitions of power from one civilian government to another via elections. It also has a robust political opposition.
To be sure, Pakistan has a troubled human rights record, including suppression of dissidents from its Baluch and Pashtun ethnic minorities, and cases of mob vigilante violence against those accused of blasphemy, including the horrific killing of a Sri Lankan factory manager on December 3. Given these failings, some considered Pakistan’s invitation contentious, and argued it was inconsistent given the other countries in the region that were left out, such as Bangladesh (albeit itself a flawed democracy). But the invitations went out to a range of countries with questionable records on human rights. More importantly, for America — which has all too often bolstered Pakistan’s military at the expense of its civilian leaders, especially in dealings involving Afghanistan for the last four decades — the invitation was an important signal of support for Pakistan’s democracy. It also balanced India’s invitation with one to a regional rival. It is an invitation Pakistan should have accepted.
PAKISTAN’S REASONS FOR SKIPPING THE SUMMIT
Last November, in a statement congratulating Biden for his election win, Pakistan’s Prime Minister Imran Khan specifically mentioned that he looked forward to the Summit for Democracy and to working with the White House to counter corruption. But the intervening year has brought a cold shoulder from the Biden administration toward Pakistan and specifically toward Khan, who is yet to receive a phone call from Biden (the issue of the phone call has been the subject of considerable attention in Pakistan). For Pakistan, which had enjoyed a good relationship with the Trump administration, especially during its latter half, with Khan and Trump having personally hit it off — hopes for a broadening of the U.S.-Pakistan relationship with Biden have not materialized. Given the Taliban’s swift takeover of Afghanistan this year (and Pakistan’s long-standing support for the group), the mood in Washington has been dour — though two congressional delegations have visited Pakistan in recent weeks, including a four-member Senate delegation over the weekend, ostensibly to discuss Afghanistan. The Biden administration has narrowed the scope of the relationship to limited engagement on Afghanistan — and given the lack of a phone call, made clear that high-level engagement is not a priority. Khan and his government have perceived that as a snub, and that is part of the subtext for the declined invitation. Khan, who has made clear that he wants a relationship with the U.S. that values Pakistan’s sovereignty, is likely to find support for the decision at home.
The second and perhaps larger factor is China. Pakistan and China are exceedingly close partners, and Pakistan is the flagship venue for Beijing’s Belt and Road Initiative — the China-Pakistan Economic Corridor promises $62 billion worth of Chinese economic investments in Pakistan. The two countries also have a long-standing military and strategic partnership that dates back to the 1960s. In a speech last week, Khan said that Pakistan did not want to be part of any “bloc” and wanted instead to bridge gaps between the U.S. and China. Lijiang Zhao, a Chinese foreign ministry spokesman, tweeted that Pakistan had declined to attend the summit and was a “real iron brother.” The underlying message is that Pakistan declined the invitation in support of China, which has shown displeasure over Taiwan’s inclusion. In fact, a source at Pakistan’s foreign ministry directly told The Guardian that Pakistan was not attending as China was not invited.
(This may also say something about the summit more broadly — that some countries perceived it as an event that required them to make a choice between the U.S. and China, rather than a meeting to advance the cause of democracy — that the Biden administration should note.)
WHY SKIPPING THE SUMMIT IS A MISTAKE ON PAKISTAN’S PART
The invitation was in effect an opening offered by the Biden administration to Pakistan. It provided a chance for Pakistan to present its perspective to a global audience that is not always inclined to view it kindly — including regarding its democratic progress and aspirations. But Islamabad gave up the platform the summit offered, and spurned the chance to be at the table when discussing key issues on which many question its commitments: those of human rights and democracy. That is a mistake. Pakistan has also repeatedly said that it doesn’t want its relationships with the U.S. and with China to be seen as zero-sum, and that it wants good relationships with both countries. But if Pakistan chose not to attend a global summit held by the U.S. to show its support for China, Pakistan has effectively chosen a side: China’s.
If skipping the summit was a response to Biden’s cold shoulder to Khan, Pakistan could have sent the foreign minister as a delegate. Skipping the summit altogether is a move that will clearly be noted by the Biden administration — and if Pakistan wants to improve ties with it, it’s a puzzling decision that will almost certainly have left a sour taste.

Welcoming the nomination of Donald Armin Blome as US Ambassador to Pakistan, the senator called for a serious conversation with the Imran Khan government on the path forward in bilateral relations.
A Democrat senator from New Jersey Robert Menendez on Tuesday said Islamabad offered a safe haven to the Taliban as its militants targeted and killed troops of the United States.
Welcoming the nomination of Donald Armin Blome as US Ambassador to Pakistan, the senator called for a serious conversation with the Imran Khan government on the path forward in bilateral relations.“Islamabad offered a safe haven to the Taliban even as its militants targeted and killed US troops. We need to have a serious conversation with the Pakistani Government in our path forward,” Menendez was quoted as saying news agency ANI.
The senator, who is chairing a hearing of US Senate Committee on Foreign Relations on ambassadorial nominations to Pakistan, India and Germany, further said, “As I told this committee last month, the failure of our mission in Afghanistan was due, in a small part, to years of Pakistani double-dealing.”
“We welcome your (Blome as US Ambassador to Pakistan) nomination at this particularly challenging moment in US-Pakistan bilateral relationship,” he added. Speaking about the nomination of Eric Garcetti as US Ambassador to India, Menendez said, “ As a member of Quad, alongside US-Japan-Australia, India is playing a greater role in helping maintain a free and open Indo-Pacific. In September, the Joe Biden administration hosted the first-ever in-person Quad Summit.”

Missing PPE and hospital staff going unpaid. The government has rejected corruption allegations but opposition lawmakers and hospital staff remain unconvinced.
The ruling Pakistan Tehreek-e-Insaf (PTI) party has recently hit back at claims that corruption is behind the billions of rupees in financial irregularities, following an audit of cash intended for Pakistan's coronavirus response.
The report released last month by the Auditor General of Pakistan (AGP) claimed that irregularities amounted to 40 billion Pakistani rupees ($226 million, €200 million).The report, delayed by almost six months, showed irregularities in procurement, payments to ineligible beneficiaries, cash withdrawal through fake biometrics and the procurement of substandard goods by the state-owned Utility Stores Corporation of Pakistan (USC).The auditors attempted to scrutinize the whereabouts of 354.3 billion Pakistan rupees in cash but did not receive all the records, the report showed.
The release of the audit by the Ministry of Finance was one of five criteria to be fulfilled in order to receive a $1 billion International Monetary Fund loan by January 2022.
The report has sparked outrage among opposition politicians and hospital staff who allege corruption against the government led by PTI.
No account for missing wages and PPE
Senior nurse Juliana William told DW that she has been underpaid for months. She has been working on the coronavirus ward at Pakistan Institute of Medical Sciences, the largest hospital of Pakistan's federal capital Islamabad, since February 2020. But she has only received payment for around five-and-a-half months.
She told DW that this experience was not an exception. According to William, more than 300 doctors, nurses and paramedics have been waiting for over a year to receive their wages. This was despite assurances from the government authorities.
Rahim Khan, a doctor at the National Hospital in Quetta in southwestern Balochistan province, told DW that medicines were being purchased at exorbitant rates. He added that at his hospital, doctors had to fight to get personal protective equipment (PPE), such as masks and gowns, as well as other essentials. Additionally, Khan claimed that food provided to patients was overbilled.Khan told DW that he suspects that corruption lies behind the missing resources because the grants provided to the government by international organizations failed to materialize.
Dr Muhammad Imran from Lahore, who belongs to Young Doctors Association, concurs. "Throughout the crisis we kept on demanding for PPEs and other essential equipment," he told DW, adding that nothing was provided on time despite the massive aid that the country received.

Opposition lawmakers allege 'massive corruption'

Uzma Bukhari, a leader from the opposition Pakistan Muslim League Party told DW that the people were affected by large-scale corruption. "The government made bogus claims of helping poor people during the contagion but in reality such help was never extended," she told DW.

"This is a case of massive corruption where cronies were rewarded, contracts were doled out without tenders and prices of medicines and other items were exaggerated," she told DW.

Former deputy chairman of the Senate Saleem Mandviwala and Pakistan People's Party politician alleged that irregularities amounting to around 25 billion Pakistani rupees may have been funneled away through the Benazir Income Support program that faked biometric identities.

For him, the lack of motivation from the government to probe the missing funds pointed to corruption.

PTI rejects claims

PTI lawmaker Musarrat Jamshed Cheema has rejected the allegations. "Our program has been appreciated by several international bodies, so there cannot be any fake identities [such as those alleged by Mandviwala]," she said. Irregularities could mean that set procedure was not followed, she suggested, but this did not mean there was corruption.

During the height of pandemic, if the rules had not been followed then the government could not have arranged PPEs, medicines, ventilators and other essential items that were eventually delivered, she asserted.

This she said in a reaction of an artificial scarcity of urea across the country. 

Shazia Marri said that Imran Khan is treating formers in the country likewise Narendra Modi dealt with formers in India and suddenly created an artificial shortage of Urea and DAP fertilizer is beyond ours understanding. She added that it seems that government’s ATMs are allegedly involved in the smuggling of urea fertilizer and they want to destroy the farmers and growers of the country by importing urea on expensive rates. 

Ms Marri uttered that Imran Khan’s government has programmed to export the urea fertilizer and to buy it back on higher prices like wheat. She said that Prime Minister of Pakistan Imran Khan is also following the Narendera Modi’s footprints against farmers. She further said that PTI’s government has started the preparation to benefit the wheat importers of his government and there is fear that such measures by Imran Khan’s government could lead to severe food shortages in the country.

  پاکستان پیپلز پارٹی کے چیئرمین بلاول بھٹو زرداری نے کہا ہے کہ لوکل گورنمنٹ


(ترمیمی) بل-2021 بلدیاتی اداروں کو سیاسی اور مالی طور پر بااختیار بنائے گا، جبکہ مذکورہ ایکٹ کو کالا قانون وہ قرار دے رہے ہیں، جنہوں نے پنجاب پر لوکل گورنمنٹ آرڈیننس یکطرفہ طور نافذ کیا۔ بلاول ہاؤس میں پریس کانفرنس سے خطاب کرتے ہوئے پی پی پی چیئرمین نے مزید کہا کہ پاکستان پیپلز پارٹی بلدیاتی اداروں کو بااختیار بنائے گی۔

 انہوں نے کہا کہ پراپرٹی ٹیکس بلواسطہ طور بلدیاتی اداروں کے حوالے کیا جائے گا اور جب وہ خود ٹیکس وصول کرنا شروع کریں گے تو ان کے پاس عوام کے مسائل حل کرنے کے لیے مالی وسائل بھی ہوں گے۔ انہوں نے کہا کہ آئندہ بلدیاتی الیکشن میں کراچی سمیت ملک بھر کے عوام ثابت کردیں گے کہ پاکستان پیپلز پارٹی ہی واحد جماعت ہے جس کے پاس ان کے مسائل کا حل ہے۔ چیئرمین بلاول بھٹو زرداری کا کہنا تھا کہ ہر ٹاوَن کے تعلیم، صحت اور قانون کے محکمے منتخب اداروں کو جوابدہ ہونے سے بلدیاتی ادارے سیاسی طور پر مضبوط ہوں گے، جوانہیں ہر دو ہفتے بعد اپنی رپورٹ پیش کرنے کے پابند ہوں گے۔ پی پی پی چیئرمین کا کہنا تھا کہ جب سے وہ پیدا ہوئے ہیں، مصطفی کمال اور وسیم اختر کراچی پر راج کرتے آئے ہیں۔ اگر ان کے پاس تعمیری تنقید ہے، تو میں ان کے ساتھ بیٹھ سکتا ہوں۔ 

پاکستان پیپلز پارٹی وہ واحد پارٹی ہے، جو سچ بولتی ہے اور جس کی نیت بھی نیک ہے۔ چیئرمین بلاول بھٹو زرداری نے کہا کہ تاریخی قانون کو بہت جلد سندھ بھر میں متعارف کرایا جائے گا۔ انہوں نے مزید کہا کہ دیگر جماعتوں کی جانب سے اعتراضات اٹھانے کی واحد وجہ یہ ہے کہ وہ جانتی ہیں کہ وہ تیر کے سامنے ہار جائیں گی۔ انہوں نے مزید کہا کہ اب وہ وقت آگیا ہے کہ تمام حریف جماعتیں پاکستان پیپلز پارٹی کی کامیابی کو تسلیم کریں اور یہ مان لیں کہ پی پی پی اب پہلے کی طرح مضبوط ہے۔ 

پی پی پی چیئرمین نے حکومتِ سندھ کی اسپتالوں کا دیگر تمام صوبوں سے موزانہ کر کے دیکھ لیں۔ ہم مفت علاج معالجے کی سہولت پر یقین رکھتے ہیں اور ہمارے تمام اسپتال عوام کو عالمی معیار کی سہولیات فراہم کر رہے ہیں۔ جناح پوسٹ میڈیکل سینٹر میں وہ سہولیات دستیاب ہیں، جو آپ کو دنیا کے دیگر ممالک میں ملتی ہیں، اور یہی صورتحال این آئی سی وی ڈی میں بھی ہے۔ پی پی پی چیئرمین نے خیبرپختونخواہ اور پنجاب کی حکومتوں کو چیلنج کرتے ہوئے کہا کہ وہ اپنا ایک ایسا اسپتال دکھائیں، جس کا موازنہ این آئی سی وی ڈی اور کراچی کے جناح اسپتال سے کر سکیں۔

 چیئرمین بلاول بھٹو زرداری نے کہا کہ عمران خان کا ہیلتھ کارڈ محظ شوشا ہے، جس کی حد محدود ہے، جس سے کروناوائرس کے ورڈ کے ایک دن کے اخراجات بھی پورا نہیں ہو سکیں گے، جبکہ دوسری جانب پاکستان پیپلز پارٹی ہے جو دل کی ٹرانسپلانٹیشن کا علاج مفت فراہم کرتی ہے۔ پی پی پی چیئرمین نے کہا کہ حزبِ اختلاف سیاست کر سکتی ہے، لیکن کسی کو نسل پرست بننے کا حق نہیں۔ انہوں نے کہا کہ ہم جائز تنقید کو برداشت کرسکتے ہیں، لیکن وہ اب لسانیت کا کارڈ کھیل رہے ہیں۔ چیئرمین بلاول بھٹو زرداری کا کہنا تھا کہ سندھ کا نیا لوکل گورنمنٹ ایکٹ پنجاب، اسلام آباد اور خیبرپختونخوا کے بلدیاتی قوانین سے بہتر ہے، کیونکہ سندھ نے بلدیاتی اداروں کو دوسرے صوبوں کے مقابلے بہت زیادہ اختیارات دیئے ہیں۔ مشرف نے نہ الطاف حسین نے کبھی ایسے اختیارات دیئے تھے۔ ہم منتخب نمائندگان کو بااختیار بنارہے ہیں تاکہ وہ اپنے وسائل خود پیدا کریں۔ پی پی پی چیئرمین نے کہا کہ ایم کیو ایم کا دور بہت خون خرابے کا دور تھا، جبکہ پاکستان پیپلز پارٹی نے کراچی میں امن قائم کیا ہے۔

پاکستان کیسے ٹوٹا؟ ناقابل تریدد حقائق - ٹرخ گیا بچارہ میانوالی والا

 جب بھی 16 دسمبر قریب آتا ہے تو پاکستان میں یہ بحث شروع ہو جاتی ہے کہ 1971ء میں پاکستان کیوں ٹوٹ گیا تھا؟ کیا پاکستان کے حکمران طبقے نے اپنی ماضی کی غلطیوں سے کوئی سبق نہیں سیکھا؟

دوسری طرف دسمبر کے آتے ہی بنگلہ دیش میں بھی یہ بحث شروع ہو جاتی ہے کہ جن مقاصد کے لیے پاکستان سے علیحدگی اختیار کی تھی، آج کے بنگلہ دیش میں وہ مقاصد حاصل ہوئے یا نہیں؟

 پاکستان اور بنگلہ دیش میں بظاہر تو جمہوری حکومتیں ہیں لیکن دونوں ممالک میں 1971ء سے متعلق پورا سچ بولنا اور لکھنا بہت مشکل ہے۔ بہت سے حقائق پاکستان میں نئی نسل سے چھپائے جاتے ہیں اور 50 سال بعد بھی سقوط ڈھاکا پر جھوٹ بولا جا رہا ہے۔ اسی طرح بنگلہ دیش میں بھی کچھ افسانوں کو تاریخ بنا کر پیش کیا جاتا ہے لیکن وقت گزرنے کے ساتھ ساتھ حقیقت اور افسانے میں فرق سامنے آ رہا ہے۔

انتہائی ٹھوس تاریخی شہادتوں سے پتا چلتا ہے کہ پاکستان کی تحریک چلانے والی آل انڈیا مسلم لیگ 30 دسمبر 1906ء کو ڈھاکا میں قائم ہوئی تھی۔ تحریک پاکستان میں بنگالیوں نے بہت اہم کردار ادا کیا اور 23 مارچ 1940ء کی قرار داد لاہور بھی ایک بنگالی لیڈر اے کے فضل الحق نے پیش کی تھی۔

قیام پاکستان کے کچھ عرصے بعد ہی قائداعظم کی وفات ہو گئی۔ اردو کو قومی زبان قرار دینے پر قائد اعظم کی زندگی میں ہی مشرقی پاکستان میں بے چینی پیدا ہوئی لیکن مشرقی پاکستان اور مغربی پاکستان میں نفرتوں کا آغاز 1958ء میں مارشل لا نافذ ہونے کے بعد ہوا۔

جنرل ایوب خان نے 1956ء کا آئین معطل کر دیا اور جب انہوں نے 1962ء میں صدارتی آئین نافذ کرنے کا منصوبہ بنایا تو ان کے بنگالی وزیر قانون جسٹس ریٹائرڈ محمد ابراہیم نے جنرل ایوب خان کو روکنے کی کوشش کی۔ ان کی کتاب ’’ڈائریز آف جسٹس محمد ابراہیم‘‘ میں جنرل ایوب خان کے ساتھ ان کی سرکاری خط و کتابت شامل ہے، جس میں وزیر قانون نے صدر پاکستان کو وارننگ دی تھی کہ صدارتی آئین پاکستان توڑ دے گا۔ پاکستان کے فوجی صدر نے اپنے بنگالی وزیر قانون کی وارننگ نظر انداز کر دی۔ اس صدارتی آئین کے خلاف مشرقی پاکستان کے گورنر جنرل اعظم خان نے بھی استعفیٰ دے دیا۔

ایوب خان اپنی ضد پر قائم رہے اور انہوں نے ایک پنجابی جج، جسٹس ریٹائرڈ محمد منیر کو اپنا وزیر قانون بنا لیا۔ نئے وزیر قانون کو یہ ذمہ داری سونپی گئی کہ وہ کسی طرح بنگالیوں سے جان چھڑائیں۔ جسٹس محمد منیر نے اپنی کتاب ’’فرام جناح تو ضیاء‘‘ میں لکھا ہے کہ 1962ء میں وزیر قانون بنانے کے بعد جنرل ایوب خان نے مشرقی پاکستان سے تعلق رکھنے والے ایک بنگالی وزیر رمیض الدین کے پاس مجھے بھیجا اور میں نے انہیں کہا کہ آپ ہم سے علیحدگی اختیار کرلیں یا کنفڈریشن بنا لیں۔

 رمیض الدین نے جواب میں کہا کہ ہم اکثریت میں ہیں، آپ اقلیت ہیں، اگر آپ علیحدہ ہونا چاہتے ہیں تو ہو جائیں لیکن اصل پاکستان تو ہم ہیں۔ جس کی شہادت سے پتا چلتا ہے کہ جنرل ایوب خان بنگالیوں کے ساتھ نہیں رہنا چاہتے تھے کیونکہ وہ صدارتی نظام کے خلاف تھے۔ یہی وہ سال تھا، جب تحریک پاکستان کے رہنما حسین شہید سہروردی کو غداری کے الزام میں گرفتار کیا گیا تو ڈھاکا میں پاکستان کے خلاف نعرے لگ گئے۔

حسین شہید سہروردی کی نواسی بیرسٹر شاہدہ جمیل کہتی ہیں کہ ان کے نانا علاج کے لیے بیروت گئے، وہاں ان کی پراسرار حالات میں موت ہو گئی۔ ہم انہیں مغربی پاکستان میں دفن کرنا چاہتے تھے لیکن جنرل ایوب خان نے اجازت نہ دی لہٰذا ان کی تدفین ڈھاکا میں ہوئی۔

اسی زمانے میں شیخ مجیب الرحمٰن کے موقف میں بہت سختی پیدا ہو گئی اور کچھ مصنفین کے مطابق انہوں نے بھارت کے ساتھ خفیہ رابطے شروع کر دیے۔ اس دوران محترمہ فاطمہ جناح نے ایوب خان کے خلاف 1965ء کے صدارتی الیکشن میں حصہ لیا تو مشرقی پاکستان میں شیخ مجیب الرحمٰن سمیت مغربی پاکستان سے ولی خان، غوث بخش بزنجو، عطاء اللہ مینگل اور سردار خیر بخش مری سے لے کر مولانا مودودی تک سب نے فاطمہ جناح کی حمایت کی لیکن ایوب خان نے فاطمہ جناح کو انڈین ایجنٹ قرار دے دیا۔ دھونس اور دھاندلی سے انہیں ہرا دیا۔ فاطمہ جناح ڈھاکا سے جیت گئیں لیکن مغربی پاکستان سے ہار گئیں۔

 فاطمہ جناح کی شکست نے بنگالیوں کو پاکستان سے مایوس کر دیا۔ اس مایوسی کا نتیجہ 1966ء میں شیخ مجیب الرحمٰن کے چھ نکات کی صورت میں سامنے آیا۔ پہلا نکتہ یہ تھا کہ حکومت کا کردار وفاقی اور پارلیمانی ہونا چاہیے۔ یعنی اصل لڑائی صدارتی نظام کے خلاف تھی۔ پھر 1968ء میں شیخ مجیب کو اگرتلہ سازش کیس میں ملوث کر دیا گیا۔

وہ ایوب خان، جو جسٹس منیر کی مدد سے پاکستان توڑنا چاہتا تھا، اس نے مجیب پر پاکستان کے خلاف سازش کا الزام لگا دیا۔ الزام عدالت میں ثابت نہ ہو سکا اور شیخ مجیب کی مقبولیت مزید بڑھ گئی۔ 1969ء میں معروف صحافی الطاف حسن قریشی نے شیخ مجیب الرحمٰن کا انٹرویو کیا۔ یہ انٹرویو قریشی صاحب کی کتاب ’’ملاقاتیں کیا کیا‘‘ میں موجود ہے۔

 قریشی صاحب نے مجیب سے پوچھا کہ موجودہ بحران کا حل کیا ہے؟ مجیب نے جواب میں کہا کہ 1956ء کا آئین بحال کر دیں۔ قریشی صاحب نے کہا کہ چھ نکات تو کچھ اور ہی کہتے ہیں، مجیب نے جواب دیا کہ چھ نکات قرآن اور بائبل نہیں، ان پر نظر ثانی ہو سکتی ہے۔ پھر انہوں نے الطاف حسن قریشی کو وہی کہا، جو رمیض الدین نے جسٹس منیر سے کہا تھا، ’’ہماری آبادی 56 فیصد ہے، مغربی پاکستان علیحدگی کا تصور کر سکتا ہے، ہم نہیں کر سکتے۔ وہ حصہ اگر الگ ہونا چاہتا ہے تو ہو جائے۔‘‘

اس واقعے کے ایک سال بعد سات دسمبر 1970ء کو پاکستان کی تاریخ کے پہلے عام انتخابات منعقد ہوئے۔ عام تاثر یہی ہے کہ 1970ء کے انتخابات بڑے فیئر اینڈ فری تھے۔ اس تاثر کی نفی جنرل یحییٰ خان کے اپنے ہی دو قریبی ساتھیوں نے کر دی۔ پاکستان ایئرفورس کے ایک افسر ارشد سمیع خان نے جنرل ایوب خان، جنرل یحییٰ خان اور وزیر اعظم ذوالفقار علی بھٹو کے ساتھ بطور اے ڈی سی کام کیا۔

 انہوں نے اپنی کتاب ’’Three Presidents and an aide” میں لکھا ہے کہ 1970ء کے انتخابات میں میجر جنرل غلام عمر نے کچھ سیاستدانوں میں خفیہ طور پر رقوم تقسیم کی تھیں۔ الیکشن کی رات، جب رزلٹ آنے شروع ہوئے تو صدر یحییٰ خان نے کہا کہ جنرل عمر سے بات کراؤ۔ ارشد سمیع نے صدر کی جنرل عمر سے بات کرائی تو صدر صاحب نے غصے میں ان سے پوچھا، ’’وہ جو تم نے خان عبدالقیوم خان، صبور خان اور بھاشانی کو پیسے دیے تھے ان کا کیا ہوا؟‘‘

جنرل عمر کوئی جواب نہ دے سکے تو صدر نے کہا کہ قومی اسمبلی کے انتخابات میں جو ہونا تھا وہ ہو گیا، اب مجھے صوبائی اسمبلی کے انتخابات کے نتائج بالکل مختلف چاہییں۔ لیکن جنرل عمر صدر کے خوابوں کو حقیقت بنانے میں ناکام رہے۔

آئی ایس پی آر کے سابق سربراہ اور صدر یحییٰ خان کے پریس سیکریٹری بریگیڈیئر اے آر صدیقی نے اپنی کتاب ’’جنرل محمد یحییٰ خان‘‘ میں لکھا ہے کہ جنرل عمر نے مشرقی پاکستان میں کرنل ایس ڈی احمد کے ذریعے خان قیوم کی کنونشن مسلم لیگ، جماعت اسلامی، صبور خان، فضل القادر چوہدری، نورالامین، خواجہ خیرالدین، مولوی فرید احمد اور کچھ دیگر میں بھاری رقوم تقسیم کیں۔ اس دھاندلی کے باوجود شیخ مجیب الرحمٰن کی عوامی لیگ نے قومی اسمبلی اور مشرقی پاکستان کی صوبائی اسمبلی میں اکثریت حاصل کر لی۔

اکثریتی جماعت کو اقتدار منتقل کرنے سے گریز کیا گیا۔ یہ پہلو بہت اہم ہے کہ مشرقی پاکستان میں سیاسی بغاوت سے پہلے فوجی بغاوت ہوئی۔ 25 اور 26 مارچ 1971ء کی درمیانی شب چٹاگانگ میں آٹھ ایسٹ بنگال رجمنٹ کے میجر ضیاء الرحمٰن نے اپنے کمانڈنگ آفیسر کرنل جنجوعہ کو قتل کر کے ریڈیو سے آزادی کا اعلان کرا دیا۔ یہ میجر ضیاء الرحمٰن وہی تھے، جنہوں نے بعد میں جنرل بن کر بنگلہ دیش نے مارشل لاء لگایا اور پاکستان کے دوست بن گئے۔

جنرل ریٹائرڈ کے ایم عارف نے اپنی کتاب ’’خاکی سائے‘‘ میں لکھا ہے کہ جب ضیاء الرحمٰن بنگلہ دیش کے صدر کی حیثیت سے پاکستان آئے تو ان کے اعزاز میں ظہرانے میں مجھے بھی بلایا گیا لیکن میں نے صدر پاکستان جنرل ضیاء الحق سے کہا کہ میں اس قاتل کے ظہرانے میں شرکت نہیں کر سکتا۔

جنرل ضیاء الرحمٰن کی اہلیہ خالدہ ضیاء جب بنگلہ دیش کی وزیراعظم بنیں تو انہون نے جنرل پرویز مشرف کو ڈھاکا بلا کر ان سے اپنی تحریک آزادی کے شہداء کے مزار پر حاضری دلوائی اور 1971ء کے واقعات پر معذرت کرا لی لیکن جو ظلم ضیاء الرحمٰن نے کرنل جنجوعہ کے ساتھ کیا، اس کی قیمت عوامی لیگ ادا کرتی رہی۔

 پاکستان میں لوگوں کو یہ تو بتایا جاتا ہے کہ شیخ مجیب نے پاکستان کے خلاف بغاوت کی لیکن جنرل ضیاء الرحمٰن کے بارے میں کچھ نہیں بتایا جاتا۔ سقوط ڈھاکا کے 50 سال بعد بھی مغربی پاکستان کے ان شاعروں، ادیبوں اور سیاستدانوں کو غدار کہا جاتا ہے، جنہوں نے مشرقی پاکستان میں فوجی آپریشن کی مخالفت کی۔ لیکن ایسٹرن کمانڈ کے سربراہ لیفٹیننٹ جنرل صاحبزادہ یعقوب علی خان کا ذکر نہیں آتا، جنہوں نے مشرقی پاکستان میں فوجی آپریشن سے انکار کیا اور یحییٰ خان نے انہیں ڈس مس کر دیا۔

16 دسمبر 1971ء کے سرنڈر کے بارے میں اہم ترین حقیقت یہ ہے کہ یحییٰ خان نے مشرقی پاکستان میں اپنے کمانڈر جنرل امیر عبداللہ نیازی کو سرنڈر کا نہیں، سیزفائر کے لیے اقدامات کا حکم دیا تھا۔ منیر احمد منیر کی کتاب ’’المیہ مشرقی پاکستان - پانچ کردار‘‘ میں جنرل یحییٰ خان کا انٹرویو شامل ہے۔ یحییٰ خان نے بتایا، ’’میں نے نیازی کو سرنڈر کا نہیں کہا تھا بلکہ اسے کہا تھا کہ یو این او کو بولو کہ سیز فائر کرا دے۔ میں نے کہا تھا کہ دشمن کے آگے ہتھیار پھینکنے کا سوال ہی پیدا نہیں ہوتا۔‘‘

یحییٰ خان نے جنرل نیازی کو جھوٹا اور بزدل قرار دیا حالانکہ وہ یحییٰ کا حسن انتخاب تھا۔ یحییٰ خان نے اپنے اس انٹرویو میں کہا، ’’ ٹرخ گیا بچارہ میانوالی والا‘‘۔

بھارتی فوج کے لیفٹیننٹ جنرل جیکب نے ’’سرنڈر ایٹ ڈھاکا‘‘ میں لکھا ہے کہ پاکستانی فوج نے مشرقی محاذ پر بڑی جرات اور مستقل مزاجی کا مظاہرہ کیا۔ 16 دسمبر کو جنرل نیازی کے پاس ڈھاکا میں 30 ہزار فوج موجود تھی۔ اگر نیازی کچھ دن مزاحمت کرتا تو شاید یو این او سیز فائر کرا دیتا۔ جیکب لکھتا ہے کہ ہم تو صرف کھلنا اور چٹاکانگ پر قبضہ کرنے آئے تھے، 13 دسمبر تک ڈھاکا ہمارے پلان میں شامل نہ تھا۔ لیکن جب نیازی کو یہ کہا گیا کہ اگر تم سرنڈر کر دو تو تمہیں مکتی باہنی کے حوالے نہیں کیا جائے گا تو وہ سرنڈر کے لیے مان گیا۔ بقول جیکب سرنڈر کے وقت نیازی کی آنکھوں میں آنسو تھے۔

ڈاکٹر صدر محمود نے اپنی کتاب ''پاکستان کیوں ٹوٹا؟‘‘ میں جنرل راؤ فرمان علی کا انٹرویو شامل کیا ہے، جنہوں نے بتایا کہ چھ دسمبر کو جیسور پر قبضہ ہوا تو جنرل نیازی گورنر ہاؤس ڈھاکا میں آ کر رونے لگا۔ راؤ فرمان علی نے یہ قصہ اپنی کتاب "How Pakistan got divided'' میں بھی بیان کیا ہے۔

 انہوں نے لکھا ہے کہ فوج نے اپنے قید خانے اور عدالتیں بنا رکھی تھیں اور سویلین کو بغیر وجہ اٹھا لیا جاتا تھا۔ کئی دانشوروں کو میری مداخلت پر رہا کیا گیا۔ مشرقی پاکستان فرائض سرانجام دینے والے میجر جنرل ابوبکر عثمان مِٹھا نے اپنی کتاب ’’بمبئی سے جی ایچ کیو تک‘‘ میں لکھا ہے کہ ہمارے خفیہ ادارے مشرقی پاکستان میں، جن کو غائب کر دیتے تھے، ان میں 90 فیصد مسلمان ہوتے تھے۔ ان حرکتوں سے پاکستان کے حامی ہمارے مخالف بن گئے۔ جنرل مٹھا کے پاس لاپتہ فراد کے لواحقین آتے تھے لیکن کوئی بازیاب نہ ہوتا تھا۔

 میجر جنرل خادم حسین راجہ نے اپنی کتاب ’’A stranger in my own country” میں لکھا ہے کہ مارچ 1971ء میں جنرل نیازی نے ایک میٹنگ میں بنگالی افسروں کی موجودگی میں کہا، ’’میں اس حرامزادی قوم کی نسل بدل دوں گا۔‘‘ اس واقعے کے بعد ایک بنگالی افسر میجر مشتاق نے کمانڈ ہیڈکوارٹرز کے باتھ روم میں اپنے آپ کو گولی مار کر خودکُشی کر لی۔

جنرل نیازی نے بنگالیوں کو ان کی نسل بدلنے کی دھمکی دی اور پاکستان کا جغرافیہ بدل کر واپس آیا۔ اس کی نگرانی میں جو ظلم و ستم ہوا،  اس کی گواہی راؤ فرمان سے لے کر جنرل مٹھا تک بہت سے فوجی افسران نے دی۔ لیکن یہ کہنا درست نہیں کہ فوجی آپریشن میں 30 لاکھ بنگالیوں کو قتل کیا گیا اور دو لاکھ عورتوں کا ریپ ہوا۔

 کمیشن نے لکھا کہ جنرل نیازی کم از کم دو ہفتے تک ڈھاکا کا دفاع کر سکتے تھے، وہ سرنڈر کی بجائے اپنی جان قربان کر دیتے تو آئندہ نسلیں انہیں ایک عظیم ہیرو کے طور پر یاد رکھتیں۔ حمود عبد الرحمٰن کمیشن کے مطابق انہوں نے ہندوستانی جنرل کو گارڈ آف آنر کا حکم دے کر ملک اور فوج کی عزت خاک میں ملا دی۔

 کمیشن نے جنرل یحییٰ، جنرل عبدالحمید، جنرل پیر زادہ، میجر جنرل غلام عمر، جنرل گل حسن اور جنرل مِٹھا کے خلاف کورٹ مارشل کی سفارش کی۔ کمیشن نے جنرل ارشاد احمد خان کے خلاف بھی کارروائی کی سفارش کی، جنہوں نے بغیر مقابلے کے مغربی محاذ پر شکرگڑھ کے پانچ سو گاؤں دشمن کے حوالے کر دیے۔

حمود الرحمٰن کمیشن کی رپورٹ میں واضح طور پر لکھا گیا ہے کہ سیاست میں فوج کی مداخلت سے، جو برائیاں جنم لیتی ہیں، وہ فوج کو زنگ لگا دیتی ہیں اور فوج لڑنے کے قابل نہیں رہتی۔ سقوط ڈھاکا کے 50 سال کے بعد پاکستان کے حکمران طبقے کو یہ رپورٹ ضرور پڑھنی چاہیے کیونکہ 1971ء میں پاکستان پر اعلانیہ مارشل لاء نافذ تھا۔ آج  پاکستان پر غیر اعلانیہ مارشل لا نافذ ہے۔

 1971ء میں خفیہ ادارے پاکستانیوں کو لاپتہ کر رہے تھے، آج بھی وہی کچھ ہو رہا ہے۔ 1971ء میں مشرقی پاکستان کھو دیا گیا اور آج بہت سے پاکستانیوں کے خیال میں کشمیر کھو دیا گیا ہے۔ 16 دسمبر سے سبق نہ سیکھا گیا تو خدانخواستہ پاکستان مزید نقصان اٹھا سکتا ہے کیونکہ آج تک پاکستان میں کسی جنرل یحییٰ یا کسی جنرل نیازی کا احتساب نہیں ہوا۔ آئین توڑنے والا جنرل مشرف آج بھی مفرور ہے۔

Security forces are involved in enforced disappearance of political activists in Balochistan, says Amnesty International

Amnesty International, an international rights group, held a program to commemorate World Human Rights Day on Friday in Hagen, Germany. The participants addressed the human rights issues confronting different regions of the world, including Balochistan. Amnesty International said that the Pakistani security forces are involved in the enforced disappearances of political activists in Balochistan.
Amnesty International said that we are aware of the grim situation confronting the Baloch nation. The Baloch, by the virtue of their culture, are unique among the other communities residing in the region. Amnesty said that the security forces target the political workers and their families in Balochistan – they are forcibly disappeared, imprisoned and tortured for years and, killed and their dead bodies are thrown in the wilderness.
Amnesty International distributed pamphlets detailing the enforced disappearances of rights activist Rashid Hussain, student leaders Zakir Majeed and Zahid Baloch, political activist Dr Deen Muhammad Baloch, Asad Baloch, Ramzan Baloch and several others. The rights asked the Pakistani authorities for the safe release of the aforementioned and all the other Baloch missing persons.

Pakistani Taliban kill police officer guarding polio jab team

 Attack in northwest Pakistan comes after end of one-month ceasefire between the armed group and the government.

Gunmen from the Pakistani Taliban armed group have killed one police officer guarding a polio vaccination team in northwest Pakistan, in the first attack since the end of a one-month ceasefire with the government. 

Mohammad Khurasani, spokesman for the outlawed Tehrik-e-Taliban Pakistan (TTP), also known as the Pakistani Taliban or TTP, claimed responsibility for Saturday’s attack that also left another officer wounded.
The attack took place in the district of Tank in Khyber Pakhtunkhwa province, on the second day of a five-day anti-polio drive to vaccinate 6.5 million children in the province, according to Aimal Khan, a spokesperson for the inoculation campaign.It is the latest violence to single out polio vaccination efforts in Pakistan, one of only two countries in the world where the debilitating neurodegenerative disease remains endemic.
Polio teams and police assigned to protect them are often the target of armed groups, who claim the vaccination campaigns are a Western conspiracy to sterilise children.Police officer Sajjad Ahmed told The Associated Press news agency two gunmen riding a motorcycle opened fire on the police team escorting polio vaccinators in the Chaddarah area. One constable was killed on the spot and a Frontier Constabulary officer was critically wounded, while members of the vaccination team were unhurt.
While the Pakistani Taliban is a separate organisation from Afghanistan’s Taliban, which seized power in August, the Taliban government in Afghanistan helped facilitate the ceasefire between the government of Prime Minister Imran Khan and the TTP.Peace talks between the government and the TTP began last month, with government spokesman Fawad Chaudhry saying at the time the ceasefire could be extended if talks continued to make progress.Security analysts have been sceptical of the peace talks process, citing previous such agreements between the TTP or its allies and the Pakistani government that collapsed.
Since its formation in 2007, the TTP has carried out some of the deadliest attacks on Pakistani soil, targeting political leaders, civilians and security forces in wave after wave of suicide bombings, improvised explosive device attacks and targeted killings, among others.

If Nazi war criminals can still be tried, why not Pakistanis? 1971 genocide can’t be forgotten

Bangladesh wants to try Pakistani army personnel for war crimes and genocide in 1971 but realpolitik has prevented it so far. Justice must be served.

The non-implementation of the verdict of the 7 December 1970 general elections, the first in Pakistan, in which the Awami League won a majority, led to a country-wide Bengali nationalist and self-determination movement beginning March 1971. While Sheikh Mujibur Rahman had given a call for a “non-violent, non-cooperation movement”, in execution there was large-scale mob violence against the non-Bengalis and Urdu-speaking Bihari Muslims, and the administration of the East Pakistan province was brought to a standstill.

Instead of restoring the rule of law and implementing the electoral verdict, the infuriated West Pakistan-dominated government decided to teach the Bengalis a lesson. A brutal genocidal crackdown — Operation Searchlight — began on the night of 25/26 March 1971, which continued till 14 December 1971. Members/supporters of the Awami League, intellectuals, Bengali personnel of armed forces/paramilitary units, and the Hindu population were the targets of the genocide.

This genocidal ethnic and religious cleansing created the circumstances for the eventual dismemberment of Pakistan. It is a shame that, barring some civilian collaborators who have been belatedly brought to justice in Bangladesh, the officers and soldiers of the Pakistani army who perpetrated the heinous crime have remained unpunished despite being identified.
International laws on war crimes
Article 6 of the Rome Statute of the International Criminal Court defines ‘Genocide’ as ‘the intentional mass-scale killing, with the intent to destroy, in whole or in part, of a national, ethnical, racial or religious group.’ Article 8 of the same statute defines ‘War Crimes’ as ‘grave breaches of the Geneva Conventions of 12 August 1949, which apart treatment of Prisoners of War, include the intentional killing of civilians, their torture, rape, enforced pregnancy, inhuman treatment or wilful causing of great suffering and injury and destruction of civilian property.’
Keeping in view the above, there should be no doubt that the Pakistan Army and its collaborators were guilty of genocide and war crimes. Apart from denial, the defense of Pakistan has been that its army was acting ‘under the orders of the legitimate government in aid of civil authority to control an insurrection’. However, it is well established that even in such situations, Geneva Conventions and other international humanitarian laws and laws on human rights are applicable. Further, the Nuremberg Principles lay down that soldiers are accountable for the execution of ‘illegal orders’ that violate international humanitarian laws.
The heralders of Bangladesh genocide
All foreign journalists in Dacca had been quarantined in a hotel. However, Indian newspapers gave detailed accounts of what was happening in East Bengal. As early as 31 March 1971, then Prime Minister Indira Gandhi called out the genocide. However, it was three notable individuals who took the genocide to the conscience of the world.

Archer Kent Blood, the then head of the United States Consulate in Dhaka, sent a series of telegrams to Washington, commencing with the one on 27 March — “Here in Decca we are mute and horrified witnesses to a reign of terror by the Pak[istani] Military.” He, along with 20 members of his staff, also sent a “dissent telegram” via the State Department’s Dissent Channel on 6 April 1971 — “ Our government has failed to denounce the suppression of democracy. Our government has failed to denounce atrocities. …. we have chosen not to intervene, even morally, on the grounds that the Awami conflict, in which unfortunately the overworked term genocide is applicable, is purely an internal matter of a sovereign state.”

Another bold journalist, Simon Dring, who managed to stay on in Dacca for a few days and wrote an article — ‘Tanks crush revolt in Pakistan’ in the Daily Telegraph. He wrote about the first 24 hours: “It is impossible to accurately assess what all this has so far cost in terms of innocent human lives. But reports began filtering in from the outlying areas — Chittagong, Comilla, and Jessore — put the figure, including Dacca, in the region of 15,000 dead. Only the horror of the military action can be properly gauged — the students dead in their beds, the butchers in the markets killed behind their stalls, the women and children roasted alive in their houses, the Pakistanis of Hindu religion taken out and shot en masse, the bazaars and shopping areas razed by fire and the Pakistani flag that now flies over every building in the capital.”

However, the most graphic and poignant account that shook the conscience of the world and left a deep impact on Indira Gandhi, was given by Pakistani journalist — Anthony Mascarenhas in The Sunday Times on 13 June 1971. Being a Pakistani, he was allowed to accompany the Pakistani Army columns to tout the official version. The article simply titled ‘Genocide’ is blood-chilling.

Scale of violence

As per Bangladesh sources, three million people lost their lives, ten million fled across the border to India as refugees, and around 2,50,000 women were raped, including 25 thousand who became pregnant.

Others have assessed a much lower figure of 5,00,000 being killed, labelling the figure of three million as Bangladesh’s ‘national narrative’. The Central Intelligence Agency assessed that 2,00,000 civilians had been killed. Given the fact that 10 million refugees took shelter in India out of a population of 65 million, it is reasonable to assess that between 5,00,000 and a million people were killed.

According to Australian doctor Geoffrey Davis, who was brought to Dhaka by the United Nations to assist with late-term abortions of raped women at the end of the war, said that the reported estimates of 2,00,000 to 4,00,000 — for the number of Bengali women who were raped — was probably too low.

Justice denied

Genocide and war crimes have repercussions for the entire international community. State actors must be held accountable and not allowed to get away with such heinous crimes. Unfortunately, so far, Pakistan has gotten away with it.

Bangladesh had made its intent very clear — to try the Pakistani army personnel for war crimes. Since the Pakistani Army had surrendered to the Indian Army, the 93,000 Prisoners of War (PoW) were moved to India. Both India and Bangladesh had identified 195 personnel, including senior officers, to be tried for war crimes. Pakistan’s new Prime Minister then, Zulfiqar Ali Bhutto, had released Rahman but promptly interred all Bengali personnel of the armed forces and civil services still in Pakistan and threatened to try them for treason. He also held to ransom nearly four lakh Bengali civilians stranded in West Pakistan.

Pakistan also linked the issue of the 195 war criminals with recognition of Bangladesh as a sovereign state rather than treating it like a breakaway province. The Chinese veto in the United Nations also hung like the sword of Damocles. Simla Agreement was signed on 2 July 1972 for future peace. Subsequently, an agreement was signed between India and Pakistan for the return of the PoWs apart from the 195 war criminals.

Despite being a very emotional issue in Bangladesh, realpolitik prevailed. The three countries — Bangladesh, India, and Pakistan — signed the Agreement of Prisoners of War and Civilian Internees on 9 April 1974. The understanding was that the war criminal will be tried in Pakistan. Alas, it never happened and the victims have been denied full closure. It is for Bangladesh to marshal international opinion and move the International Criminal Court. If Nazi war criminals can still be tried, why not the Pakistani War Criminals?

Will Pakistan Be the Next Country to Fall to a Taliban-Style Takeover?

The military’s role in politics has emboldened the religious far right.
Last week—in a bewildering display of public violence—a Sri Lankan factory manager, Priyantha Kumara, was lynched and set ablaze by a mob of his own workers in the industrial city of Sialkot, Punjab. Speaking to the media before their arrest, the ringleaders of the mob accused Kumara, 49, of disrespecting the honor of the Prophet Muhammad by tearing down a poster of the Tehreek-e-Labbaik Pakistan (TLP)—a far right political party that was founded in 2015, with the express purpose of defending Pakistan’s controversial blasphemy laws.
Though the TLP has existed for only the past five years, the subcontinental tradition of protecting the honor of the Prophet goes at least as far back as 1929, when a young Muslim carpenter called Ilm-ud-din murdered a Hindu bookseller for publishing a satirical pamphlet that was seen as an attack on the character of Muhammad. According to the socialist historian Ammar Ali Jan, “The whole structure of this religious movement is built on the paranoia that the honor of the Prophet is being perpetually threatened, and they [the TLP] invoke this insecurity in order to do their politics.”
In 2011, it was this same sense of paranoia that led to the assassination of Punjab Governor Salman Taseer, who was gunned down by one of his bodyguards for taking up the cause of Aasia Bibi, a Christian woman who had been sentenced to death for alleged blasphemy. When Taseer’s assassin, Mumtaz Qadri, was hanged in 2016, the TLP and associated movements turned him into another Ilm-ud-din—a lover of the Prophet martyred for his faith.
According to the physicist and liberal commentator Pervez Hoodbhoy, it was at this point that the group was “co-opted” by the military, who used it to destabilize Prime Minister Nawaz Sharif’s Pakistan Muslim League (PML-N) government. In November 2017, the TLP organized a sit-in on the Faizabad interchange, the main highway connecting the cities of Rawalpindi and Islamabad and demanded the resignation of then–Law Minister Zahid Hamid, whom the group accused of watering down the religious oath of office. “They were obviously put there by the military, because the military was seen handing out checks to them,” said Hoodbhoy referring to a video that surfaced at the end of the 20-day protest.
Ammar Ali Jan echoes this point. “The TLP were part of the strategy and calculus for the silent martial law that we’re witnessing today,” he said. “But though the army believed they were just using them as proxies, they captured a certain pulse and became the fourth largest party in the country and after that they exceeded their mandate by attacking the military.”
In December 2018, one of the founders of the group called for an insurrection against the chief of army staff, Gen. Qamar Javed Bajwa, who was accused of belonging to the Ahmadiyya Muslim Community, a religious movement deemed heretical by the Pakistani constitution. The subsequent crackdown on the TLP, in which hundreds of its activists and leaders were jailed, could not, however, be sustained for very long. In October 2021, the group positioned itself on the Grand Trunk Road, demanded the release from custody of its workers and activists, and called for the expulsion of the French ambassador in retaliation for President Macron’s refusal to condemn Charlie Hebdo after the French satirical weekly announced that it was republishing cartoons depicting the Prophet Muhammad. In the clashes that followed, at least four policemen lost their lives, the main trade route of the Punjab was disrupted, and the authority of the state was challenged day after day until it finally capitulated to the militants’ demands.
There is a lesson in all of this—one that should worry both the Pakistani military and its puppet government led by Imran Khan. An illegitimate rulership does not have the power to repel the incursions of the far right, which thrives on the absence of genuine progressive alternatives.During the 10-year rule of his successor, Zia-ul-Haq, Pakistani socialism was suppressed with almost surgical precision. Feminist politician Ismat Shahjahan told The Nation that “the progressive trade union movement was systematically dismantled and thousands of our comrades were killed during this period.” A military dictator with a religious bent, Zia understood that the best way to quell the left-wing activism of the future was to ban the assembly of student unions in universities. In the absence of these nurseries, and through the vilification of “liberals,” a political vacuum was created in which the job of standing up for the rights of ordinary citizens was inherited by groups that derived their authority from religion.
It was the late Eqbal Ahmad who made the observation in these pages that in Muslim majority countries, “the power of fundamentalist parties recedes as democratic freedoms are partially or fully restored.” Sadly, in the 74 years since the Partition of British India, Pakistan has been either overtly or covertly ruled by the armed forces. Political parties have been persecuted, plurally elected leaders toppled and the media either silenced or kept under duress. All the while, the people have become poorer and the military establishment richer, with the result that the democratic environment has been so brutally curtailed that the most powerful challenge to the establishment—Pakistan’s oversized military—now comes from the only segment of society it is powerless to control.
The religious right garnered a combined 5 million votes in the last general election. Those numbers will never be enough to bring them into power democratically, but in Pakistan winning at the ballot box is not the way to gain power. A street strength of a few million fanatics may not be enough to win an election, but it is certainly enough to seize control of the state.
This is because the top brass of the military cannot rely on its own soldiers, many of whom come from the same strata of society as the religious right, to put down an insurrection launched in the name of God. For evidence, we need only look at neighboring Afghanistan, where an army four times the size of the Taliban could not be prevailed upon to defend the state. There, as in Pakistan, the country was being ruled by a brazenly corrupt elite that lined its own pockets while the population starved. According to the political scientist Dr. Ayesha Siddiqa, during the Musharraf years the top 100 officers of the Pakistan army were worth somewhere in the region of £3.5 billion ($4.63 billion)—a number that is not likely to have come down since. This in a country with a GDP per capita of $1250, double-digit inflation, and an energy crisis that has left people incapable of heating their homes.
The current situation is not sustainable and must inevitably lead to some sort of retreat. But for Pakistan’s military establishment, conceding space to the democratic process is not an option, because it amounts to an acceptance of civilian supremacy—a concept that has been anathema to them ever since the country was created. Since they cannot fight both religious and democratic forces at the same time, they have tended to concede space to the former instead of the latter, with the result that they have created a monster that is no longer within their control and one that might eventually send them on their way.
The Pakistani Taliban, responsible for the deaths of 70,000 Pakistanis, are once again at the negotiating table with the governing hybrid regime. Now, with the emergence of the TLP, who come from the other major strain of religious extremism, the stage is set for an eventual confrontation with either or both of these pernicious forces. In the long run, a Taliban-style takeover of the country cannot be ruled out.

China Undermines Biden’s Democracy Summit by Forcing Pakistan Not to Attend

Beijing forced an embarrassing moment at the high-profile virtual summit of global democracies by forcing a consequential ally not to attend, sources say.
Pakistan’s last-minute decision not to attend President Joe Biden’s “Summit for Democracy” this week despite a months-long campaign for an invitation followed intense pressure from China that it back out, U.S. News has learned, amid fears in Beijing that the administration’s attempt to rally world powers undermines some of its most closely held goals.
Chinese officials told their Pakistani counterparts that participating in the two-day virtual summit this week would be detrimental to their increasingly interconnected relations, particularly since Taiwan – which Beijing considers a renegade province of the mainland – was also invited to participate, a source familiar with China’s decision-making says on the condition of anonymity.
Though China has prioritized its economic and military partnership with Pakistan in recent years as a tool to effect its broader plans in Asia, Beijing ultimately considered its influence over Islamabad as the most powerful instrument it could wield to try to undermine Biden’s summit and demonstrate its outrage over it.
“They view this summit as a real poke in the eye to China, meant to try to create two spheres of politics in the world – one meant to be led by America and the rest is anyone else not in the U.S. camp,” the source says. “The invitation to Taiwan, they said, is extremely antagonistic because it is creating this impression that there is an alternative to the People’s Republic of China, and it is effectively one step closer to saying Taiwan is a legitimate nation – not part of the PRC.”
And Taiwan sought to capitalize on the moment. As Digital Minister Audrey Tang said before the virtual assembly, “Although Taiwan is a young democracy, it’s standing firm on the front lines of the global struggle with authoritarianism.” The list of participating countries itself has spurred global debate, as some de facto democracies that have witnessed autocratic backsliding, such as Russia and Turkey – a NATO ally – were not invited while others, like Pakistan, were.
Though a contentious decision, some inside the White House reportedly saw Pakistan’s participation as a way to mend a broken relationship and pushed in recent months to accept its request for an invitation – a difficult decision following years of suspicion in Washington of Islamabad’s duplicity, particularly with regard to the war in Afghanistan.
Biden has been touting the need for a democracy summit since the presidential campaign. In a congratulatory tweet immediately following Biden’s election, Pakistani Prime Minister Imran Khan said he was looking forward to attending the summit, though Pakistan’s invitation at that time was far from certain. In fact, the two leaders have not spoken since Biden took office – a point of particular irritation for Islamabad.Then this week, Khan surprised many around the world with a snap announcement the day before the summit was supposed to begin on Thursday that he would not participate – nor would any minister from his government. His Foreign Ministry offered few explanations in its statement, saying, “We remain in contact with the U.S. on a range of issues and believe that we can engage on this subject at an opportune time in the future.”
The driving force behind decision-making at this level in Pakistan is often unclear, though several sources confirm in this case it appears Khan pushed the final outcome, not the top officials of the military who often overrule civilian leaders on issues of this consequence.“The army would have preferred to have attended the democracy summit, but they didn’t feel it was important enough to overrule Imran Khan,” a former U.S. diplomat familiar with the current situation in Pakistan says on the condition of anonymity.Chinese influence was important in this decision, the diplomat says, adding that Khan “feels he has been humiliated. Nearly a year in and Biden has not picked up the phone to call him. That’s becoming an issue in Pakistani politics.”
And Pakistan has ostensibly benefited greatly from its bolstered relations with China in recent years. Beijing’s signature Belt and Road infrastructure investments have focused heavily on projects in Pakistan, particularly two key routes that help connect western China to the sea. And Islamabad has benefited from a new intelligence sharing arrangement that U.S. News first reported last year.
Pakistan’s Foreign Ministry and the White House did not respond to requests for comment.
The Chinese Embassy in Washington, D.C., declined to respond to questions about its pressure on Pakistan with regard to the summit. Instead, a spokesman in an emailed statement blasted the very idea of the virtual gathering, saying other international criticism shows “how unpopular the U.S. ‘Summit for Democracy’ is and how much opposition there is in the international community to it.”
“The U.S., based on its own criteria, listed half the countries and regions in the world as democracies and the rest as non-democracies,” spokesman Liu Pengyu said. “This practice in itself runs counter to the spirit of democracy and exposes the U.S.’ true intention of weaponizing democracy, and using it as a tool and cover to advance its geostrategic agenda and repress dissenting voices.”
Pengyu added the summit “will only go down in history as a manipulator and saboteur of democracy.”
The rhetoric matches similar statements from other Chinese officials and a series of articles and op-eds plastered across China’s state news services in recent weeks. And Beijing has sought other measures to push back on the central idea of Biden’s summit – on Friday, it touted Nicaragua’s decision to leave the dwindling group of a dozen or so countries that recognized Taiwan and instead to formalize relations with China, a move Chinese state media lauded as “a 'heavy blow' to secessionists seeking U.S. support.”Despite its own political troubles, Islamabad would have had much to tout during the two-day summit, which offers a platform to rally like-minded countries and for leaders around the world to discuss how they can better improve their governance.
“Though a weak one, Pakistan is one of the most populous democracies in the world, one of a handful of democracies in the Muslim world, and the only nuclear-armed Muslim majority nation,” Uzair Younus, director of the Pakistan Initiative at the Atlantic Council, wrote in an analysis note on Wednesday, shortly after Khan’s announcement. “The Democracy Summit was a perfect opportunity for the country to highlight its own democratic accomplishments, how its people have bravely confronted dictatorship and authoritarianism, and how a consensus-driven process, as flawed as it may have been over the decades, has birthed institutions capable of governing a diverse, multiethnic society.”
“Over the last few years, there has been growing unease in Washington about Pakistan’s deepening ties with China, with some in Washington talking about how growing indebtedness to the Chinese means that Pakistan will be unable to make its own foreign policy choices in an era of strategic competition,” Younus added. “The decision to skip the summit will only reinforce these views, empowering those who think that it is not worthwhile to forge a deeper bilateral relationship with Pakistan.”
And its decision to succumb to Chinese pressure all but dooms any attempts by the U.S. to try to heal fundamental rifts with Islamabad – a particularly consequential notion at a time Washington needs Pakistani cooperation to manage its counter-terrorism campaign in Afghanistan. Instead, Pakistan appears to be among the latest countries that finds itself in an increasingly bipolar world and forced to choose between Washington and Beijing.
