Chairman Pakistan Peoples Party Bilawal Bhutto Zardari inaugurated expansion of Sindh government’s pioneering initiative Union Council Based Poverty Reduction Programme (UCBPRP) and the Sindh Rural Support Organization (SRSO), which aims at freeing two million families from slough of poverty by providing their opportunities through interest-free loans.
Chairman PPP was accompanied by Chief Minister Murad Ali Shah, Women Wing President MNA Faryal Talpur, Former Chief Minister Sindh Syed Qaim Ali Shah, Information Minister Syed Nasir Hussain Shah and others.
Sindh government has extended financial support to the Rural Support Programmes (RSPs) to release the potential abilities, skills and knowledge of rural men and women, to enable them to articulate their aspirations and to effectively marshal the resources they need to meet their identified needs.
UCBPRP work is to alleviate poverty by enabling people to break the cycle of poverty, which begins with lack of opportunity, extends to the well-known miseries of economic and nutritional poverty and leads new generations to endure the same conditions.
The aims of UCBPRP to target the poor through the process of social mobilization, harnesses their potential and enables them to build productive assets, reduce vulnerabilities and improve by and large, the condition of their village or locality.
Bilawal Bhutto Zardari said that PPP has not only carried out legislation for the empowerment of women but launched several programmes for financial stability of the womenfolk. Shaheed Zulfikar Ali Bhutto started basic and revolutionary reforms while Shaheed Mohtarma Benazir Bhutto initiated Lady Health Workers, Women Police Stations and First Women Bank and President Asif Ali Zardari begun Benazir Income Support Programme (BISP), which was indeed first step towards creating a Social Welfare State, he added.
PPP Chairman pledged to expand BISP programme after coming into power in 2018 general elections.
He stated that local social bodies, NGOs and charity organizations can play important role in organizing people at local level besides solving the local issues. He pointed out that PML-N took up axes against non-governmental and charity organizations but under PPP government in Sindh NGOs and social organizations are working closely.
Bilawal Bhutto Zardari further said that he was happy to see Sindh government working hand in hand with welfare and charity organizations not for financial gains but for the welfare of masses under public-private partnership.
PPP Chairman said that he has been informed that UCBPRP spread to 11 districts, 52 Tehsils and 395 Union Councils till 2016 thus extending benefits to 600,000 families. This figure will reach 1.1 million families in next five years. Interest-free loans were provided to women for starting small businesses like livestock, agriculture, small shops, sewing and embroidery.
Bilawal Bhutto Zardari named few women of Kashmore, Jacobabad and Shikapur who have successfully transformed their small businesses into success through the support from UCBPRP and earning upto Rs21,000 per month.
He was happy to know that recovery rate of loans to women is 97% and Sindh government has earmarked more funds for this purpose in 2017. Due to transparency and success of this programme, international and national donor agencies are supporting this programme.
Bilawal Bhutto Zardari said that PPP plans to cover 2 million poor families under this programme in the rural areas.
