'زندگیاں داؤ پر، غیرمحفوظ مستقبل': پنجاب میں 48 ڈاکٹروں کے استعفے


ینگ ڈاکٹرز ایسوسی ایشن کے مطابق پنجاب حکومت نےجب سے میڈیکل ٹیچنگ انسٹی ٹیوٹ (ایم ٹی آئی )ایکٹ لاگو کیا ہے اسی وقت سے ڈاکٹرز اپنی نوکریوں کو غیر محفوظ سمجھ رہے ہیں۔


پنجاب میں مستعفی ہونے والے 48 ڈاکٹروں کے استعفے منظور کر لیے گئے ہیں۔
پنجاب میں مختلف سرکاری ٹیچنگ ہسپتالوں کے 48ڈاکٹروں نے نوکریوں سے استعفے ایک ساتھ نہیں بلکہ جنوری سے جون تک مختلف اوقات میں جمع کروائے تھے۔
جن سرکاری ہسپتالوں کے ڈاکٹروں نے استعفے دیے ان میں لاہور کے میو ہسپتال سے تعلق رکھنے والے 14ڈاکٹر شامل ہیں۔
اسی طرح پنجاب کے دیگر شہروں کے ہسپتالوں سے بھی ڈاکٹرمستعفی ہوئے۔
محکمہ سپیشلائزڈ ہیلتھ کیئر کو یہ استعفے مختلف اوقات میں موصول ہوئے لیکن محکمے کی جانب سے اجتماعی طور پر انہیں 27جون کو منظور کر لیا گیا۔
مستعفی ہونے والے تمام ڈاکٹر گریڈ 17 میں کام کر رہے تھے۔

کرونا کے دور میں استعفے کیوں نہ روکےجاسکے؟
پنجاب کی صوبائی کرونا کمیٹی کے وائس چیئرمین،سی ای او میو ہسپتال لاہور ڈاکٹر اسد اسلم سے یہ سوال پوچھا گیا تو انہوں نے کہا کہ یہ معمول کی بات ہے ڈاکٹرز استعفے دیتے رہتے ہیں اور نئے ڈاکٹرز کی تعیناتی بھی ہوتی رہتی ہے۔
انہوں نے کہا بعض ڈاکٹرز کو کوئی اور اچھا موقع مل جاتا ہے، کوئی اپنا کاروبار شروع کرتا ہےیا کسی لیڈی ڈاکٹر کی شادی ہوجاتی ہے اور وہ ملازمت نہیں کرنا چاہتی تو وہ مستعفی ہوجاتے ہیں۔
ان کا مزید کہنا تھا کہ اس مرتبہ بھی معمول کے مطابق ڈاکٹروں نے استعفے دیے ہیں لیکن اس بار مختلف اس لیے لگ رہاہے کہ محکمے کی جانب سے گزشتہ کئی ماہ سے موصول ہونے والے استعفے ایک ساتھ منظور ہونے کے بعد نوٹیفکیشن جاری کیاگیا ہے۔
ان کا کہنا تھا کہ پنجاب کے ہسپتالوں میں بہت ڈاکٹر ہیں، استعفے اتنے زیادہ نہیں کہ کرونا کے دور میں کمی کا خدشہ ہو۔

ینگ ڈاکٹرز ایسوسی ایشن کے صدر ڈاکٹر سلمان حسیب نے انڈپینڈنٹ اردو سے بات کرتے ہوئے کہا کہ محکمے کی طرف سے غلط بیانی کی جارہی ہے کہ یہ معمول کا حصہ ہے۔
ان کا کہنا تھا کہ حقیقت یہ ہے کہ جب سے حکومت پنجاب نے میڈیکل ٹیچنگ انسٹیٹیوٹ (ایم ٹی آئی)ایکٹ لاگو کیا ہے تمام ڈاکٹر کنٹریکٹ پر منتقل ہوگئے ہیں اور انہیں ملازمت چلے جانے کا خطرہ ہے۔
اس لیے تمام ڈاکٹر سرکاری نوکریاں چھوڑ کر یا بیرون ملک جارہے ہیں یا اپنے کلینک بنانے کو ترجیح دینے لگے ہیں۔
انہوں نے کہا ڈاکٹرز کے استعفے معمول کی بات ہیں تو پہلے کا ریکارڈ دکھایاجائے جس میں کم عرصے کے دوران اتنی بڑی تعدادمیں ڈاکٹروں نے نوکری چھوڑی ہو۔
انہوں نے کہا کرونا کے دور میں بھی حکومت نے ڈاکٹروں سے نامناسب سلوک کیا، انہیں کٹیں فراہم نہیں کی جارہی تھیں جس سے کئی ڈاکٹرز کرونا کاشکار ہوئے اور کئی جان کی بازی ہار گئے۔ ایسے حالات میں کون زندگیاں داؤ پر لگاکر اپنے مستقبل کو غیر محفوظ سمجھتے ہوئے نوکری کرتاہے؟
واضح رہے کہ کرونا وائرس کے پھیلنے سے پہلے ڈاکٹروں کی جانب سے ایم ٹی آئی ایکٹ کے خلاف احتجاج جاری تھا اور کرونا وبا
 کے دوران بھی حفاظتی سامان نہ ملنے پر احتجاج کیاگیاتھا۔

Senior Pakistan Peoples Party leader Ayatullah Durrani passed away at a Quetta hospital on Sunday. Durrani, 64, served as the state minister for industries and production. 
 He had been seriously ill for the past few days and under treatment at the Fatima Jinnah Chest Hospital in Quetta. The former minister breathed his last Sunday evening. His funeral prayers will be offered in Mastung.

It was July 5, 1977, past midnight at 0130 hours, “Operation Fair Play” was put into action on the orders of the chief of the army staff Gen Ziaul Haq, and the first directly elected prime minister of Pakistan along with the cabinet ministers and the opposition leaders were taken into “protective custody”. This was the start of a long eleven years of one man rule with absolute powers. That was the day when the democratic institutions of Pakistan were brutally murdered and crushed to make “A horrible example” of a man who initiated the atomic program for his country, who brought all the Muslim leaders under one roof in Lahore and who was adored and admired by all the world leaders of his time, and as a result of that “Operation fair play” the judicial murder of the most charismatic and popular leader of Pakistan took place on the early hours of April 4, 1979.
July 5 will always be remembered as one of the unfortunates darkest days in the history of Pakistan. It was the day when the democratic forces of the country suffered an unbearable loss, the inverse effects of which are still being felt. Had there been no such dark day in our history, Pakistan would have been standing proudly among the developed countries of the world with strong democratic institutions in place.

Zulfikar Ali Bhutto (ZAB) who was the prime minister of Pakistan and the chairman of the Islamic Conference till that unfortunate hour of July 5, 1979, took oath of the president of Pakistan on December 20, 1971, with the aim to “Pick up the pieces, very small pieces “.
ZAB was the voice of the poor masses of the country; he was not only the undisputed leader of a very vast majority of the country but also of the third world. The reasons behind the coup of 1979 will never be made public, and real faces behind that tragic event will always remain behind the curtain. The man who had at his credit historic achievements such as Shimla Summit in 1972, the constitution of 1973, unanimously adopted and agreed by all the federating units of the country, the Islamic summit of 1974, the starting of atomic program, the introduction of labor reforms and many more was removed from the scene of Pakistani politics at the darkness of night. The man who wanted to “make a new Pakistan, a prosperous and progressive Pakistan, a Pakistan free of exploitation, and a Pakistan envisaged by the Quaid-e-Azam”. Bhutto wanted to “rebuild hope in the future”, the hope of millions of poor man in the street. He was removed from the corridors of power to be hanged and his body was flown to Ghari Khuda Buksh to be buried in his ancestors graveyard under the cover of darkness, with his wife and Daughter of the East under house arrest and his sons living in a forced exile. His followers were barred from attending the funeral.
General elections were held on March 7 for the National Assembly and March 10 for four provincial assemblies. The results of the National Assembly gave a clear cut two third majority to the Pakistan People’s Party; the main opposition constituting of nine major political parties Pakistan national alliance refused to accept the election results alleging mass rigging on the direct orders of the prime minister and boycotted the provincial assemblies elections. A movement was launched by the PNA and after some months, the opposition and the ruling party agreed to come to the table to negotiate for a amicable solution and its said and widely believed that the opposition and the government had reached on an agreement which was to be signed on July 5, 1977, but before that an elected government was toppled.
Independent observers believe that though there were insistences of rigging in some constituencies and not on the instructions of the prime minister himself as ZAB was conscious of his name in history, such a person so widely read and respecting the democratic institutions would have never ordered a mass rigging. There were clear cases of rigging, snatching of ballot boxes, forcefully filling the ballot boxes by the opposition party PNA in the cities like Karachi and many other places where they had a clear support and charged workers force.
After the passage of many decades, it’s an open secret that the charges of rigging were simply a pretext for a plan of removing ZAB and his People’s Party from the corridors of power and to make ZAB “a horrible example”, which turned out to be “horrible” for Pakistan.
During the PNA movement against the so-called “rigging in general elections’ ‘, retired Air Marshal Asghar Khan wrote letters to the armed forces chiefs urging them to fulfill their constitutional duty that indirectly inviting the armed forces of Pakistan to interfere in the political set up of the country.
The events leading to “operation Fair Play” and its effects on the political economical and democratic institutions of the country became the subject of renowned, celebrated and distinguished writers and scholars who after in depth research and probe found out that there was not a mass scale rigging in the general elections and that certain foreign powers never wanted a man of such a caliber (ZAB) to be in power in Pakistan.
In 1985, UK based Pakistani writer Tariq Ali was asked by BBC to pen down a series based on the events of overthrow, trial and finally execution of ZAB which he did with the name of “The leopard and the fox”. As the rehearsals were about to begin, the BBC under pressure from foreign office decided to cancel the project. The serial is now available in the book form. BBC as is known around the world is an independent media house definitely there must be unavoidable circumstances or external pressure which even BBC could not stand and had to cancel the project. This is indicative of the role of foreign powers in the overthrow and subsequent hanging of ZAB.
The events of July 05,1977 were the result of week democratic institutions of the country, the greed of political leaders and parties to come into power by any means, taking refuge ad help of undemocratic forces.
Today after 43 years while observing this black day, it’s the duty of every Pakistani to learn a lesson from history to show faith in the elected governments and to follow the democratic principles of tolerance and respect for all, and pray to Almighty that we don’t see another July 5.

The 5th July is firmly etched in our memory. That black night, the praetorian forces overturned the applecart of democracy; held the Constitution of 1973 in abeyance; arrested the political leadership en mass; clamped Martial Law in the country; usurped senior political positions; restrained the superior courts; gagged the press; garrisoned the cities and towns; established military courts at all levels. In all, the political tumult which preceded the night was quickly turned into a deadening silence accompanied by a thick pall of gloom, an unknown fear, a despairing uncertainty, a strong feeling of disappointment and a deepening disillusionment.
We had lost the bigger part of the country just six years ago. We had sustained defeat, humiliation and dismemberment of the Jinnah’s Pakistan. Our military and civilian leadership knew that the main cause of the disgruntlement of the Bengalis was the absence of a participatory democratic rule. The political jerry mandering of the early years and the abrogation of the first Constitution of the country (1956) in Martial Law, followed by a long autocratic rule by a General had sowed the seeds of separatism in the former East Pakistan. After a decade’s effective rule, he handed over power to his Commander in Chief, General Agha Yahya Khan in violation of his own Constitution of 1962. The separation of former East Pakistan was a devastating blow to this hapless nation. The People were shell shocked and gripped by a fear of the collapse of this part of Pakistan; the young army officers were seething with anger and up in arms against their senior leadership. The situation had spiraled out of the control of the ruling junta. Some sound minds in the GHQ took control of the fast aggravating situation and contacted Zulfikar Ali Bhutto to take over.

He virtually picked up the pieces of the broken ship to rebuild it; he raised the sinking morale of a despairing people and restored the confidence of a disillusioned nation. He addressed the post-war issues with India and recalibrated the country’s relations with the neighbours, superpowers and the Muslim world. He rebuilt the army as a fighting force, restored the economy of the country and achieved a marked political consensus for the new Constitution and the political dispensation. He accomplished this gigantic task within a span of three years.
Bhutto was the product of the chequered political history of the country. He had his political grooming under Iskander Mirza and General Ayub Khan, though he had always displayed an independent bent of political thinking. His evaluation of the global power politics remained at odds with that of his mentors. His aversion to strategic alliances or placing the country’s eggs in one basket was evident. He believed in exploring avenues of independent bilateral relationships. He considered Pakistan a vital part of the Muslim world and the Afro-Asian bloc of nations. This fully crystallized in his foreign policy when he was at the helm.
It was the economic and political domains where he erred phenomenally. He went the whole hog for nationalization. The nationalization of banks, insurance companies, and big industries to prevent the exploitation of the labour was understandable but the takeover of small industries like foundries, rice husking, cotton ginning and Ice factories, private schools and colleges was unfathomable. This inflicted a heavy blow to the private investment in the country. Though riding on a high crest of popularity, he fell back on the traditional strong arm tactics in the politics showing intolerance for the opposition and the media. He jailed many opponents on frivolous grounds. He also dealt sternly with the vocal left wingers in his party. In the last years of his rule, he drifted from his original constituency – the poor masses – wooing traditional political dynasties. He paid heavily for this political waywardness.
The political turmoil ignited by the controversial general elections of 1977 lingered too long and revived the praetorian ambitions of the Generals lurking in the background and playing on both sides of the wicket to sabotage the dialogue between Z.A. Bhutto and the opposition. Bhutto failed to gauge the ambitions of his General. Overconfident about the loyalty of his handpicked Army Chief, Bhutto also displayed complacency. An agreement covering all the main demands of the opposition had already been ironed out. Bhutto wanted to sign it after his suddenly-arranged visit to a couple of Muslim countries. On his return, the 5th July was appointed for the signing of the agreement. A senior civil servant in the bureaucracy sounded the General to strike or be ready for crucifixion. In the early morning of the 5th July when the clock struck 2.0, the military surrounded the vital buildings in Islamabad including the Prime Minister’s House near the GHQ. The Prime Minister and the main PPP and opposition leaders were rounded up and whisked away.
Behold the coincidences that the rules were relaxed and the same ominous hour of 2.0 was chosen for the execution of Z.A. Bhutto on 4th April and the same aircraft of C-130 which had fetched him from Rome to rebuild the country was used to carry his mortal remains to Larkana. Bhutto was physically eliminated and the PNA leaders did not even get a crumb of power. They had to bite the bullet to work as adjuncts to the PPP for the restoration of democracy in 1984. In the meantime, the country had been set on the path of religious bigotry and militancy and sectarian polarization and plunged into the Afghan war with all its concomitant consequences. We have not yet been able to rid the country of this extremism. Even then, neither our politicians nor our military leadership have learnt any lesson from the retrogressive cycles of our short history.

In his message to the nation, Bilawal said that the people’s elected government and first directly elected Prime Minister Shaheed Zulfikar Ali Bhutto was ousted by the elements who had either vanished into mid-air or living a shameful life.
“The way all the characters involved in it met their fate proved that crime and sin have no legacy. Still, every illegitimate ruler of the time, like today’s puppet, fails to grasp and realise this universal reality,” Bilawal said.
The PPP chairman said that the constitution was suspended on July 5, 1977, wrapping the democracy, suspending all the civil rights and forbidding the process of development and hoisting the colours of the authoritarianism in all directions.
He said that just by promoting and protecting the dictator’s personal vested interests, the foundation of dictatorial rules was laid through inventing corruption and unleashing intimidation.
“Dictators have been interested in petty personal gains developing hotbeds of intolerance and extremism,” he added.
Bilawal said that even today after four decades, the scourge of July 5, 1977, is not leaving the Pakistani nation behind and democracy is still in its teething stage, the ground for implementation of provincial autonomy is narrow, the poor are at the mercy of plagues and locusts, the swords of unemployment hanging over the heads of the workers, the bread of two times, justice is expensive and poor is getting poorer by each passing day.
He said that the present puppet regime is the culmination of the crime of July 5, 1977, and at the same time, now this chapter in Pakistan is about to be closed forever.
He said that the day is not far when the people’s right to sovereignty and the use of religious extremism, militancy, sectarianism and linguistics as weapons in government buildings to perpetuate their aggressive rule will be removed in the same way that many racist and hate-mongering societies today are tearing down statues of fake greats.
Bilawal said that PPP has made unparalleled struggle and eternal sacrifices for the constitution and democracy of the country, this struggle will continue till the final victory of the people.

The virus has feasted on a compromised body.
Around here, on Colorado’s Western Slope, the virus is known as “the Rona.” As in, “the Rona” is back. Montrose voted for Donald Trump in 2016, and he still has enough support to make masks rare. Up the way, in liberal Telluride, everyone wears them. Even disease is tribal now.
It’s hard to know how to celebrate this July 4. The nation’s unemployment rate is 11.1 percent. The coronavirus spreads unabated. In Europe, Americans are the new pariahs.
Once saviors, long allies, Americans are now lepers from the Land of the Crazed. To Europeans, they are a banned infection risk.
This is the 244th anniversary of the Declaration of Independence by the founding fathers. “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.”
What a beautiful sentence and how it has moved humankind and how many people have been freed by the inspiration of the revolutionary American idea. It changed and shaped my life.
But all men were not created equal in the nascent United States; Black men were worth less, and of course there’s no mention of women. This was self-evident to these men formed by their experience in 1776.
Some of the founders are now under attack for owning slaves. When George Washington and Thomas Jefferson fall from grace, you have to wonder. Union generals, including Ulysses Grant, who fought to defeat the Confederacy and slavery, were not good enough. They were imperfect, the human condition.
Moral absolutism has its giddy day. The guillotine falls. This is madness. Be careful what you say. It is the hour of the new judges; the judged are scared; and judgment of the judges may be decades or even centuries off.
The pendulum never swings the right amount. It goes too far. What other happy news can we chew on with our burgers?
I have been traveling around the country. I can report that it’s a free-for-all. At Newark Liberty International Airport, circles on the floors indicate where to stand six feet apart. Then United Airlines crams you in like the canned sardines of old. The masked eye the unmasked. The act of greeting has become an awkward contortion. Distance is prized over closeness. At six feet, through a plastic panel, a masked person is inaudible. Words are muffled ghosts. We can no longer hear one another. Even children are boxed. The United States has disaggregated. It cannot find in itself coherent resolve. Its democracy is dysfunctional. This unraveling is the fundamental story of the decades since the Cold War. The virus has gorged itself on an already compromised body.
President Trump, who makes King Lear on the cliffs seem sane, spirals down, bowing to Vladimir Putin even when American lives are lost, yearning for the late Roger Ailes and his Fox News monument to misogyny, mouthing nonsense about the virus, doing his race-baiting thing, playing the strongman as only cowards can, denying truth.
But truth is as inexorable as the plague.
We elected this man, knowing who he is. If consistency is a virtue, it’s as close as Trump gets to having one. For Americans, there is no possible plea of ignorance.In its 300th issue of January 1991, Mad magazine published a feature called “The Wizard of Odds.” The wizard lives in the Palace of Glitz in an America where greed has become God. The wizard is the Donald.He tosses dollar bills into the air with stubby hands, delighting in “a world full of schmucks” whom he loves because he needs them as he’s “piling up the bucks.” He eyes up young Dorothy, who believes the Trump-wizard can deliver her from materialistic hell back to her down-to-earth world of Kansas in 1939. He offers instead to put her up in a penthouse.
“In a couple of years, after you fill out, you could be my steady bimbo,” the Trump character says in the magazine.
Even three decades ago, we knew precisely who this man was.
So back to those burgers. We can begin by celebrating that Trump is not Putin or China’s president, Xi Jinping, and we still have the chance to kick the bum out by voting in November. We can celebrate that the Supreme Court is not yet his. We can celebrate the early-morning can-do smile of Americans. We can celebrate the vastness of American space, its enduring possibility. We can celebrate the beauty of the American idea, as expressed by the founders, and its capacity for reinvention through the potential attainment, at last, of racial equity. We can celebrate our history without hiding from its stains.

خیبر پختونخوا حکومت طلبہ کے مستقبل سے کھیل رہی ہے


اس وقت صوبے کی 21 سرکاری جامعات میں سے سات مستقل وائس چانسلر کے بغیر چل رہی ہیں اور تعلیمی اداروں کو انتظامی، مالی اور تعلیمی مسائل کا سامنا ہے۔


یونیسکو کے تازہ ترین اعداد و شمار کے مطابق پاکستان دنیا کا دوسرا بڑا ملک ہے جس کے پانچ اور 16 سال کے درمیان تقریباً دو کروڑ 28 لاکھ بچے سکول جانے سے محروم ہیں۔ اگرچہ ملک میں ملینیئم اہداف کے حصول اور مفت اور لازمی تعلیم کے لیے پاکستان کی کوششیں جاری ہے اور حکومت نے امسال کے آخر تک شرح خواندگی 70 فیصد تک پہنچانے کا عزم کیا ہوا ہے، مگر
حکومت کے ناکافی اقدامات اس بات کی نشاندہی کرتے ہیں کہ حکومت پرائمری، ثانوی اور اعلیٰ تعلیم سمیت کوئی بھی ہدف حاصل کرنے میں کامیاب نہیں ہو گی۔ آج ہم صرف خیبر پختونخوا میں اعلیٰ تعلیم کی راہ میں حائل مشکلات اور نوجوانوں پر اس کے اثرات کا جائزہ لیتے ہیں۔ خیبر پختونخوا میں اعلیٰ تعلیم کے اداروں یعنیٰ یونیورسٹیوں کو انتظامی، مالی اور تعلیمی مسائل کا سامنا ہے۔ اس بات میں دو آرا نہیں کہ ادارہ چھوٹا ہو یا بڑا، سربراہ کے بغیر اس کا چلنا محال ہوتا ہے۔ یہی وجہ ہے کہ ملکی آئین و قانون میں ہر ادارے اور محکمے کے سربراہ کو تعینات کرنے اور تبدیل کرنے کی واضح ہدایات موجود ہیں اور ہر محکمے یا ادارے کے سربراہ کو لگانے کے مجاز حکام اس بات
کا خاص خیال رکھتے ہیں کہ وہ آئین و قانون میں دی گئی ہدایات کی روشنی میں اپنی ذمہ داری سے عہدہ برآ ہوں۔ آرمی چیف، چیف الیکشن کمشنر، چیئرمین نیب، چیف جسٹس آف پاکستان سمیت تمام آئینی وقانونی عہدے اس بات کے متقاضی ہوتے ہیں کہ اس پر بروقت تعیناتی کی جائے، تاکہ اس ادارے میں کوئی آئینی قانونی انتظامی یا مالی خلا پیدا نہ ہو۔ بدقسمتی سے اس وقت خیبر پختونخوا کی 21 سرکاری جامعات میں سے سات مستقل وائس چانسلر کے بغیر چل رہی ہیں۔ ان میں پشاور یونیورسٹی، اسلامیہ کالج یونیورسٹی پشاور، فاٹا یونیورسٹی درہ آدم خیل، وومن یونیورسٹی مردان، عبدالولی خان یونیورسٹی مردان، یونیورسٹی آف صوابی اور یونیورسٹی آف انجینیئرنگ اینڈ ٹیکنالوجی پشاور شامل ہیں۔ ان میں سے بعض جامعات میں وائس چانسلرز کی تعیناتی کا عمل اعلیٰ حکام کی منظوری سمیت مکمل بھی ہو چکا ہے مگر باقاعدہ نوٹیفیکیشن جاری نہ ہونے کی وجہ سے عہدے خالی اور انتظامی خلا ان اداروں کا ستیا ناس کر رہے ہیں۔ فاٹا یونیورسٹی کا وائس چانسلر اپنے دو ادوار مکمل کر کے مارچ 2020 میں ریٹائرڈ ہو چکا ہے۔ بدقسمتی سے اس نوزائدہ یونیورسٹی میں نہ کوئی مستقل رجسٹرار تعینات ہے نہ پرو وائس چانسلر، نہ اس لیول
کے کسی دوسرے عہدے دار کو اختیار دیا گیا ہے کہ وہ عارضی طور پر سہی، ادارے کے مالی اور انتظامی معاملات کو چلا سکے۔ یہی وجہ ہے کہ یونیورسٹی کے اکاؤنٹ میں پیسوں کی موجودگی کے باوجود گذشتہ تین مہینے سے مالی اور چوکیدار سے لے کر پروفیسر صاحبان تک اپنی ماہانہ تنخواہوں سے محروم ہیں اور وہ پریس کلب اور ہائر ایجوکیشن ڈیپارٹمنٹ کے سامنے احتجاج کرنے پر مجبور ہیں۔ ہائر ایجوکیشن ڈیپارٹمنٹ اور صوبائی حکومت کی تعلیمی معاملات میں عدم دلچسپی کا یہ حال ہے کہ وومن یونیورسٹی پشاورکی وائس چانسلر ڈاکٹر رضیہ سلطانہ دوسرے دورِ ملازمت کے لیے نام کی منظوری کے
باوجود گذشتہ دو سال سے باقاعدہ نوٹیفیکیشن کی منتظر اور عبوری چارج کے ساتھ یونیورسٹی کی معاملات چلا رہی ہیں، جس کو صوبائی حکومت کی سطح پر خراب حکمرانی اور بد قسمتی کے سوا کوئی نام
نہیں دیا جا سکتا۔ جہاں تک پشاور سمیت زیادہ تر یونیورسٹیوں میں مالی بحران اور مشکلات کا سوال ہے، اس پر بھی اٹھارویں ترمیم کے تناظر میں میٹھا میٹھا ہپ ہپ اور کڑوا کڑوا تھو تھو کی مثال صادق آتی ہے۔ صوبائی حکومت کا موقف ہے کہ 18ویں ترمیم کے بعد اعلیٰ تعلیم کے انتظامی اختیارات تو صوبوں کو تفویض کیے گئے ہیں مگر ان کے لیے بجٹ مختص کرنا اور مالی لحاظ سے چلانا اب بھی وفاق کی ذمہ داری ہے۔

وفاق کی سطح پر ہائر ایجوکیشن کمیشن سفید ہاتھی کی مانند نہ صرف موجود ہے بلکہ وفاق کی جانب سے اعلیٰ تعلیم کے لیے مختص بجٹ کا زیادہ تر حصہ بھی یہی ادارہ مختلف پراجیکٹ کے نام سے ڈکار جاتا ہے۔ وفاقی حکومت کا موقف ہے کہ 18ویں ترمیم کے بعد صوبوں نے ہائر ایجوکیشن ڈیپارٹمنٹ بنائے ہیں اور تمام پبلک اور پرائیوٹ سیکٹر یونیورسٹیوں کے مالی اور انتظامی اختیارات اب صوبائی حکومتوں کی ذمہ داری ہے۔
یعنیٰ 'دو ملاؤں میں مرغی حرام' کے مصداق وفاق اور صوبوں کے مابین اختیارات اور خرچ و آمدن کے معاملات میں اختلاف کی وجہ سے اعلیٰ تعلیم کا بیڑہ غرق ہو رہا ہے مگر حکمرانوں کے کان پر جوں تک نہیں رینگتی اور ان دونوں انتظامی اور مالی مسائل کی وجہ سے مشکلات کے شکار ان یونیورسٹیوں میں پڑھنے والے ہزاروں طلبہ و طالبات ہیں جو کرونا وبا کے باعث گھروں میں بیٹھ کر آن لائن کلاسوں کے نام پر خوار ہو رہے ہیں۔
تمام نئے ضم شدہ اضلاع میں انٹرنیٹ کی مناسب سہولت نہ ہونے کی وجہ سے وہاں کے ہزاروں طلبہ و طالبات آن لائن کلاسوں سے محروم اور احتجاج پر مجبور ہیں جبکہ شہروں میں رہائش پذیر طلبہ و طالبات آن لائن کلاسوں میں اساتذہ کی عدم دلچسپی اور ناتجربہ کاری کا رونا رو رہے ہیں۔
اس لیے وفاقی اور صوبائی دونوں حکومتوں سے گزارش ہے کہ مٹی پاؤ والی پالیسی چھوڑ دے۔ تمام یونیورسٹیز میں مستقل وائس چانسلروں کی تعیناتی ناگزیر ہے بلکہ ان کے مالی اور تعلیمی مسائل کا حل بھی وقت کا تقاضا ہے، جس سے پہلوتہی قوم کے مستقبل سے کھیلنے کے مترادف ہے۔

PPP Chairman Bilawal Bhutto Zardari has said that the nation would never forgive the present government for its negligence that led to coronavirus outbreak.

He was chairing a video-link meeting on coronavirus joined by representatives of young doctors associations of all the provinces, GB and AJK on Friday.
Sindh Chief Minister Murad Ali Shah, Punjab PPP President Qamar Zaman Kaira, Ch Manzoor and Hassan Murtaza also participated in the meeting.
“What kind of rulers are these as they are consulting irrelevant people instead of medical professionals on how to deal with the pandemic,” Bilawal wondered as he was briefed about the state of the health sector amidst the pandemic in various parts of the country and the problems being faced by the frontline workers. He said that Imran Khan should be ashamed that despite his announcement, he did not consult a single doctor on the issue.
Condemning torture of doctors in Azad Kashmir, he demanded release of the arrested doctors there and said that it was shameful to arrest the doctors for demanding personal protection kits.
He directed PPP Azad Kashmir President Chaudhry Latif Akbar to provide moral and legal assistance to the arrested doctors.
He also supported the doctors demand for being given risk allowance all over Pakistan like in Sindh. He said that legislation would soon be enacted for the security of doctors in Sindh. He demanded that the federal government should immediately restore Shaheed Zulfiqar Ali Medical University in Islamabad so that medical research could be done at the federal level as well.
He said that doctors were not culprits but Messiahs struggling to save human lives while risking their own lives and leaving them helpless would be the most brutal act.
He assured the doctors that he fully supported their demands and would continue to raise his voice for their rights

Violations of Human Rights in Yemen and the Continuation of Saudi Crimes

Saudi Arabia is the main cause of the dire humanitarian situation in Yemen.
It is natural that when the name of the war comes up or the news of an attack on another country is heard to seize it and seize the national and cultural resources of the destination country, the issue of human rights and the Universal Declaration of Human Rights or the Convention on Human Rights will be addressed. In the current situation where the Yemeni people are in complete food and medical poverty. As the initiator of the aggression against the territorial sovereignty of Yemen, Saudi Arabia is the main cause of the dire humanitarian situation in this country. The war crimes committed by Saudi Arabia and its allies against the Yemeni people are not only unforgivable, but it is an undeniable necessity for the continued efforts of international human rights organizations, as well as UN agencies, to immediately stop Saudi Arabia’s inhumane acts.

 The war-mongering and inhumane actions of the Saudi regime and its belligerent allies in recent years, and the continuation of the belligerent and interventionist approach of the Saudi leaders, have exacerbated the plight of the oppressed people and put the oppressed Yemeni people in more trouble. In the current situation where the Yemeni people are in complete poverty and medical poverty, given the fact that Saudi Arabia, as the initiator of the aggression against the territorial sovereignty of Yemen, is the main cause of the dire humanitarian situation in this country. 

The world’s corona climate has caused some of the oppression that is taking place in a corner of the globe to be forgotten. It is not fair that the whole world has mobilized to fight the coronavirus, but it has been indifferent to the death of the innocent and oppressed people of Yemen for more than five years. On the other hand, after the outbreak of the coronavirus in the world, the United Nations called on the parties involved, especially Saudi Arabia and the United Arab Emirates, to stop the wave of attacks on Yemen for humanitarian reasons so that the World Health Organization (WHO) could strengthen its medical infrastructure and monitor the possible treatment of people with corona.. But in an inhumane act by the Saudi-UAE coalition, it rejected the UN humanitarian request and continued its wave of attacks. 

Over the past five years, the devastating presence of the Saudi coalition in Yemen has resulted in nothing but the destruction of Yemen’s vital infrastructure and the severe violation of human rights. The destruction of farms under cultivation of agricultural products, especially coffee, the destruction of thousands of homes, schools, hospitals and cultural centers, which has placed a heavy financial burden on the Yemeni government. The displacement of thousands of women, children and civilians, the closure of factories or offices due to heavy bombardment and the attack on enemy forces, unemployment, poverty, all together have turned Yemen into a wounded country with thousands of bullets and shrapnel. But this wounded land is still standing, and it continues to live on, hoping that powerful and pro-human rights governments will hear their voices.

Is Saudi Arabia the only one violating human rights? The Saudi regime has a long history of violating human rights at home by suppressing and destroying dissidents, and the Saudi coalition has committed many crimes since the start of the war against Yemen in March 2015. While such behavior has always been ignored for some reason by seemingly pro-human rights authorities. But pressure from global public opinion, as well as people in the West, led them to issue a statement condemning human rights abuses in Saudi Arabia. Twenty-four European countries, expressed concern on Monday, September ,2019, about the torture, illegal detention and unfair trial of critics, including women activists in Saudi Arabia. 

The other focus of the Western statement is concerns about reports of torture, arbitrary detention, forced disappearances, unfair trials and harassment of human rights activists in Saudi Arabia. In fact, the recent publication of 24 Western countries is a sign of a vague policy towards the Saudi regime. Major European countries such as Germany, France and Britain have apparently condemned the Saudi regime for human rights abuses, while having extensive military and weapons ties with Riyadh. Therefore, it can be said that these countries, despite their claims about special attention to human rights, have turned a blind eye to the human rights situation in Saudi Arabia and the Saudi regime’s illegal and inhumane actions, such as the assassination of Khashkechi and the massive crimes committed by the Saudi coalition in the Yemeni war. In other words, a country cannot support human rights while supporting inhumane acts in its own interests. For example, Saudi Arabia is one of the most important customers of French weapons and has used these weapons directly in the Yemeni war and the killing of the oppressed people of Yemen. However, the French government claims that it has not recently issued a weapon that was used directly in the Yemeni war. But the claim has been denied by human rights organizations. According to Patrice Buffer, director of the French Arms Watch, published video tapes prove that French weapons are being used in a way that violates international law. Despite the sanctions, Paris continues to export weapons to Saudi Arabia.

 In addition, the common position of Europe and the arms sales of these countries indicates that arms exports from European countries to countries such as Saudi Arabia and the United Arab Emirates continue.

In conclusion, the Middle East today faces a regime that has no understanding of human rights. Saudi Arabia, along with its warring allies with its inhumane crimes against the oppressed people of Yemen, not only ignores the current unfavorable situation and the increase in casualties in the country, but also continues its anti-human rights actions. While everyone is waiting for the Western governments to work to prevent these inhumane acts in Yemen, it seems that these countries are not taking any effective action to stop the inhumane actions of the Saudis and their Emirati partners in Yemen because of their material interests, and especially the interests of the major arms companies. Accordingly, it is not only Saudi Arabia that violates human rights in Yemen, but other seemingly pro-human rights governments, including France and Germany which continue to sell their weapons, violate human rights as much as Saudis do.

Geelani blames Pakistan but quitting Hurriyat has Modi govt written all over it



 

It is possible that Pakistan ISI will see the leadership vacuum in Hurriyat as an opportunity to take over the outfit and regroup terror modules. Delhi needs to be vigilant.

With the exit of Syed Ali Shah Geelani from the Hurriyat Conference after leading it for 17 years, Pakistan has lost an important link through which the ISI — the country’s premier intelligence agency — was able to foment trouble in Jammu and Kashmir. For all those who have been keenly following J&K developments, especially since the abrogation of Article 370 and bifurcating the erstwhile state into two Union Territories, Geelani’s resignation from the All Parties Hurriyat Conference should not come as a surprise.
The grapes are sour, Syed Ali Shah Geelani has admitted.

After Article 370’s abrogation and the 2019 Balakot strike, Islamabad was quick to realise that it has been cultivating a wrong set of leaders who paled into insignificance compared to the carefully crafted strategy of the Narendra Modi government in J&K. The surgical strike and the hot pursuit of terror camps in Pakistan-occupied Kashmir (PoK) probably made Islamabad write off Hurriyat leaders, including the 90-year-old Geelani, who were by now of no use to the Inter-Services Intelligence (ISI). With a view to insulate PoK further, the ISI got one of its main operators, Mohammad Hussain Khateeb, appointed as the convenor of the PoK Chapter of Hurriyat. The ISI would expect the new and younger leaders to be more aggressive and active in terror activities against India.

The turning point

The Bharatiya Janata Party (BJP)’s agenda of abrogating Article 370 and 35A, which granted special status to J&K, was never a secret. And over the years, it was fashionable for the Hurriyat leaders to ‘warn’ of a ‘bloodbath’ in J&K if the Centre even attempted to alter the constitutional setup in J&K.

But when the Modi government made its move in August 2019, there was deafening silence from the Hurriyat leadership. It is easy to explain why — all one needs to do is join the dots that the Centre had been marking for the last two to three years.

Making Hurriyat ineffective

Soon after the Balakot air strike in February 2019, the National Investigation Agency (NIA) conducted searches at the houses and properties of Hurriyat leaders. Later, the Enforcement Directorate (ED) imposed penalties on Geelani and others for illegal possession of foreign currencies.
The NIA then filed a charge sheet in October 2019 against Jammu and Kashmir Liberation Front (JKLF) chief Yasin Malik and several other self-appointed separatist leaders detailing their links with Lashkar-e-Taiba founder and Jamaat-ud-Dawa chief Hafiz Sayeed – the mastermind of Mumbai terror attacks and a designated global terrorist. The Joint Resistance Leadership (JRL), which was hurriedly cobbled up in 2016 and regularly announced a calendar of protests, came a cropper after some of its leaders were arrested and rendered ineffective.
It is possible that the leadership vacuum in the Hurriyat could be seen as an opportunity for the ISI to take over the outfit and regroup terror modules. New Delhi will have to be even more vigilant and set in motion a series of action-oriented strategies to nip the trouble in the bud. There could be serious attempts to provoke violent protests under the guise of observing the fourth death anniversary of Hizbul Mujahideen commander Burhan Wani, who was killed in an encounter on 8 July 2016 in Anantnag district.
Geelani’s quitting does not absolve him of his sins. He is singularly responsible for ruining the lives of generations of Kashmiri youth, introducing the element of violence in the ‘anti-India’ protests, vitiating the atmosphere of peace and playing into the hands of India’s enemies. All this while his close relatives had the best of education, government jobs and cushy life.

A new central approach

While governments in the past had a flip-flop attitude towards the Hurriyat, the Modi government drew a new red line, clearly stating that no talks between India and Pakistan will include any third party such as the Hurriyat or other separatist leaders. The core principle of the Hurriyat is to function as a platform for what it calls a “struggle directed against the forcible and fraudulent occupation of the state by India”.
An outfit that seeks freedom from the “occupational forces of India”, and uses extreme violence and terror as its tools to achieve its goal, has no place in a democratic setup. The Hurriyat Conference needs to be identified as a terrorist outfit and dealt with accordingly.
But the political process in J&K cannot be kept in suspension for long. Sooner or later, the status of Union Territory J&K will have to be changed and statehood restored followed by assembly and municipal elections. The J&K assembly has a total of 111 seats, with 24 reserved for members from PoK.
Once the proposed exercise of delimitation is carried out, the PoK seats should be filled through nomination. This will not only cater to the democratic aspirations of the people of PoK but also take New Delhi one step closer to fulfilling the mandate of the unanimous resolution of the joint sitting of Parliament held on 22 February 1994.

Chairman PPP Bilawal Bhutto Zardari holds a meeting with doctors from every part of the country

Chairman Pakistan Peoples Party, Bilawal Bhutto Zardari has said that the people of Pakistan cannot pardon Imran Khan for negligence during a pandemic. What kind of ruler is Imran Khan who is not asking the doctors how to deal with this Covid-19? Imran Khan should be ashamed he did not hold a meeting with the doctors and ask for their recommendations even once.

Chairman PPP Bilawal Bhutto Zardari held a meeting with the members of “Young Doctors’ Association” from all over the country who briefed him about the situation of Covid-19 pandemic in the country. This meeting was attended by doctors from Punjab, Sindh, KP, Balochistan, Azad Jammu and Kashmir and Gilgit Baltistan. Doctors from Larkana attended the meeting on special invitation.

The doctors who attended the meeting included President Peoples Doctors Forum Pakistan Dr. Karim Khawaja, Dr. Khizar and Dr. Mazhar from Punjab, Dr. Umar Sultan, Mehboob Imrani and Dr. Arsalan Mehmood from Sindh, Dr. Rizwan Kundi, Dr. Asfandyar Bhutani, Dr. Aftab Marwat from KP, Dr. Yasir Achakzai, Dr. Hanif Looni, Dr. Rahim from Balochistan, Dr. Aijaz Ayub, Dr. Bahadur Shah, Dr. Mehboob ul Haq from Gilgit Baltistan, Dr. Waqar Ashraf Butt from AJK and Dr. Irshad Abro from Larkana.
The Chief Minister Sindh Syed Murad Ali Shah, President PPP Punjab Qamar Zaman Kaira, General Secretary PPP Punjab Chaudhry Manzoor Ahmed, Syed Hasan Murtaza, Sohail Anwar Sial, Chaudhry Latif Akbar and Jamil Soomro were also present on the occasion.

These doctors from all over the country briefed Chairman Bilawal Bhutto Zardari about health sector in their respective provinces and areas. Chairman Bilawal condemned the arrest of doctors demanding safety kits. He said that arresting doctors is a shameful act. Chairman PPP instructed Chaudhary Latif Akbar to morally and legally help the arrested doctors and not to go home till they are released. He said our doctors save lives of the people and assure health of the people by putting their own health and lives in danger. The Young Doctors thanked Sindh government for providing risk allowance to the doctors and demanded risk allowance for doctors all over the country. Chairman Bilawal said that soon, the Sindh government will legislate for the security of doctors. He also demanded to restore Shaheed Zulfikar Ali Bhutto Medical University so that research can be started there.

Bilawal Bhutto Zardari said that during normal situation as well as during pandemic, doctors are our first line soldiers. He assured doctors his support for their demands and said that he will continue to raise his voice for their demands.

چیئرمین پاکستان پیپلز پارٹی بلاول بھٹو زرداری نے کہا ہے کہ عمران خان کی حکومت نے وباءکے دنوں میں جس غفلت کا مظاہرہ کیا ہے کہ عوام انہیں معاف نہیں کر سکتے۔ یہ کیسے حکمران ہیں جو ڈاکٹروں کی بجائے غیرمتعلقہ لوگوں سے پوچھ رہے ہیں کہ وباءسے کیسے نمٹا جائے؟ عمران خان کو شرم آنی چاہیے کہ اپنے اعلان کے باوجود انہوں نے ایک بار بھی ڈاکٹروں سے مشاورت نہیں کی۔ جمعہ کے روز بلاول ہاﺅس لاہور میں ویڈیو لنک اجلاس جس میں تمام صوبوں کے ینگ ڈاکٹرز ایسوسی ایشن کے نمائندے شریک تھے سے کورونا وباءپر تفصیل کے ساتھ بریفنگ لی۔

 چیئرمین پیپلزپارٹی نے پیپلزپارٹی آزاد کشمیر کے صدر چوہدری لطیف اکبر کو ہدایت کی کہ وہ گرفتار ڈاکٹروں کی اخلاقی اور قانونی اور ہر طرح کی مدد کریں۔ چیئرمین پیپلزپارٹی نے چوہدری لطیف اکبر کو ہدایت کی کہ پیپلزپارٹی آزاد کشمیر کے رہنما اس وقت تک واپس گھر نہ جائیں جب تک گرفتار ڈاکٹرز رہا نہ ہوں۔ ینگ ڈاکٹرز نے مطالبہ کیا کہ پورے پاکستان کے ڈاکٹروں کو سندھ کی طرح رسک الاﺅنس دیا جائے۔ ینگ ڈاکٹروں نے رسک الاﺅنس دینے پر سندھ حکومت کا شکریہ ادا کیا۔ چیئرمین پیپلزپارٹی نے ینگ ڈاکٹروں کو رسک الاﺅنس دینے کے مطالبے پر اتفاق کیا۔ انہوں نے کہا کہ سندھ میں جلد ڈاکٹروں کی سکیورٹی کے لئے بھی قانون سازی کی جائے گی۔ انہوں نے کہا کہ وفاقی حکومت اسلام آباد کی شہید ذوالفقار علی میڈیکل یونیورسٹی کو فوری طور پر بحال کرے تاکہ وفاقی سطح پر بھی ریسریچ ہو۔ انہوں نے کہا کہ ہونا تو یہ چاہیے تھا کہ وفاقی حکومت کورونا وائرس کے حوالے سے ڈاکٹروں سے مشاورت کرتی مگر انہیں گرفتار کیا گیا۔ طبی آلات مانگنے پر حکومت نے ڈاکٹروں سے مجرموں جیسا سلوک کیا۔ بلاول بھٹو زرداری نے کہا کہ ہمارے ڈاکٹر مجرم نہیں مسیحا ہے۔ اپنی زندگیاں داﺅ پر لگا کر انسانی زندگیاں بچانے کی جدوجہد کر رہے ہیں۔ ان ڈاکٹروں کو لاوارث چھوڑنا سفاکیت کی انتہا ہے۔ چیئرمین پیپلزپارٹی نے کہا کہ عام دنوں اور خصوصی طور پر وباءکے دنوں میں ڈاکٹر ہمارے فرنٹ لائن کے سپاہی ہیں۔ بلاول بھٹو زرداری نے ڈاکٹروں کو یقین دلایا کہ وہ ان کے مطالبات کی مکمل حمایت کرتے ہیں اور ان کے حقوق کے لئے آواز بلند کرتے رہیں گے۔

فاروق آباد میں ٹرین حادثے پر بلاول بھٹو کا اظہار افسوس

ٹرین حادثے میں قیمتی جانوں کے ضیاع پر افسوس کا اظہار کیا ہے۔
بلاول بھٹو زرداری نے متاثرہ خاندانوں سے ہمدردی کا اظہار کرتے ہوئے زخمیوں کے بہتر علاج معالجے کو یقینی بنانے پر زور دیا ہے۔
انہوں نے کہا کہ ٹرین حادثات کے متعلق سلیکٹڈ وزیراعظم آج ایک بار پھر اپنے پرانے بیان کی ویڈیو کلپ چلا کر دیکھ لیں۔
بلاول بھٹو زرداری نے کہا کہ آئے روز کبھی طیارہ تو کبھی ٹرین حادثہ ہوجاتا ہے، کیا حکومتیں ملک کو اس طرح چلاتی ہیں؟۔
پی پی چیئرمین نے کہا کہ حکومت کی جانب سے حادثات پر نوٹس لینے والا ڈھونگ بے اثر ہوچکا ہے، وزیراعظم اب یہ تکلیف بھی نہ اُٹھائیں۔
انہوں نے کہا کہ نااہل حکومت کا خمیازہ معصوم شہریوں کو بھگتنا پڑ رہا ہے۔

فیصل آباد سے لاہور آنے والی ٹرین شاہ حسین ایکسپریس سکھ خاندان سے بھری ویگن سے ٹکرا گئی، جس کے نتیجے میں19سکھ یاتری ہلاک ہوگئے۔

ترجمان ریلوے کا کہناہے کہ شاہ حسین ایکسپریس فاروق آباد ریلوے اسٹیشن کے قریب سکھ برادری کی کوسٹر سے ٹکرائی، حادثے میں سکھ خاندان کے 19 افراد ہلاک ہوگئے جبکہ متعدد زخمی ہیں، زخمیوں کو طبی امداد کے لیے اسپتال پہنچا دیا گیا۔
ریسکیو ذرائع کا کہنا ہے کہ حادثہ فاروق آباد اور بحالی ریلوے اسٹیشن کے درمیان بغیر پھاٹک کی کراسنگ پر اُس وقت پیش آیا جب ڈرائیور نے پھاٹک سے پیچھےکچے راستے سےکوسٹر گزارنے کی کوشش کی۔
ترجمان ریلوے نے بتایا ہے کہ کوسٹر میں ایک ہی سکھ خاندان کے 25 افراد سوار تھے، سکھ خاندان پشاور سے ننکانہ صاحب فوتگی پر آیا تھا۔ کوسٹر پشاور سے واپس جاتے ہوئے سچاسودا گوردوارہ کے قریب ٹرین سے ٹکرائی۔
